A critical analysis of decentralization in Zimbabwe: focus on the position and role of a Provincial Governor

<p>Provincial governors constituted an important part of the decentralization package unveiled in Zimbabwe in 1984 and 1985. The President appoints provincial governors among other duties, to coordinate development planning and implementation at the provincial level. This paper seeks to examine the appointment and role of a provincial governor and in that way establish the extent to which such appointment and role hinder or enhance representative and participatory democracy, accountability, devolution and empowerment, as ideals of decentralization. This contribution examines provincial governance in Zimbabwe as part of the local government system.</p>

GOVERNOR ELECTRONICS FOR DIESEL ENGINES : High availability platform for real-time control and advanced fuel efficiency algorithms

Fossil fuel is a rare commodity and the combustion of this fuel results in negative environmental effects. This paper evaluates and validates the electronics needed to run intelligent algorithms to lower the fuel consumption for commercial vessels. This is done by integrating advanced fuel saving functions into an electronic device that controls the fuel injection of large diesel engines, as known as a diesel engine governor. The control system is classified as a safety critical system. This means that the electronics needs to be designed for fail safe operation. To allow for future research and development, the platform needs flexibility in respect to hardware reconfiguration and software changes, i.e. this is the basis for a system that allows for hardware-software co-design. For efficient installation and easy commissioning, the system shall allow for auto-calibration combined with programmable jumper selections to attain a cost effective solution. The computation of the fuel saving algorithm require accurate data to build a model of the vessels motions. This is achieved by integrating state of the art sensors and a multitude of communication interfaces. Among other things gyroscopes contra accelerometers where evaluated to find the best solution in respect to cost and performance. This design replace the current product DEGO III. The new product requires the same functionality and shall allow for more functions. Focus has been spent on communication, methods of accruing sensor data and more computation speed. In creating a new generation of a product there are tasks like selecting components, questions pertaining to layout of the printed circuit board and an evaluation of supply chains. The manufacturing aspects are considered to rationalize production and testing. / Fossila bränslen är en dyrbar råvara och förbränningen av detta bränsle leder till negativa miljöeffekter. Detta papper utvärderar och verifierar elektroniken som behövs för att beräkna intelligenta algoritmer som minskar bränsle konsumtionen för kommersiella fartyg. Detta görs genom att sammanfoga avancerade funktioner i en och samma elektroniska enhet som kontrollerar bränsle insprutningen på stora diesel motorer, denna elektronik är känd som en varvtals regulator. Kontroll systemet är klassificerat som ett säkerhetskritiskt system. Detta betyder att elektroniken måste utformas för att vara felsäker. För att tillåta framtida forskning och utveckling behöver plattformen vara flexibel. Den ska tillåta konfiguration av hårdvara och mjukvara ändringar. Samverkan mellan hårdvara och mjukvara. För effektiv installation samt drifttagning, måste systemet vara automat-kalibrerande och utrustat med programmerbara byglingar som möjliggör en kostnadseffektiv lösning. Beräkningen av bränsle optimeringen behöver en detaljerad modell av fartygets rörelse. Detta möjliggörs genom att integrera moderna sensorer och en mängd olika kommunikationsmedier. Bland annat så utvärderades gyroskop kontra accelerometrar för att hitta den bästa lösningen i förhållande till kostnad och kvalitet. Denna design ersätter den nuvarande produkten DEGO III. Den nya produkten behöver samma funktionalitet samt en mängd nya funktioner. Fokus har varit kommunikation, metoder för att samla sensordata och ökad beräknings kraft. När en ny generation av en produkt ska utvecklas finns uppgifter så som att välja komponenter, frågor gällande mönsterkorts layout och en utvärdering av leverantörs källor. Tillverkningen av prototypen inkluderar utvärdering av produktions metoder för att effektivisera tillverkning och verifiering.

A Study on the Legal System of Administrative Division in Local Districts¡ÐThe Case of Kaohsiung City

Abstract Administrative division contains a string of complex questions. It does not only contain the simple concept of the division of regions, but the formation of the ideology of residence towards regions and the fairness of national resource distributions. However, followed by administrative division, the original administrative district still may not develop well as expected due to the change of time and space. By the analysis of the 5 major frameworks of administrative law, I found out that since the merger of Kaohsiung city and county in 2010, the transition of the environment has diluted and allocated the resources inappropriately. It leads to an unbalanced regional development because the people can not be satisfied with inadequate resources. However, the problem is that the current administrative division can not tackle the problems. It¡¦s a great loss that a reasonable and appropriate plan has not even been conducted for the administrative division of Kaohsiung. Moreover, the scale that administrative division covers in local districts is so comprehensive that it de facto influences the right and obligations of people. Therefore, the legal system of administrative division should be improved and adjusted. By this study I found out that Kaohsiung City should consider the overall development and related factors to assess the whole situation with a profounder perspective. By the expansion that brought by the merger of administrative districts, the resources will be more adequate so as to meet the need of people. With the local features of each administrative district, transport communication can be extended, as well as the space greening and beautification. As a goal-oriented activist, the district governors should dedicated to increasing the service quality and efficiency of district offices for people. Followed by the balanced development, local features and the enhancement of overall development, Kaohsiung City can become the leading city in Taiwan with easy access to administration, balanced resources and limitless development.

The Effects Of Hydro Power Plants

This thesis proposes a method and develops a mathematical model for determining the effects of hydro power plants&rsquo / governor settings on the Turkish power system frequency. The Turkish power system suffers from frequency oscillations with 20 &ndash / 30 seconds period. Besides various negative effects on power plants and customers, these frequency oscillations are one of the most important obstacles before the interconnection of the Turkish power system with the UCTE (Union for the Coordination of Transmission of Electricity) network. Taking observations of the system operators and statistical studies as an initial point, the effects of hydro power plants&rsquo / governor settings on the Turkish power system frequency are investigated. In order to perform system wide simulations, initially mathematical models for two major hydro power plants and their stability margins are determined. Utilizing this information a representative power system model is developed. After validation studies, the effects of hydro power plants&rsquo / governor settings on the Turkish power system frequency are investigated. Further computer simulations are performed to determine possible effects of changing settings and structure of HPP governors to system frequency stability. Finally, further factors that may have negative effects on frequency oscillations are discussed. The results of study are presented throughout the thesis and summarized in the &ldquo / Conclusion and Future Work&rdquo / chapter.

REDUCED FREQUENCY MOTOR STARTING FOR THIRD WORLD POWER SYSTEMS

People in modern industrialized societies live a blessed life relative to those who do not when it comes to some modern conveniences. While many think nothing of flipping on a light switch or running electric appliances, there are people in third world countries could not imagine such things. As service projects are being undertaken to bring such conveniences to those less fortunate, there often is the harsh reality of a strict budget. An item that commands a large portion of said budget is often the diesel generator used to provide the facility with electricity. Generators serving motor loads are typically oversized due to a large kVA starting requirement. This paper addresses an approach to this problem by temporarily restricting the generator fuel supply by pulling back the rack of the mechanical governor reducing the frequency and voltage output as a motor load is switched onto the system. By reducing the voltage and frequency output of the generator, the motor is switched on at a time when its typically poor power factor and resulting kVA requirement is mitigated by the lower voltage and frequency allowing for a smaller generator to be used.

In this master’s thesis we study how Model Predictive Control (MPC) can be fitted into an existing control system to handle state constraints. We suggest the use of reference governing based on the predictive control methodology. The platform for the survey is Saabs unmanned helicopter Skeldar. We develop and investigate different Reference Governor(RG) formulations that can be used together with the already existing stabilizing control system. These different setups show various features regarding model predictive control. One setup is complemented with a pre-filter to prevent aggressive actuator control in response to set-point changes, while the other is developed to handle this in the MPC framework. We also show that one of these RGs can be extended to guarantee stability and convergence. Implementation and real time requirements are also considered in this thesis. For this two different QP-solvers have been used for online solving of the optimization problem that arises from the MPC formulations. For evaluation and analysis the solutions are implemented in an advanced simulation environment developed at Saab and in a hardware-in-the-loop avionics test rig for the Skeldar system.
