A House Divided: The Evolution of the Louisiana Superdome from a Divisive Concept into a Symbol of New Orleans and the Surrounding Areas

The following thesis examines the development of the Louisiana Superdome from a concept that created division amongst the people of Louisiana, including those in the New Orleans metropolitan area, to a facility that would serve as, "a symbol of our recovery". This thesis begins with the fanfare and euphoria from the reopening of the Superdome in September 2006 following millions of dollars worth of damage from Hurricane Katrina and from those using it as a "shelter of last resort". It then introduces some of the major players in the Superdome's development from a divisive concept into a symbol of the community. This thesis examines the factors in the evolution of the meaning of the Superdome for those in the surrounding communities. The factors include political ideology, economic conditions, race relations, and entertainment.

THE STATE HOUSE AND THE WHITE HOUSE: GUBERNATORIAL RHETORIC DURING THE OBAMA ADMINISTRATION

What is the importance of political speechmaking? Do state governors discuss presidential priorities? This study addresses these questions by analyzing the contents of annual State of the State addresses given by governors from 2012 to 2014 during the presidency of Barack Obama. A descriptive paper provides evidence that governors primarily discuss employment and economic issues in their addresses, are discussing greater number of policy issues than in previous decades, and are delivering their address before the presidential State of the Union message. Examining health care and immigration policy in separate empirical papers, I theorize that contextual factors, including legislative partisanship, public approval, and presidential influence may affect the extent to which policies supported by the Obama administration are rhetorically referenced by governors. Empirical analyses found limited support for the influence of divided government, but demonstrated significant evidence for the importance of including state-centric factors, including annual employment rate and proximity to Mexico, as well as temporal effects, into future analyses of gubernatorial rhetoric.

A wind turbine needs to be controlled to ensure its safe and optimal operation, especially during high wind speeds. The most common control objectives are to limit the power and rotational speed of the wind turbine by using pitch control. Aero Energy is a company based in Potchefstroom, South Africa, that has been developing and manufacturing wind turbine blades since 2000. Their most popular product is the AE1kW blades. The blades have a tendency to over-speed in high wind speeds and the cut-in wind speed must be improved. The objective of this study was to develop an active pitch control system for wind turbines. A prototype active pitch control system had to be developed for the AE1kW blades. The objectives of the control system are to protect the wind turbine from over-speeding and to improve start-up performance. An accurate model was firstly developed to predict a wind turbine’s performance with active pitch control. The active pitch control was implemented by means of a two-stage centrifugal governor. The governor uses negative or stalling pitch control. The first linear stage uses a soft spring to provide improved start-up performance. The second non-linear stage uses a hard spring to provide over-speed protection. The governor was manufactured and then tested with the AE1kW blades. The governor achieved both the control objectives of over-speed protection and improved start-up performance. The models were validated by the results. It was established that the two-stage centrifugal governor concept can be implemented on any wind turbine, provided the blades and tower are strong enough to handle the thrust forces associated with negative pitch control. It was recommended that an active pitch control system be developed that uses positive pitching for the over-speed protection, which will eliminate the large thrust forces. This qualitative study explores the motivations and experiences of individuals elected to serve on the Governing Council of the University of Toronto. Elected governors include alumni, students, staff and faculty. Six semi-structured interviews were conducted with 2 alumni governors, 2 student governors, and 2 staff/faculty governors. Interview questions helped to examine personal motivations behind serving in university governance, activities and duties of governors, self-perceptions of effectiveness and improvements to the experience of elected members. The responses were used to create interview summaries and discover common themes in the experiences of elected governors. Four theme areas emerged. They are (1) initial motivations, (2) learning and informal communication, (3) personal benefits, pride and positive experience, and (4) approach to governance. This study includes a discussion of the unique position of alumni governors and suggests improvements to the governor experience as recommended by the research participants.

This thesis focuses on the genesis and development of direct taxation in early New Zealand. During the study period (1843-45), both taxpayers and tax were new to the colonial settlement and this study traces the early history of the two trying to accommodate each other. Between 1843 and 1845, subject to the politics of tax, the fiscal future of the colony was decided. The thesis begins by contextualising the study. It critically examines the revenue and expenditure record of the Crown Colony period and then details the antecedents of New Zealand fiscal policy in general and specifically tax policy (our shared English heritage). Thereafter, four interesting events in New Zealand tax law are discussed: (1) Schedule E of the British Land and Income Tax Act, 1842 (arrived in New Zealand 1843); (2) The Property Rate Ordinance, 1844; (3) the proposed Amendment to the Property Rate Ordinance, 1844; and, (4) the proposed Dealers’ Licensing Ordinance in 1845. After analysing the period’s individual direct tax laws, the thesis elaborates on the political process which determined the development of this body of tax laws. Thereafter, the thesis develops a conceptual model to explain the tax reform process of the study period. The thesis finds that tax policy during the study period was driven by four key influences: crisis (internal/external and economic); political considerations; the application of sound nineteenth-century economic policy; and importantly, the precedent of another nation’s experience with tax policy development. To have knowledge of such events in economic history (the past record of tax law), how and why they occurred, matters. Just as a nation’s financial accounts are built on the foundations of the previous fiscal year, future taxation policy will be based on current taxation policy; tax laws which were developed from past (historic) tax practices. Therefore, knowledge of how New Zealand formulated tax policy in the past and why it did so, is of interest to fiscal policy makers today. Future tax policy is simply a derivation of past tax laws; the development of New Zealand’s taxation policy began in New South Wales in 1839, and thereafter began, what this thesis suggests, was a predictable, evolutionary process.

“A very unfortunate circumstance”: the colonial evolution of defining British sovereignty emanating from murdercases in New South Wales, 1790 –1836

Governor Arthur Phillip did not magically extend British sovereignty over the continent of Australia when he read his orders to the assembled convicts and members of the military in January 1788. To the international community, this act of declaratory sovereignty claimed Australia for Britain. Gaining practical legal authority over the indigenous population, however, took years and a number of court cases to obtain. The British established their sovereignty over the Australian Aborigines by integrating them into the British legal system. This legal incorporation eventuated in stages. Three important stages were: first in 1790, when the British attempted to punish Aborigines for the murder of white men, secondly in 1827, when the British tried to punish white settlers for the deaths of indigenes, and lastly in 1836 when the British decided to punish indigenes for murders committed amongst themselves. Previous colonial experience influenced British officials’ dealing with the indigenous population of Australia. Many of the colonisers who settled in Australia, Britain’s penultimate colony, had lived in other parts of the British Empire. This prior colonial experience shaped the views and outlooks of legal policy towards the Aborigines.
