La consommation d’espace engendrée par l’étalement urbain doit être limitée dans le cadre d’un développement urbain durable. Cet étalement urbain est entretenu, pour partie, par la dépendance automobile. Il convient donc de s’interroger sur les possibilités de reconfigurer les réseaux et l’espace pour développer un renouveau urbain. La densification et l’urbanisme orienté vers le rail, et plus largement les transports collectifs, apparaissent comme des solutions pertinentes pour répondre à ces enjeux. , notamment en utilisant le potentiel représenté par les friches ferroviaires. Cet objectif demande une coordination des transports et de l’usage du sol, qui doit s’appuyer sur une observation croisée foncier/transports. C’est dans cette optique qu’ont été développés des outils d’aide à la décision pour les acteurs de l’aménagement, en vue de favoriser le développement d’un urbanisme orienté vers le rail, notamment dans le cadre du projet franco-allemand BahnVille 2. / A sustainable development demands a reduction of the consumption of space created by urban sprawl, depending of the automobile dependency. This work discusses possibilities for reconfiguration of networks and space in order to develop an urban renewal. Densification and transit oriented development (TOD) seem to be efficient in order to fulfil these issues, using the potential of disused railway areas. TOD and densification demand cooperation and observation of land management and transports. Decision making tools have been created in order to promote the development of a rail-oriented urbanism within the French-German project BahnVille 2.

Destarte, a pesquisa retoma o processo de industrialização, desde o início do século XX, acompanhando os diferentes períodos da indústria e suas resultantes espaciais, evidenciando com isso a importância desta atividade na produção do espaço urbano de Pelotas.Nesta mesma perspectiva, atenta-se para a análise dos novos conteúdos produzidos pela desindustrialização, a partir de 1980, entendendo o surgimento das Friches como expressão das alterações na economia urbana resultantes desse processo, analisadas através do estudo sobre um fragmento do espaço amplamente produzido e transformado nesse contexto: a zona portuária de Pelotas. / The present research aims to analyze the process of training Friches Industrielles in Pelotas, Rio Grande do Sul, taking as reference the analysis of the processes of industrialization and deindustrialization in the city. Thus, the research incorporates the process of industrialization since the early twentieth century, following the different periods of the industry and its resulting space, thereby demonstrating the importance of this activity in the production of urban space Pelotas.Nesta same perspective, attentive to for the analysis of new content produced by de-industrialization, since 1980, understanding the emergence of Friches to reflect the changes in the urban economy resulting from this process, analyzed through the study of a fragment of space widely produced and processed in this context: the waterfront Pelotas.

Dans un contexte de réforme générale des politiques publiques et d’adaptation de l’outil de Défense aux nouvelles contraintes géostratégiques, Les friches militaires sont de plus en plus nombreuses.Alors que la ville, autrefois gourmande d’espace foncier sur ses franges, s’efforce aujourd’hui de rationnaliser la trame urbaine dans une logique de développement durable, elle s’intéresse davantage à ses espaces délaissés et tente de mettre en place une logique de reconversion qui puisse s’appliquer toutes ces friches, quelle que soit la nature de leurs activités initiales. Parmi ces sites en attente de reconversion, les fiches militaires urbaines pourraient offrir de réelles opportunités dans le cadre de r requalification et ainsi participer au renouvellement urbain.L’objectif de ce travail est double : il s’agit d’envisager dans quelle mesure la friche militaire urbaine peut être banalisée dès lors que son activité initiale a cessé. Ensuite, à la lecture des résultats de la reconversion dans le cadre d’un quatrième temps de la friche, il s’agit déterminer si la requalification d’une friche militaire urbaine peut avoir un effet levier pour une ville ou une région.Cinq terrains d’étude sont analysés afin de répondre à ces questions / In a context of general reform of public policies and of adaptation of the tool of Defence to new geostrategical pressures, Military brownfields are growing.In the past, the city used easily the land space on its fringes. While it is today trying to rationalize the urban network in the frame of sustainable development, it is more interested in its derelict lands and it tries to set up a logic of urban regeneration which could be applied to all these wastelands, whatever is the nature of their initial activities. Among these waiting of renewal sites, the urban military wastelands could give real opportunities as part of regeneration and so participate to the urban renewal.The objective of this thesis is twofold: It is to consider how the military urban brownfields can be unmarked since their initial activity has ceased. Then, by reading the results of the regeneration with the fourth time of wastelands, it is about to determine if the regeneration of an urban military brownfields can have a leverage effect for a city or region.Five study sites are analyzed to answer these questions

Le projet « Espace Penfeld » s’inscrit dans une politique d’aménagement global de l’agglomération brestoise. Dans le cadre de cette mission, du fait des restructurations et de la privatisation de l’actuelle entreprise DCNS et de la rétrocession progressive de certains espaces militaires à la collectivité brestoise, trois sites opérationnels ont été identifiés, dont le plateau des Capucins. L’aménagement de ce lieu symbolique en coeur de ville offre l’occasion de valoriser les fonctions métropolitaines de Brest autour de l’économie, de la culture, de la recherche et de l’habitat. Ma thèse en ethnologie s’inscrit dans l’analyse du processus de patrimonialisation de ce site militaro-industriel, le passage d’une sphère industrielle à une sphère culturelle. Aujourd’hui, ma thèse permet de rendre compte de la construction de la « culture arsenal » aux Capucins sous ses dimensions culturelles, sociales, et techniques, avec comme grille de lecture, des concepts clés de l’ethnologie : les rituels et les rites de passage. L’étude a également permis plusieurs approfondissements à savoir : - Le paysage industriel de l’arsenal de Brest et ses mutations. - La construction des ateliers métallurgiques des Capucins. - L’évolution des conditions de travail et les évènements syndicaux. - La réalisation de données statistiques dans le but d’établir les origines sociales, et géographiques des apprentis de l’arsenal de Brest. - L’influence de l’arsenal sur le monde politique brestois. Ce projet permet ainsi dès à présent de valoriser et de conserver une partie des mémoires et de l’histoire du site industriel des Capucins et de l’arsenal de Brest. / The project “Espace Penfeld” follows on the global development politics of Brest urban area. Owing to the current company DCNS restructurings and privatization as well as the progressive retrocession of certain military spaces in the community from Brest, three operational sites were identified within the framework of this mission: the Capucins industrial site is one of them. The city planning of this symbolic place offers the opportunity to value the metropolitan functions of Brest around economy, culture, research and housing environment. My thesis in ethnology participates in the process analysis of the local heritage valuation of this military-industrial site, the transition from an industrial to a cultural sphere. Today, my thesis shows the building of the «Arsenal culture» onto the Capucins industrial site under its cultural, social, and technical dimensions, using key concepts of ethnology as a frame of reference the rituals and the rites of passage. The study also allowed several in-depth studies namely: - The industrial landscape of the arsenal of Brest and its mutations. - The metallurgical factory construction of the Capucins industrial site. - The evolution of the working conditions and the labor-union events. - Statistical data collection with the aim of establishing the social and geographical origins of the apprentices working in the arsenal of Brest. - The influence of the arsenal over Brest political world. From now on, this project makes possible the valuation and the preservation of a piece of memory and history of the Capucins industrial site and the arsenal of Brest.
