Teacher evaluation as a tool to support on-going teacher development and improvement within the context of IB PYP schools

Commonly, teacher evaluations function as summative appraisal mechanisms of teacher performance and effectiveness, as accountability measures and assurances of quality instruction to educational stakeholders. Recently, greater interest in the potential for evaluations to contribute to improvements in teaching and learning has emerged. The use of professional teaching standards and evaluation rubrics represents a significant advance in the design of evaluation tools and procedures. Continuing implementation challenges however, means the potential for evaluations to notably enhance teachers’ professional development is far from realized within many educational contexts. The traditional focus on the individual within evaluations also fails to recognize the collaborative work of teaching teams and to capitalize on the potential of teachers to support improvement in each other’s practice. This inquiry explored the circumstances under which evaluations might promote professional development at the individual level and within teaching teams. The study is located within an international school, which utilizes the International Baccalaureate Primary Years Program curriculum. The research question driving the inquiry was; how can teachers and principals within IB PYP schools achieve a focus on professional development and systematic learning within teacher evaluation? An Instructional Rounds protocol was employed to promote a focus on professional development within this qualitative case study. Fullan’s Change Theory guided the implementation and analysis of change in the form and function of evaluations within the school. Findings suggest viable and valuable professional learning can be incorporated into and supported during evaluations. A structured process, incorporating greater frequency of feedback, check-ins, dialogue and collaborative work between supervisors and teachers is needed to produce the monitoring mechanism and sustained gentle pressure necessary to support on-going professional learning. Redefining and broadening concepts of improvement, of involved leadership and professional development is important. Limited focus on specific goals and connecting peers with similar goals encourages commitment to improvement efforts.

The Analysis of NCATE Professional Standards Applied in Taiwan

The purpose of this study was to explore whether National Council for Accreditation of Teacher Education (NCATE) professional standards is applicable to Taiwan teacher education policy. Based on review of literatures on NCATE professional standards and evaluation items of institution for teacher education in Taiwan, the researcher constructed four accreditation fields, nine professional standards and fifty-two professional indicators for accreditation standards of institutions for teacher education in Taiwan. The Delphi method was adopted to acquire experts¡¦ opinions and suggestions about the fitness of accreditation standards and indicators. The study used purposive sampling. The samples were made up by the chiefs, teachers, and administrative staffs from the institutions for teacher education and the scholars of teacher education, 15 samples in sum. Each of them had to fill out three waves of Delphi questionnaires. According to documentation and the Delphi questionnaires, the conclusions of this study were as follows: I.Accreditation system 1.Lack of professional organization and internal unit for the accreditation system of Taiwan teacher education. 2.Lack of effective tracking mechanism in evaluation of institution for teacher education. 3.Lack of sufficient time for evaluation members to do on-site visit. 4.NCATE uses the ¡§quality¡¨ method to execute the accreditation process. 5.The result of the accreditation is difficult to achieve the purpose of improving school effectiveness. II.In terms of professional standards 1.The professional standards of accreditation system include the four fields, ten professional standards and forty-one professional indicators. 2.¡§A-Input indicator¡¨ is the most important in the important rank. 3.¡§A-1-Education goals and features¡¨ is the most important in the important rank. 4.¡§A-1-1Education aim and vision¡¨,¡¨ A-1-3institution features¡¨, and ¡§A-2-3 Improvement measure¡¨ are the most important in the important rank. 5.The accreditation system of teacher education needs a set of standardized and specific standards, indicators, and criterions. 6.Lack evaluation items of ¡§Candidate performance¡¨, ¡§Faculty professional practices in teaching¡¨, and ¡§diversity¡¨ in the evaluation of institution for teacher education. 7.The cooperation between the institutions for teacher education and institutions for intern teachers were less concerned.

Exploring the Impact of Science Research Experiences for Teachers: Stories of Growth and Identity

Education reform in the U.S. promotes the teaching of inquiry in science to help students understand how science is done and to increase constructivist, student centered instruction. This qualitative study investigated changes in teachers' understandings about scientific inquiry and nature of science as well as science teaching as a result of participation in one of three summer science research programs. This study also explored what teachers reported valuing about their experiences as they progressed through the program and returned to their classrooms.Data were collected through open-ended surveys, semi-structured interviews, program observation and artifact analysis before, during, and after the research programs as well as follow-up surveys and semi-structured interviews six to nine months after the research programs had ended. In addition to overall findings, six cases are presented to highlight changes and growth that occurred.Participation in these programs did not always lead to the outcomes intended by facilitators, such as strong changes in teachers' understandings about scientific inquiry and full implementation of research with their students; yet there were significant positiveoutcomes from participants' perspectives.Teachers' understandings of scientific inquiry and nature of science changed in small ways as measured by a modified Views of Scientific Inquiry/Views of Nature of Science Survey; however, participants changed their descriptions of science teaching after the programs. These descriptions included more affective goals for their students, the use of more student centered activities, and the importance of engaging students in research. On their post surveys, participants reported their intentions to implement more classroom inquiry, including science research. In follow-up surveys and interviews teachers reported engaging students in more active roles in their classrooms. In addition,teachers reported valuing a number of other outcomes from their participation in these programs. These included increased knowledge and skills in science, insider information about professional science, increased credibility, professional and personal growth, and improvements in students' knowledge and engagement in science and research. An emergent finding of the study was that participating in these research programs had an influence on some participants' identities related to doing science, being a scientist, and teaching science.

The Implications of Virginia Licensure Regulations on Teacher Retention in Lighthouse City Public Schools

In America urban school systems have encountered difficulties retaining teachers. The ramification of teacher attrition is that the neediest students are often taught by those with the least educational experience. The purpose of this study was to determine the implications of Virginia teacher licensure regulations on teacher retention in Lighthouse City Public Schools. The study addressed four research questions: 1) "What factors influence the retention of teachers in Lighthouse City Public Schools? 2) Is it possible to predict demographically by race, gender, age, grade level of teaching assignment or licensure preparation program which groups or sub-groups of people are more likely or less likely to leave a school system? 3) Does the licensure preparation program influence retention? 4) Were the Virginia licensure requirements the reasons cited for the departure of teachers in 2004, 2005, and 2006? The research focused an urban school system in southeastern Virginia with approximately 33,000 students. The population was 361 teachers hired for the 2003 school year. A researcher developed survey was electronically mailed to the still employed teachers, and a mailed survey was sent to all the teachers who had left the school system. A multiple regression was performed on the demographic data to try to predict teacher retention or attrition. The results of the multiple regression indicated that statistically (p<.01) only the variable of licensure could be a predictor of retention. All of the survey respondents agreed that a strong principal was the key to retention. Urban school systems are challenged by local standards, state standards, and No Child Left Behind mandates, and compounding the difficulties is on-going teacher loss. It is imperative that school system leaders provide new teacher support and time for the inexperienced to learn how to become excellent. Teachers are not expendable; students are at stake. / Ph. D.

The aim of this study was to investigate the demands, pressures and needs experienced by teachers in special needs schools (referred to as schools with learners with barriers to learning), with the aim of providing guidelines for teacher support to promote wellness. To attain this aim, the study had the following specific objectives or aims: 1. To determine the demands made on and pressures experienced by teachers as stressors. 2. To determine the needs which teachers experience to alleviate these stressors that arise as a result of the demands and pressures experienced by teachers in a special needs school. 3. The provision of guidelines for teacher support in order to promote wellness. 4. To make recommendations for the promotion of the wellness of teachers in a special needs school. A qualitative research design was considered to be the most appropriate for gaining in-depth insight into the demands, pressures and needs of these teachers. Data was collected through phenomenological interviews and direct observations. This data was then organised into categories and subcategories and direct quotations were presented verbatim. Research findings were compared with the relevant literature to identify existing information and possible differences, and the findings were then recorded in the form of two articles. As explained above, the primary goal of this study was to identify and describe the demands and needs experienced by teachers in special needs schools and to formulate guidelines for support to promote wellness. The study also showed that students need mentally and physically fit adults who can guide them as they find their way in the world. It is thus necessary to develop and promote the use of programmes and instruments to identify specific needs and stressors, so as to more accurately predict, prevent and alleviate demands that can be detrimental to health, and to provide and support guidelines to promote wellness in teachers.. / Thesis (M.Ed.)--North-West University, Potchefstroom Campus, 2005.

Objetivou conhecer as ações do Estado que determinaram a formação de professores pela Universidade Estadual do Piauí, e quais os efeitos dessas ações, observados nas narrativas dos professores. Para tanto, foram analisadas políticas que determinaram a obrigatoriedade de tal formação, bem como seis entrevistas-narrativas com professores que fizeram a formação nos cursos de Período de Especial, ofertados pela Universidade Estadual do Piauí. Para o desenvolvimento das análises e da problematização do material de pesquisa, foi utilizado o conceito-ferramenta de inspiração foucaultiana de governamento. Concluiu-se que os professores, antes mesmo de entrarem no curso de formação, por determinação do Estado, já estavam convencidos da necessidade de tal formação. Discursos do campo educacional e discurso oficial já atuavam nas subjetividades docentes transformando a formação superior em uma necessidade para qualificar a formação no Ensino Fundamental, antes mesmo da Lei nº. 9394/96 exigir formação superior como requisito obrigatório para o exercício da docência. Também concluiu-se que entre os professores entrevistados, não ficou explícito nenhum tipo de resistência às exigências de formação, visto que estes já integravam os discursos educacionais e pedagógicos que definiam o que seria um bom professor. Mostrou-se que as práticas de governamento de Estado sobre os professores mostraram a sua eficiência justamente nas formas de os professores assumirem para si, como uma verdade inquestionável, a necessidade da formação. Isso mostra que as práticas de governamento só se configuram como verdades quando convencem sujeitos livres a agirem conforme o desejado, ou seja, quando o desejo do Estado passa a ser o desejo do sujeito. / The research was based on the practices of government that constituted the mandatory teachers’ higher education who worked in public schools in Piauí, more specifically, in the region of Picos, during the period 1998-2006. Aimed to meet the State's actions that led to teacher education from the State University of Piauí and what effects these actions can be observed in the narratives of teachers . For this purpose, we analyzed policies that determined the requirement of such training , as well as six - narrative interviews with teachers who did training courses in special period , offered by the State University of Piauí . For analysis and questioning of the concept of research material - tool Foucauldian inspiration of government was used . It is concluded that teachers even before entering the training course , for determining the State , were already convinced of the need for such training . Speeches of the educational field and official speech has already worked in teachers subjectivities, transforming the higher training in a need to qualify the training in Elementary School, even before the Law no. 9394/96 require higher training as a mandatory requirement for the exercise of teaching. It is also concluded that among the teachers interviewed was not explicit any resistance training requirements because they already incorporate educational and pedagogical discourses that defined what would be a good teacher . It was shown that the practices of governance of State on teachers showed their efficiency precisely the forms of teachers assume for himself as an unquestionable truth , the need for training . This shows that the practices of government only when configured as truths convince free subjects to act as desired, ie , when the desire of the State shall be the desire of the subject .

Fórum estadual permanente de apoio à formação docente do Rio Grande do Sul : plano estratégico de formação de professores do estado

Esta dissertação procurou analisar a atuação e o funcionamento do Fórum Estadual Permanente de Apoio à Formação Docente do Rio Grande do Sul (FÓRUM) visando fundamentar as políticas adotadas por esse órgão no seu plano estratégico para a formação docente no estado do RS. Os Fóruns Estaduais são órgãos colegiados criados pelo Governo Federal com o intuito de promover ações que supram as necessidades de formação inicial e continuada dos profissionais do magistério, conforme determinado pelo Decreto n° 6.755 (BRASIL, 2009a). Esses órgãos têm como principais tarefas a elaboração, acompanhamento e revisão dos planos estratégicos de estabelecimento das políticas públicas de Educação Superior, tendo em vista a formação de profissionais do magistério. Para a realização desta pesquisa foi necessário efetuar inicialmente um estudo dos documentos que instituem e constituem a política adotada para a formação de professores no Brasil. As atas de reuniões do FÓRUM foram examinadas e se constituíram uma ferramenta fundamental para o conhecimento do trabalho que vem sendo desenvolvido. A situação dos professores da Educação Básica do RS foi estudada a partir dos dados do Censo Escolar da Educação Básica. Foram utilizados procedimentos metodológicos qualitativos e quantitativos, de forma complementar, pois a diversidade de materiais utilizados exigia abordagens diferenciadas. Parte das argumentações teóricas utilizadas para a análise de dados e discussões foi embasada em referenciais teóricos de políticas públicas educacionais. Nessa perspectiva procuramos utilizar o ciclo de políticas proposto por Ball e Bowe (1992). Outra perspectiva teórica utilizada relaciona-se à formação de professores, a qual foi fundamentada nas ideias de diversos teóricos conceituados na área. O plano estratégico de formação de professores, documento elaborado pelos representantes do FÓRUM, serve para organizar as ações e estratégias criadas pelo grupo para promover a formação inicial e continuada dos professores da rede pública da Educação Básica do Estado. Os estudos realizados evidenciaram que não está havendo compatibilização entre a demanda por formação e a oferta de vagas das Instituições de Ensino Superior, via Plataforma Freire. Os dados do Censo Escolar apontaram que a situação da formação de professores no Estado é preocupante, principalmente no que se refere à formação continuada, e carece de investimentos, assim como as condições de trabalho dos profissionais docentes. Podemos concluir que o FÓRUM não tem sido muito organizado com os documentos que se constituem em registro histórico de seu funcionamento nem tem realizado a revisão e reestruturação do plano estratégico de formação docente inicialmente elaborado. É necessário que o FÓRUM se organize para oferecer formação inicial e continuada concomitantemente, pois é uma urgência do Estado qualificar seus professores. Como a presidência do FÓRUM é de responsabilidade do representante da SEDUC/RS, os interesses e planejamentos do Governo Estadual têm influenciado diretamente as discussões que acontecem nas reuniões. As análises presentes nesta dissertação indicam que ainda há muitos desafios a serem superados pelo FÓRUM para alcançar os objetivos propostos na legislação. / This dissertation sought to analyse the role and functioning of the Permanent State Forum for Teacher Training Support in Rio Grande do Sul (FORUM) in order to support the policies adopted by this organisation in its strategic plan for teacher training in the state of Rio Grande do Sul (RS), Brazil. State Forums consist of collegiate bodies created by the Federal Government in order to promote actions that meet the needs of initial and continuing training of professional teachers, as determined by Decree No. 6755 (BRAZIL, 2009a). These bodies have as core tasks preparing, monitoring and reviewing strategic plans for the enforcement of public policies on higher education with a view to training professional teachers. For this research to be carried out it was initially necessary to conduct a study of the documents which establish and constitute the policy adopted for the training of teachers in Brazil. FORUM’s meeting minutes were examined and proved to be a primary tool for gaining insight into the work being developed. The situation of teachers of Basic Education in RS state was analysed based on data from the School Census of Basic Education. This study employed both qualitative and quantitative methodological procedures as complementary, since the diversity of sources required diverse approaches. Part of the theoretical claims used for the data analysis and discussion was based on theoretical frameworks of public educational policies. With this perspective in mind we sough to adopt the policy cycle as proposed by Ball and Bowe (1992). Another theoretical perspective adopted concerns the training of teachers and is based on the ideas of various scholars renowned in this field of study. The strategic plan for teacher training, a document drawn up by FORUM representatives, serves to organise the actions and strategies created by the Group to promote the initial and continuing training of teachers in public basic education in the state. The study results showed that there has been no compatibility between the demand for training and the supply of places within Higher Education Institutions via the ‘Freire Platform’ (Plataforma Freire). Data from the School Census showed that the situation of teacher training in the state is alarming, especially in regard to continuing education. In addition, teacher training lacks investment, as do working conditions for professional teachers. We can conclude that FORUM has not been quite organised with the documents that constitute the historical record of its operation, nor has it performed reviews and restructuring of the strategic plan of teacher training that had been initially prepared. It is necessary that the FORUM be structured toward providing initial and continued training simultaneously, as it is urgent for the state to provide quality training for their teachers. Since the SEDUC/RS representative is entrusted with the chair of FORUM, the interests and plans of the State Government have directly influenced the discussions taking place in its meetings. The analysis presented in this dissertation indicates that there are still many challenges to be overcome by FORUM to achieve the goals proposed in the legislation.

It is necessary that the FORUM be structured toward providing initial and continued training simultaneously, as it is urgent for the state to provide quality training for their teachers. Since the SEDUC/RS representative is entrusted with the chair of FORUM, the interests and plans of the State Government have directly influenced the discussions taking place in its meetings. The analysis presented in this dissertation indicates that there are still many challenges to be overcome by FORUM to achieve the goals proposed in the legislation.

Fórum estadual permanente de apoio à formação docente do Rio Grande do Sul : plano estratégico de formação de professores do estado

Esta dissertação procurou analisar a atuação e o funcionamento do Fórum Estadual Permanente de Apoio à Formação Docente do Rio Grande do Sul (FÓRUM) visando fundamentar as políticas adotadas por esse órgão no seu plano estratégico para a formação docente no estado do RS. Os Fóruns Estaduais são órgãos colegiados criados pelo Governo Federal com o intuito de promover ações que supram as necessidades de formação inicial e continuada dos profissionais do magistério, conforme determinado pelo Decreto n° 6.755 (BRASIL, 2009a). Esses órgãos têm como principais tarefas a elaboração, acompanhamento e revisão dos planos estratégicos de estabelecimento das políticas públicas de Educação Superior, tendo em vista a formação de profissionais do magistério. Para a realização desta pesquisa foi necessário efetuar inicialmente um estudo dos documentos que instituem e constituem a política adotada para a formação de professores no Brasil. As atas de reuniões do FÓRUM foram examinadas e se constituíram uma ferramenta fundamental para o conhecimento do trabalho que vem sendo desenvolvido. A situação dos professores da Educação Básica do RS foi estudada a partir dos dados do Censo Escolar da Educação Básica. Foram utilizados procedimentos metodológicos qualitativos e quantitativos, de forma complementar, pois a diversidade de materiais utilizados exigia abordagens diferenciadas. Parte das argumentações teóricas utilizadas para a análise de dados e discussões foi embasada em referenciais teóricos de políticas públicas educacionais. Nessa perspectiva procuramos utilizar o ciclo de políticas proposto por Ball e Bowe (1992). Outra perspectiva teórica utilizada relaciona-se à formação de professores, a qual foi fundamentada nas ideias de diversos teóricos conceituados na área. O plano estratégico de formação de professores, documento elaborado pelos representantes do FÓRUM, serve para organizar as ações e estratégias criadas pelo grupo para promover a formação inicial e continuada dos professores da rede pública da Educação Básica do Estado. Os estudos realizados evidenciaram que não está havendo compatibilização entre a demanda por formação e a oferta de vagas das Instituições de Ensino Superior, via Plataforma Freire. Os dados do Censo Escolar apontaram que a situação da formação de professores no Estado é preocupante, principalmente no que se refere à formação continuada, e carece de investimentos, assim como as condições de trabalho dos profissionais docentes. Podemos concluir que o FÓRUM não tem sido muito organizado com os documentos que se constituem em registro histórico de seu funcionamento nem tem realizado a revisão e reestruturação do plano estratégico de formação docente inicialmente elaborado. É necessário que o FÓRUM se organize para oferecer formação inicial e continuada concomitantemente, pois é uma urgência do Estado qualificar seus professores. Como a presidência do FÓRUM é de responsabilidade do representante da SEDUC/RS, os interesses e planejamentos do Governo Estadual têm influenciado diretamente as discussões que acontecem nas reuniões. As análises presentes nesta dissertação indicam que ainda há muitos desafios a serem superados pelo FÓRUM para alcançar os objetivos propostos na legislação. / This dissertation sought to analyse the role and functioning of the Permanent State Forum for Teacher Training Support in Rio Grande do Sul (FORUM) in order to support the policies adopted by this organisation in its strategic plan for teacher training in the state of Rio Grande do Sul (RS), Brazil. State Forums consist of collegiate bodies created by the Federal Government in order to promote actions that meet the needs of initial and continuing training of professional teachers, as determined by Decree No. 6755 (BRAZIL, 2009a). These bodies have as core tasks preparing, monitoring and reviewing strategic plans for the enforcement of public policies on higher education with a view to training professional teachers. For this research to be carried out it was initially necessary to conduct a study of the documents which establish and constitute the policy adopted for the training of teachers in Brazil. FORUM’s meeting minutes were examined and proved to be a primary tool for gaining insight into the work being developed. The situation of teachers of Basic Education in RS state was analysed based on data from the School Census of Basic Education. This study employed both qualitative and quantitative methodological procedures as complementary, since the diversity of sources required diverse approaches. Part of the theoretical claims used for the data analysis and discussion was based on theoretical frameworks of public educational policies. With this perspective in mind we sough to adopt the policy cycle as proposed by Ball and Bowe (1992). Another theoretical perspective adopted concerns the training of teachers and is based on the ideas of various scholars renowned in this field of study. The strategic plan for teacher training, a document drawn up by FORUM representatives, serves to organise the actions and strategies created by the Group to promote the initial and continuing training of teachers in public basic education in the state. The study results showed that there has been no compatibility between the demand for training and the supply of places within Higher Education Institutions via the ‘Freire Platform’ (Plataforma Freire). Data from the School Census showed that the situation of teacher training in the state is alarming, especially in regard to continuing education. In addition, teacher training lacks investment, as do working conditions for professional teachers. We can conclude that FORUM has not been quite organised with the documents that constitute the historical record of its operation, nor has it performed reviews and restructuring of the strategic plan of teacher training that had been initially prepared. It is necessary that the FORUM be structured toward providing initial and continued training simultaneously, as it is urgent for the state to provide quality training for their teachers.
