Towards a new approach for coastal governance with an assessment of the Plettenberg Bay nearshore linefisheries

Under the guidance of the new coastal management policies within South Africa this thesis advocates a more integrated, co-operative approach to local coastal management. The project aimed to acquire baseline information on the local nearshore fishery and resource state and to propose a set of indicators that could be incorporated into the new management strategy. To gather the required information the project was split into two parts: 1) An assessment of the local linefisheries and 2) A comparative study of the reef fish community structure between exploited and unexploited reefs. The local linefisheries were assessed through the use of launch records, commercial catch records, access point and boat based surveys. A questionnaire was used to gather data on catch and effort, fisher demographics, fisher attitudes towards and knowledge of the current management regulations, assess the efficacy of the fisheries inspectorate and highlight spatial areas of fishing pressure. A total of 252 interviews and catch inspections were conducted. Total effort for the ski-boat fishery estimated from the access point survey was 890 boat days.year⁻¹ or 3560 fisher days. year⁻¹ compared to 736 boat days.year⁻¹ or 2944 fisher days. year⁻¹ recorded in the launch records. Effort was seasonal with greater pressure occurring over the summer holiday period. Analysis of the catch showed that Merluccius capensis, Argyrozona argyrozona, Argyrosomus inodorus, Chrysoblephus laticeps and Atractoscion aequidens were the most frequently caught species. The overall CPUE was 3.00±5.54kg.fisher⁻¹.day⁻¹ or 4.71±4.117 fish.fisher⁻¹.day⁻¹. Estimated targeted CPUE was 0.91±0.67kg.fisher⁻¹.day⁻¹ or 0.97±0.77 fish.fisher⁻¹.day⁻¹ for C. laticeps, 8.47±8.57kg.fisher⁻¹.day⁻¹ or 1.24±1.16 fish.fisher⁻¹.day⁻¹ for A. aequidens and 2.05±3.78kg.fisher⁻¹.day⁻¹ or 1.10±1.80 fish.fisher⁻¹.day⁻¹ for A. inodorus. Issues identified included poor fisher knowledge regarding linefish regulations, the low occurrence of fishery inspections and a limited degree of noncompliance. Although most fishers supported the current linefish management regulations, when tested on the size limits, bag limits and closed seasons of their target species a high proportion of fishers did not know the regulations (recreational 64%, charter 53%, commercial 42%). Furthermore only 27% of fishers had had their catch inspected whilst fishing in Plettenberg Bay and the majority of these had only been inspected once. Just over half the interviewees (60%) indicated that fishing had deteriorated within Plettenberg Bay with fewer and smaller fish being caught. The most common causes cited for this decline were commercial and recreational overfishing respectively. Underwater point counts and experimental angling were used to rapidly assess the state of the reef fish resource in Plettenberg Bay through a comparative study of the community structure between two exploited sites in Plettenberg Bay and two protected sites within the Tsitsikamma National Park. Generalized linear modeling showed that relative density of certain species was significantly different between the protected reefs inside the TNP and those exploited reefs within Plettenberg Bay. Both P. rupestris and C. laticeps had greater densities within the protected area whilst Chisquared tests showed that the size frequency distributions were significantly different with larger size-classes and the maximum size of fish greater within the reserve. These trends were noted with both the underwater visual surveys and the experimental angling. Multi-dimensional scaling and cluster analysis showed that there was an overall difference in the community structure between the study sites. It is hypothesised that through removal of key reef species and larger individuals that fishing has directly and indirectly affected the overall community structure. Within a simple framework based on ecological, institutional and social sustainability domains along with the results of the study area, a set of indicators is proposed and the sustainability of the local fishery scored within a rapid assessment matrix. The socio-economic domain scored the highest (83%) whilst the institutional domain scored the lowest (8.3%) and the ecological domain scored 25%, giving a total sustainability score of 38.8%. The results of this matrix show that at present the local fishery is non-sustainable and in need of greater management. By synthesizing papers dealing with and based on the concepts involved in Integrated Coastal Management, a structured approach is proposed to developing and implementing more holistic local coastal governance. It is envisaged that the framework to implement such an approach should be through the development of a local Coastal Management Plan and a subsidiary Bay Management Plan. Although stakeholder participation and representation is an essential component in the development of these plans, it is recommended that the local municipality should be the lead agent and incorporate the plans into the local Integrated Development and Spatial Plans thereby gaining long term local government support.

Effect of diet and sex-sorting on growth and gonad development in farmed South African abalone, Haliotis midae

Abalone, Haliotis midae, farmers in South Africa that feed formulated diets reported a periodic drop in abalone growth during periods of increased gonad development. A large drop in abalone biomass was noticed after presumed spawning events. This study was aimed to determine the effect of diet and sex-sorting on gonad development in abalone. Experiments were conducted on a commercial abalone farm from July 2012 to the end of June 2013. Isonitrogenous and isoenergetic diets were formulated with two protein sources. A fishmeal and soybean meal (S-diet) diet and a fishmeal only (F-diet) diet were fed to abalone (50 - 70 g abalone⁻¹) over 12 months. Weight and length gain, gonad bulk index (GBI), visceral index (%) and meat mass index (%) were determined monthly and seasonally. A histological study on the female gonads was conducted. This study also included an experiment to test the effect of sex-sorting (70 - 80 g abalone⁻¹) on growth and body composition with treatments including males (M), females (F) and equal numbers of males and females (MF). Weight gain and length gain were faster in S-diet-fed abalone (RM-ANOVA, F ₍₁, ₁₆₎ = 7.77, p = 0.01; F ₍₁, ₆₉₎ = 49.9, p < 0.001, respectively). Gonad development was significantly affected by the inclusion of soybean meal with S-diet-fed abalone showing higher GBI-values than F-diet-fed abalone (RM-ANOVA, F ₍₁, ₃₃)= 16.22, p = 0.0003). Male abalone had higher GBI-values than females (RM-ANOVA, F ₍₁, ₃₃₎ = 39.87, p < 0.0001). There was no significant difference in average feed conversion ratio (FCR) between diets over time (RM-ANOVA, F ₍₁, ₂₁₎ = 0.008, p = 0.97). However, average FCR-values were significantly highest between November 2012 and March 2013, the presumed spawning season. The visceral mass (gut and gonad) as a proportion of whole mass (visceral index, %) was significantly higher in abalone fed the S-diet (RM-ANOVA; F ₍₁, ₆₉₎ = 68.06, p < 0.0001). There was no difference in meat mass index (%) between diets for both male and female abalone (RM-ANOVA; F ₍₇, ₂₄₈₎ = 0.80, p = 0.60; F ₍₇, ₂₄₁₎ = 1.7, p = 0.11,respectively). Meat mass index significantly decreased from September 2012 to February 2013 coinciding with the period of high GBI-values. The distribution of oocyte maturity stages differed between diets. The majority of oocytes within S-diet-fed abalone were fully mature stage 8 oocytes compared to a majority of stage 7 oocytes in F-diet-fed abalone. Histology corroborated peaks in GBI-values for abalone fed both diets. There was no significant difference in growth, GBI, visceral index (%) and meat mass index (%) between abalone sorted into monosex and mixed-sex populations. Thus, the presence of the opposite sex did not have an effect on growth and gonad mass in H. midae. The phytoestrogens daidzin, glycitin, genistin, daidzein, glycitein and genistein were present in soybean meal and only traceable amounts were found in the F-diet. This study provided evidence that soybean meal present in formulated feed affected growth and gonad development in H.midae. The difference in the distribution of the maturity stages of oocytes was affected by diet. Sex-sorting abalone into monosex and mixed-sex populations had no influence on weight and length gain and gonad development.

The value of non-native fish species : a study of recreational angling in the Amathole district

Experience has shown that effective fisheries governance requires a sound understanding of fisheries as systems incorporating both ecological and human dimensions. The Ecosystem Approach to Fisheries requires that the human components of these systems be considered when developing management and governance frameworks. While the potential for inland fisheries to contribute towards societal welfare and the development of rural livelihoods is becoming increasingly apparent, developing South African inland fisheries requires a careful consideration of both their positive and negative impacts, given that they revolve mainly around five of the world‟s top 100 invasive species. This thesis aimed to explore the value of inland recreational fisheries to rural livelihoods in the Amathole District of South Africa, to the regional economy, and to anglers themselves. Three methods were used to isolate this value. Economic impact analysis was used to estimate the combined total economic impact of the 2011 Divisional Tournament (n=31) and the 2012 Amatola Bass Classic (n=100) on the regional economy of the Amathole District, estimated to be R106 625. The travel cost method was applied to data from the 2012 Amatola Bass Classic in order to estimate the social welfare generated by this tournament. The Negative Binomial model, corrected for truncation and endogenous stratification, estimated this value at R 1 960 090. The sustainable livelihoods framework was used to conduct a broad-based analysis of the value of Amatola Wild Trout, the firm which constitutes the fishery surrounding the rural village of Cata. It was found that the fishery had been responsible for a modest pecuniary impact on the community of Cata within its first two years of establishment, although significant improvements in human capital were found to have resulted from the development of the fishery. These results provide insights into the economic dimension of fisheries in the Amathole District, and will prove useful when weighing up the positive and negative impacts of non-native fish species, particularly when informing decisions regarding their potential eradication.

However the follow up process as to whether these policies and rules administered is effective or not has not been measured. This investigation attempts to identify potential fishing that should be considered as suitable for subsistence fisheries in selected highly exploitable areas. Assessment of productivity and supply chain of aquaculture projects in Gauteng Province for sustainable operation

The main aim of the study is to assess the productivity and supply chain of aquaculture projects in Gauteng Province, South Africa. The research adopted the use of quantitative method; and collected data and information from the five regions that make up the province. Both primary and secondary data were collected. The study used correlation analyses to determine the perfect fit or negative fit of some variables to supply chain as well as the consumers‟ reactions to the questionnaires. Gross margin analysis as well as gross profit margin ratio was used to determine the profitability of aquaculture production in the province. Findings of the study revealed underutilization of production capacities of the established fish farms. The fish farmers in the study are currently using 36% of the capacities of the established aquaculture projects in the study area. The profit margin was in excess of 40% in all the projects surveyed. The study further revealed lack of proper, effective and efficient supply chain for aquaculture projects which adversely affect aquaculture growth and sustainability in Gauteng Province / Agriculture, Animal Health and Human Ecology / M. The role of the deep spawning grounds in chokka squid (Loligo reynaudi d'orbigny, 1845) recruitment

It was previously thought that the South African chokka squid Loligo reynaudi is exclusively an inshore, shallow water spawner. Although spawning mostly within shallow bays (<60 m) the presence of squid eggs in trawls at depths up to 130 m indicates this species frequently makes use of deeper spawning areas on the mid-shelf. The extent of mid-shelf spawning (referred to as deep spawning) and the contribution to recruitment has yet to be assessed. Studies have shown mid-shelf bottom temperature to vary considerably from those inshore, suggesting chokka squid spawn in two very different oceanographic environments. Considering these apparent environmental differences, what leads to the mid-shelf environment becoming a suitable spawning habitat? Does a suitable benthic habitat, required for the attachment of egg pods, occur on the mid-shelf? These questions are not only important for determining the extent of deep spawning, but also to the understanding of factors “driving” deep spawning. The fate of deep spawned hatchlings is another unknown. It has been proposed that the main chokka squid inshore spawning grounds are positioned to exploit the net westward currents on the Eastern Agulhas Bank, i.e. paralarvae would be transported west from the hatching site to the cold ridge, an area of high primary and secondary productivity on the Central Agulhas Bank. This concept has come to be known as the Western Transport Hypothesis. Lagrangian ROMS-IBMs (regional ocean model system – individual-based model) predict the net westward transport of paralarvae from both the inshore and deep spawning grounds, to the cold ridge. These simulations were used to investigate the transport of hatchlings to the cold ridge feeding grounds before the exhaustion of yolk reserves. The fate of paralarvae on reaching the feeding grounds has not yet been investigated. This work has contributed new knowledge to our understanding of deep spawning and its role in recruitment. Specific aims of this study were to (1) determine the extent, range and importance of the deep spawning grounds relative to those inshore; (2) investigate the deep spawning ground habitat (Agulhas Bank mid-shelf) morphology and oceanographic environment; (3) determine the transport and survival of deep spawned hatchlings; and (4) investigate the origin and distribution of chokka squid paralarvae on the Agulhas Bank. The extent, depth range and importance of the deep spawning grounds, relative to those inshore was assessed using 23 years of demersal trawl survey data. Data for both the west and south coasts of South Africa were examined for egg capsules. No spawning was found on the west coast. Data showed that chokka squid preferred the Eastern Agulhas Bank for spawning. Spawning occurred not only inshore but also on the mid-shelf extending to depths of 270 m near the shelf edge. The majority of deep spawned eggs however, were found in the depth range 71-130 m. Squid egg density markedly decreased beyond 70 m, suggesting delineation between the inshore and deep spawning grounds. Total egg biomass calculations for depths shallower and deeper than 70 m indicated the coastal area to be strongly favoured, i.e. 82 vs. 18%. These results contest the commonly accepted notion that chokka squid is an inshore spawner and redefine the spawning grounds to extend across the shelf. Apart from an initial study investigating bottom temperature on the mid-shelf, very little is known about the deep spawning habitat. St Francis Bay, a commonly used spawning location, was chosen as a demonstration area for further study. The deep spawning grounds (71-130 m) were mapped and benthic habitat described from underwater video footage. A study investigating cross-shelf bottom conditions was undertaken off Thys Bay. CTD data were used to compare seasonal bottom temperature and oxygen on the St Francis Bay inshore and deep spawning grounds. Squid movement between the two spawning habitats was assessed using filament tagging. Predation and fishing pressure across the spawning grounds was reviewed. The mid-shelf benthic habitat was found to be similar to that inshore and available for spawning. Despite the generally colder bottom temperatures on the mid-shelf, this study showed that bottom temperature in deeper waters can at times be warmer than inshore. Although mid-shelf warming events lasted from a few hours to a number of days, they resulted in similar conditions to those on the inshore spawning grounds. It is likely these events act to expand or shift spawning habitat. The movement of squid between the two spawning habitats makes it possible for them to seek patches of warm bottom water with appropiate substrate. This suggests they are spawning habitat opportunists. Predation and fishing pressure appear to be higher on the inshore spawning grounds. It is feasible that this also forces spawners to seek out more favourable habitat offshore. An individual-based model was used to predict the fate of mid-shelf and inshore hatched paralarvae. Within the model, both the highly productive cold ridge and inshore spawning grounds were considered feeding or nursery areas. Paralarvae were released from six inshore and six deep spawning sites, spanning the coast between Port Alfred and Knysna. All paralarvae not reaching the feeding areas before the exhaustion of yolk-reserves (≤5 days), not retained within the feeding grounds (≥14 days), and not retained on the Agulhas Bank after exiting the feeding grounds were considered lost. This work illustrated the dependence of paralarval transport success on both spawning location and time of hatching, as established in earlier studies. The current IBM has expanded on initial work, emphasizing the importance of the cold ridge and inshore spawning grounds as nursery areas for deep and inshore spawned paralarvae, respectively. This work has highlighted the complex interactions between processes influencing recruitment variability for chokka squid. Possible relationships between periods of highest recruitment success and spawning peaks were identified for both spawning habitats. Based on the likely autumn increase in deep spawning off Tsitsikamma, and the beneficial currents during this period, it can be concluded deep spawning may at times contribute significantly to recruitment. This is particularly true for years where the cold ridge persists into winter. Data on chokka squid paralarval distribution are scarce. Paralarval distribution and abundance, in relation to Agulhas Bank oceanography, was investigated using bongo caught paralarvae and corresponding oceanographic data. Individual-based models (IBMs) were used to predict the origin or spawning site of the wild caught paralarvae, with reference to inshore versus deep spawning. Although failing to predict realistic points of origin, this study provided evidence to support a number of scenarios previously assumed to influence chokka squid recruitment. First is the possible influence of coastal upwelling on the retention, and hence spatial distribution, of paralarvae on the inshore spawning grounds. The second factor thought to impact recruitment is the loss of paralarvae from the Agulhas Bank ecosystem. This study confirmed the removal of paralarvae from the Eastern Agulhas Bank due to Agulhas Current boundary phenomena and resultant offshelf leakage. In addition, data suggested that the formation of the cold ridge could enhance retention on the Central Agulhas Bank, and so prevent offshelf leakage from the Central and Western Agulhas Bank. A synthesis of the main conclusions is presented. Implications of the findings and directions for future research are discussed.

Measuring the recovery of the Benguela Current Large Marine Ecosystem: an application of the DPSIR framework

Overfishing in the Benguela Current Large Marine Ecosystem (BCLME) resulted in degradation of the ecosystem. This study used the Driver-Pressure-State-Impact-Response (DPSIR) indicator framework to determine whether the ecosystem is now recovering. Indicator trends were analysed using various data sources that included government institutions and intergovernmental institutions. The results showed that the overall effect of Driver indicators was negative. This was mainly because of socio-economic pressure such as the need to create more jobs in light of rising national unemployment and the declining contribution of the fisheries sector to Gross Domestic Product (GDP). In addition to scientific advice, socio-economic factors also influenced the determination of Total Allowable Catches (TACs). The overall trend of Pressure indicators was positively influenced by the effect of TACs. The TACs reduced the quotas allocated for commercial fishing. Environmental factors did not seem to play a significant role in this study. State indicators had mixed results with the indicators assessed almost split in the middle between those showing a positive trend and those showing a negative trend. On the other hand, Impact and Response indicators showed overall positive results. Therefore, the conclusion of the study was that the degradation of the BCLME has slowed down and there are some signs of recovery. / Environmental Sciences / M.Sc. (Environmental Science)

Gou is daar egter besef dat rapportering en die opstel van beleide self nie genoeg is nie en een van die die grootste uitdagings aan korporatiewe bestuurders tans is om te verseker dat hul korporatiewe bestuurstelsels hul volhoubare strategieë ondersteun om te verseker dat die strategieë in hul maatskappystelsels en prosesse geintegreer is. Hierdie navorsingsverslag ondersoek dus die skakels tussen korporatiewe bestuur en korporatiewe volhoudbaarheid, die teorië rondom die Volhoudbaare Gebalanseerde Telkaart en die moontlike toepassing daarvan op die Suid-Afrikaanse visbedryf. / ENGLISH SUMMARY: Over the past decade outrageous corporate fiascos has resulted in a renewed interest in Corporate Governance and the way Corporates are managed. At the same time sustainable development and the Corporate contribution and Corporate sustainability has gathered worldwide interest in both institutional and corporate spheres. This has triggered new expectations for business transparency and has shifted the focus from traditional financial reporting to reporting on the organization’s impact and performance on the triple bottom line. More companies from across the globe are developing and reporting on their economic, social- and environmental responsibility and performance. It soon became clear that reporting on broad policy is simply not enough and one of the biggest challenges of corporate managers today are to ensure that their sustainable strategies and policies are integrated into their organizational governance structures and processes. Kapland and Norton have developed the Balanced Scorecard in 1992 to provide business managers with a management tool to translate their strategies into action. The scorecard recognizes that traditional financial measurements is not enough to ensure the continued success of organizations and creates a balance between non traditional measurements across four perspectives: financial, customers, internal processes and learning and growth. Although various case studies exist about Balanced Scorecard implementation, empirical research have indicated substantial performance improvement at organizations that have successfully implemented the Balanced Scorecard. Implementation thereof therefore has to be carried out with caution. During the 2000’s authors has recognized the potential of the Balanced Scorecard to translate Corporate sustainability strategies into action and bridge the gap between the way corporates are governed and sustainability by integrating sustainability measures into the Balanced Scorecard for the creation of the sustainability Balanced Scorecard. Fisheries, world wide are continually under the spotlight as a result of their impact on the environment and the South African fishing industry is certainly not excluded. Fisheries are a resource dependent industry and companies have to compete against each other for access to these resources. Apart from its environmental impact it is therefore of outmost importance that managers within the industry considers all the sustainability aspects in their organizational structures. This research report thus explores the link between Corporate Governance and Corporate Sustainability, the theory surrounding the sustainability Balanced Scorecard and the possible application thereof in order to ensure the long term sustainability of the industry.
