Stranická disciplína poslanců ruské Státní dumy po obnově smíšeného volebního systému / The Party Discipline of the State Duma Deputies after the Mixed-Member Electoral System Renewal

The study examines the level of party voting discipline displayed by current Russian deputies. The objective is to discover whether deputies elected since the reintroduction of the mixed-member electoral system in 2016 showed a diverse level of party voting discipline. The study expands on the existing research and verifies results of earlier analysis proving weaker party discipline among politicians elected from single-member districts (SMDs). A sample of over 500 thousand deputy votes is analyzed with multiple regression analysis and other methods of quantitative research. The research explores the influence of several variables including the type of elections, political faction membership, double candidacy of a deputy and his incumbency in the previous term of office. Evaluation of results implies that the type of elections does not have a significant impact on party discipline of deputies. The most noticeable is the impact of the membership in various political factions. Greater independence in voting typical for SMD deputies does not manifest considerably in Russia because of the impact of the local hybrid regime and because the majority of SMD deputies belong to the faction of United Russia. Ruská bezpečnostní politika vůči muslimským autonomním republikám na Severním Kavkaze / Russian Security Policy towards Muslim Autonomous Republics in the North Caucasus

The aim of this diploma thesis is to answer the question why the crisis caused by the Chechen struggle for independence gradually escalated into war, while the rest of North Caucasus remained relatively calm, despite the predictions of many authors. Also to determine to whether extend the repetition of Chechen scenario is nowadays possible. Or in other words what are the odds that a new ethnopolitical conflict will erupt in some other Muslim autonomous republic in the North Caucasus. The answers to these questions are sought via factors causing the emergence of ethnic conflict, as were defined by Svante E. Cornell in his book Autonomy and Conflict: Ethnoterritoriality and Separatism in the South Caucasus - Cases in Georgia. These factors are continually confronted with empirical data, which are provided by the case study of Chechen conflict in the first part of the thesis. Presence or absence of those factors in other Muslim autonomous republics is examined by method of Process Tracing. The data obtained are then processed quantitatively, in the way that presence or absence of the factor in question by a certain score.

The diploma thesis focuses on great power politics at the dawn of the twenty-first century. The studied phenomenon is viewed through the lens of defensive, offensive a neoclassical realist perspective. The key goal of the thesis is to determine, whether contemporary streams of the realist international relations tradition can provide plausible explanation of great powers relations. The research is also embedded in the fourth great debate, which entered the international relations discipline during the course of 80's, and as such it tries to reflect current ontological and epistemological debate. Research results then show that realism is still a valid scientific discourse. On the other hand, neoclassical realism's research agenda, as is shown, takes over other theoretical perspectives features.

The aim of this diploma thesis called The Human Rights Commissioner of the Russian Federation is to provide a comprehensive insight into the formation and development process of the institute of the human rights commissioner by means of description and analysis. At the same time, it attempts to facilitate a better understanding of this institute inside the Russian social system. The opening section defines the institute of ombudsman from the historical and theoretical point of view and puts it in the post-Soviet context. The following section touches on the key legislation related to this institute in the Russian Federation and on the way it was formed and embedded in Russia. A separate chapter addresses the competences and specific tasks of the public defender of rights. This chapter is supported by annual reports issued by the Russian ombudsman's office. The last section of the thesis deals with the relationship between the ombudsman, the Russian establishment and non-governmental human rights organizations. The relationship is defined theoretically and illustrated by practical examples and specific cases. Vliv judikatury Evropského soudu pro lidská práva na právní systém Ruské federace / An impact of case law of the European Court of Human Rights upon the legal system of the Russian Federation

One of the key issues discussed over the last few years in connection with the ECHR is a large number of individual applications lodged to the court although the court does not have sufficient capacity to resolve them. The majority of the cases falls into category of so- called repetitive cases. This thesis aims to identify the tools, ECHR disposes of, and to what extent those tools may affect national legislation and case law of national courts. Reforms of problematic institutes at the national level implemented as a result of the ECHR decisions are able to exclude the future influx of repetitive cases to this transnational judicial authority. The process of the influence of ECHR case law on national legal systems is analyzed on the example of Russian Federation, which currently holds the first place regarding the number of individual applications that have been filed with the ECHR.

The project feasibility study was developed as the first step in a decision making process of execution an international investment project, which includes ambient conditions and market analysis. The plan of cash flow was compiled in compliance of Russian tax system, and was considered as a base for project evaluation by using appropriate methods. For further assessment of possible risks of the project was used sensitivity analysis.

In the next section of the practical part, changes effected in the Food Bank of the South Bohemian Region after the amendment entered into effect were identified. (in English): The diploma thesis "The interpreter's neutrality when interpreting for high-level officials" is a theoretical and empirical work and consists of two parts. The theoretical part tries to look into the concepts of neutrality, impartiality and bias and to point out the multidimensional nature of interpreter's neutrality. It also provides an overview of existing approaches to interpreter's neutrality and highlights the essence of high-level interpreting. The empirical part is a research probe that maps how professional conference interpreters who interpret for high-level officials in the Czech Republic and the Russian Federation view the concept of absolute interpreter's neutrality. At the same time it inquires whether they sometimes face the absence of interpreter's neutrality. Lastly, it outlines factors that can influence interpreter's neutrality and examines possible impacts of neutrality absence on interpreting performance. The results of empirical part may become a springboard for further research in interpreter's neutrality.

The aim of the diploma thesis is to identify Russia's Foreign Policy change in the first decade of the 21st century. It focuses on the three most important strategic documents of the Russian Federation, the presidential decrees signed by Vladimir Putin and Dmitri Medvedev (The Foreign Policy Concepts of the Russian Federation from 2000 and 2008, The National Security Concept of the Russian Federation from 2000, The National Security Strategy of the Russian Federation from 2009 and The Military Doctrines from 2000 and 2010). Through Discourse analysis it concludes that Russia has moved to strenghtening norms of international law and multilateral cooperation between the years 2000 and 2010, it no longer uses confrontational expressions and prefers a multi-vector foreign policy accenting the Asian vector. Russia also proves to be more self-confident and ambitious. We expect a more active role in the world affairs from Russia in the second decade of the 21st century.
