Perceptions of the Sudanese Professional Working in Saudi Arabia on Migration and Economic Development of the Sudan

The brain drain emerged as a phenomenon in the Sudan in the early 1970's when a change in the political system was followed by a change in the economic situation. The oil price increases created a dynamic process that led to attractive employment conditions in the petroleum producing countries such as Saudi Arabia and to depressed economic conditions in the developing countries like the Sudan. The purposes of the study are to (a) obtain information on the Sudanese professionals working in Saudi Arabia, (b) determine what major factors influence their migration, and (c) to develop policy recommendations on the flow of migration from the Sudan. The population of this study were Sudanese professionals living in Saudi Arabia. Data were generated through surveying a sample of 300 subjects selected randomly from the defined population. A survey questionnaire based on the research questions was developed for this study. Data from 263 respondents were analyzed. The findings of the study suggest that the majority of the Sudanese professionals working in Saudi Arabia are male, between 30 to 40 years of age. They have many years of experience and a high level of qualifications. The factors that led to their migration are: (a) high cost of living in the Sudan, (b) low salary, (c) money shortage, (d) high cost of housing, (e) little opportunity for advancement, and (f) shortage of basic necessities. It is realized that migration has costs and benefits for the Sudan. Government policies should be directed to maximize the benefits and minimize the costs. It is recommended that the government should adopt policies to regulate migration and assure the Sudanese expatriates of the efficient execution of these policies, attract their remittances through exemption and facilities, and work toward eliminating or reducing the causes of migration.

Rethinking precarity: understandings of and responses to precarity by Zimbabwean migrant security guards in South Africa’s PSI in Gauteng province

This qualitative study grounded in a phenomenological theoretical framework highlights the disconnects between the academic understandings of precarity and an understanding of precariousness from Zimbabwean migrant security guards’ own perspective in South Africa’s Private Security Industry (PSI), Gauteng Province. Relying on data collected through a combination of an ethnographic experience in 2014 and in-depth face to face interviews I conducted from June 2015, this study examines the perceptions that migrant security guards have on precarity, the strategies and tactics they employ to navigate everyday precarious working and living conditions and most importantly, the rationale behind these workers continued stay and work under precarious situations. As workers with precarious backgrounds, the findings of this study reveals that migrant security guards treat wage employment instrumentally, a source of their livelihood that has led to improvements in their standards of living as interpreted by them. The strategies and tactics employed by these workers either individually or collectively are therefore rationally and tactically crafted so as not directly challenge and disrupt the existing structures (state, capital and law) but instead to survive within these structures so as not to jeopardise their main source of livelihood-wage employment. For migrant security guards, wage employment remains a vital tool for meeting their varied socio-economic and political objectives. This study therefore led to the conclusion that there is generally a mismatch between academic conceptualisation of precarity and the way marginalised and low skilled labour migrants interpret and understand circumstances. / GR2017

Human Trafficking as A Brand Within the Framework of Human Rights: Case Studies in the U.S

Recent concern in the United States about human trafficking has been directed primarily on the foreign victims that are brought into the United States rather than on U.S. citizenship who become involved. However, the topic has broadened and has significant impact on the daily lives of U.S citizens. Taking a human rights perspective, this dissertation explores how human trafficking has been used as a “brand” to achieve political and/or economic objectives. Human trafficking has taken away the human rights for individuals and threatens their security. This dissertation is grounded in Critical Theory and uses narrative analysis as a methodological framework. Using 99 public documents from Global Report on Trafficking in Persons by the United Nations Office on Drugs and Crime, International Labor Organization, and Office for Victims of Crime and other Departments of the U.S working on human trafficking issues, with the support of Nvivo software, the dissertation insists that human trafficking violates human rights, has no capacity to support human emancipation, and causes human beings to be treated as animals or objects or commodified a brand. Even though a brand is a mark and logo in economic development and refers to objects, not human beings. Human development is the objective that everyone wants to achieve. Investigating channels of cash circulation adopted by unbanked (African) migrants in Pretoria Central Business District (CBD)

Faculty of Humanities, University of Witwatersrand 2016 / This study explored cash circulation channels adopted by unbanked migrants in Pretoria Central Business District (CBD), South Africa. To understand the complex nature of cash circulation and the subjective practices of migrants, in-depth interviews were conducted with sixteen migrants selected through snowballing sampling. Collected primary data were analysed thematically, from particular to general themes depending on the responses provided by the informants. The study adopted the Sustainable Livelihoods Framework (SLF) as an analytical tool to show how in the face of structural and institutional barriers, unbanked migrants have the capability to adopt digital solutions and socially embedded channels which are more flexible and sustainable in their livelihoods. These include informal channels such as hawala, malaichas and digital solutions like Kawena and Mukuru. By using this framework, the report reveals what unbanked migrants are doing on the ground, what shapes adopted cash circulation processes and the resultant livelihood outcomes. The study aimed at contributing to previous research on money transfer mechanisms adopted by unbanked African migrants. The conclusion reached is that, by adopting various socially embedded cash circulation channels, unbanked migrants circumvent structural constraints and, by so doing, financially include more people who were previously excluded. Although the study was limited to a small sample, it raises strong implications for policy makers to look at the inherent strength of migrants as development actors. Findings from this exploratory study are critical in that they open new niches for research on migrants and financial exclusion in Africa and beyond. / GR2017

Accent discrimination in the workplace

Purpose: The purpose of the present study was to determine if accent related discrimination exists in the work place for persons who speak with an Indian, Pakistani, or Bangladeshi accent. An additional purpose was to explore the participants’ knowledge and willingness to enroll in accent modification therapy and their general feelings regarding this type of therapy. Method: A 57 item survey that was developed to address our research questions was distributed through Survey Monkey to various listservs, organizations and personal contacts. These methods yielded a total of 279 participants, with 110 participants included in the present study. Results: Majority of participants reported that they do not think their accent is difficult to understand and also felt that their accent was accepted. No significant trends were found between length of time living and working in the United States and accent discrimination. However, per participant report, discrimination appears to be more prevalent in the initial part of the employment process (applying for a position and during the beginning portion of their employment). Most participants had never heard of and/or previously enrolled in accent modification therapy. In addition, approximately half said that they would not voluntarily enroll in accent modification therapy, but the remaining participants either responded that they would consider enrolling or they would definitely enroll. Further, half the participants reported that they would not have negative feelings if it was recommended by their employer that they enroll in therapy. Conclusions: This preliminary data suggests that accent discrimination towards individuals who speak with an Indian, Pakistani, or Bangladeshi accent does exist in the workplace. Results also indicate a disconnect between existence of discrimination and awareness of discrimination, either due to the survey limitations or an emerging awareness on the part of the participants. Additionally, few participants reported knowledge of accent modification therapy. Negative feelings towards enrolling in accent modification therapy were within in minority. This data, in addition to reasons to enroll in therapy provided by participants, will aid speech-language pathologists in creating appropriate therapy programs for this unique population. / text

Circumventing the state : illegal labour migration from Ukraine as a strategy within the informal economy

This thesis examines labour migration as an outcome of the interaction between the state and the informal economy, by considering the trends of contemporary labour migration from Ukraine to Southern Europe. It contends that in both the sending and receiving countries, migration policies either disregard or severely limit labour migration, while their informal economies facilitate the development of migration. This basic contradiction sustains migration flows over time. The main argument of the thesis is that migration develops within the system of interacting informal economies. I demonstrate the embeddedness of migration in the informal economy by using the case of Ukrainian migration to Italy. / The role of the informal economy in the development of migration is examined across several dimensions. First, I argue that the recent labour migration from Ukraine emerged as a strategy of the informal economy, continuing the previous strategies of cross-border trading and short-term migration to Central Europe. These economic practices were the innovative responses of the population to the decline of the state economy and to the absence of economic reforms. Migration developed in the space between the state and the market economy. / Second, the flows of labour migration were 'invisible' to states, and developed outside state control and regulation. This thesis demonstrates that the migration policies of the Ukrainian state disregarded the process of out-migration of Ukrainian citizens. Similarly, Italian immigration policies did not recognise the existing flows of labour migration. The informal economy of the receiving state resolved the contradiction between the economic demand for migrant workers and restrictive migration policies and enabled access to the receiving economy. / However, access to the receiving labour market through the informal economy contributed to the disadvantaged incorporation of migrants and prevented their integration into the receiving society. The analysis of economic incorporation demonstrates that the informal economy channelled Ukrainian migrants to the secondary labour market with low earnings, a lack of benefits, and no possibility of professional advancement. The mode of access to the receiving economy and the resulting illegality heavily influenced the position of Ukrainian migrants in the labour market. / Finally, the analysis of Ukrainian labour migration to Italy demonstrates that alternative migration-facilitating institutions were developed in the absence of the state recognition of labour migration. These institutions paralleled the institutions of the official labour markets and allowed migrants to implement income-generating projects. In addition, migration was facilitated by the supporting institutions of the receiving society, which counteracted the restrictive immigration laws and political controls on migration. The migration-supporting institutions were predicated on the strategies of circumventing state control which developed from participation in the informal economy of the sending country. Labour migration from the former Soviet Union would not be possible without these informal practices and the culture of avoiding state control in economic activities. / The proposed analysis answers the challenge posed by the recent Ukrainian labour migration to conventional theories on migration, whose approaches usually omit references to the meso-level of migration processes, and consider either the structural-economic or the micro- determinants of migration. This thesis presents the informal economy both as a structural factor which enables migration and as a characteristic of the migrant agency that facilitates it. / By doing that, the thesis also complements the literature on migration to Southern Europe and argues that migrations are not simply encouraged by the informal economies of the receiving countries, but they emerge from, and are facilitated by, the informal economies of the sending countries. To perpetuate migration migrants creatively use the resources of the informal economy in conjunction with strategies of circumventing the state. This argument holds for a number of ex-Soviet countries, which suffered severe economic crises during the disintegration of the state-controlled socialist economies, and consequently produced significant labour migrations to Western Europe.
