The Reforms of Beauford Halbert Jester's Administration, 1947-1949

Lowe, Billie Lynne 05 1900 (has links)
Beauford Halbert Jester, thirty-sixth governor of Texas, had served nearly six months of his second term when he died on July 11, 1949. He tends to be remembered as the only Texas governor to die in office, but his accomplishments deserve greater recognition. Elected as the Establishment candidate in a bitter campaign against a liberal opponent, Jester had a surprisingly progressive administration. During his tenure the state generally expanded its services, began a prison reform program, reorganized the public school system, began an ambitious farm-to-market road program, attempted a new approach to juvenile delinquency, expanded educational opportunities for blacks, created a legislative redistricting board, and established a building fund for state-supported colleges and universities.

How Governor Thomas Ford's Background, Choices, and Actions Influenced the Martyrdom of Joseph Smith in Carthage Jail

Black, Stuart Rulan 02 April 2020 (has links)
Thomas Ford was the governor of Illinois at the time of Joseph and Hyrum Smiths’ martyrdoms in Carthage Jail in 1844. Before his tenure as governor, Ford’s professional life included service as an attorney and judge throughout Illinois. His background in the legal field gave him a unique perspective which may have influenced his career as governor of Illinois from 1842-1846. Although Governor Ford is relatively well-known for his association with The Church of Jesus Christ of Latter-day Saints and its history, his background and the bearing it had on the martyrdom of the Smiths has received relatively little attention from scholars. In this thesis I contend that Governor Ford’s choices in Carthage, Illinois can be traced in some ways to his legal background. I also examine his earliest interactions with Joseph Smith in 1842-1843, and how those interactions may have also been influenced by Ford’s legalistic viewpoints. I suggest it is possible Ford’s legal background more than his political experience may have had the most bearing on those interactions. Chapter one summarizes some of the financial, political, and mobocratic difficulties citizens in Illinois dealt with in the late 1830s and early 1840s. This context shows that even before Ford’s election in 1842, Illinois had severe challenges that affected the Saints and their neighbors. Chapter two explores some of the legal cases Ford heard while serving on the Illinois bench and bar. This chapter investigates the unique balance Ford attempted to maintain between law and justice, while also suggesting Ford may have occasionally strayed from consistently following the law. In chapter three, Ford’s transition into a political figure in Illinois history, as well as his extensive interactions with Smith are analyzed. Throughout these interactions, Ford seemed to frequently rely on his background in law to help him make decisions about Smith. This analysis is continued in chapter four when Ford chose to intervene in Hancock County after the Nauvoo Expositor printing press was destroyed. This chapter systematically relates Ford’s previous legal cases to the specific choices he made in Carthage. As a conclusion, chapter five serves to summarize these findings, and also opens further opportunities for research that demonstrate how Ford’s interactions with the Saints in Illinois may have continued to be affected by his past. This thesis provides research suggesting Ford’s choices surrounding the Smiths in Hancock County can be traced to his past and should not necessarily be considered isolated events in 1844. Furthermore, it adds to our understanding of church history by giving another paradigm in which to examine the martyrdom of Joseph Smith in Carthage Jail.

Mézin-Bourgninaud, Véronique 04 June 2016 (has links)
The executive staff of colonial governors under royal period comprises governors-general and individuals who rule the French colonies from 1763 to 1792 by appointment of the crown. The governor is a man of war, appointed by the King on the advice of the Navy Minister. It is for him to defend an Empire, to control local customs and to enforce royal laws. The importance of the position and the range of power that comes with it depend on local circumstances, not to mention the personality and the scale of the holder, his social ranking, and the combining of functions he can benefit from. If being the ruler of the colony, being part of the administrative elite and representing the King suggest both a prestigious and exotic job, reality is less rosy. The governor's authority has to face numerous obstacles, which results in the weakening of the effective ruling of the country. The governor tries to assert power over other distinctive markers, however the office remains unenviable, as it implies squalor and constant travel and is plagued by distrust of local elites or other metropolitan administrators. The financial perks and the promise of a more prestigious position after serving as Colonial governor are increasingly unrealistic as the French Revolution approaches. The office of Colonial governor, one of several steps in a colonial career, is actually isolated from the power and influence which rule the court, atypical in its appointment and provides very few career opportunities.

Governor Ralph Carr : An Archival Research Handbook to a Colorado Governor's Collection / Guvernörens papper – Ralph Carr. En arkivvägledning för ett guvernörsarkiv i Colorado

Elenton, Ivona January 2010 (has links)

The governor collections at the Colorado State Archives are a rich source for research and information about social science and the history of the state, but they are not always easy to research due to their differences in taxonomy through different eras. In my work with creating an archival research handbook for a governor collection I chose governor Ralph Carr to both illustrate the challenges as well as the thrills with historical research in a collection from the office of the governor.

Ralph Carr's collection takes patience to research. Some series will have inconsistent taxonomy and other series lack sub-series, and if a researcher is not familiar with the terminology of state affairs, many documents can pose a challenge. It is my hope that this handbook will be of use for both amateur researchers as well as provide a few short-cuts for more seasoned scholars. Governor Carr's collection covers some of the most dramatic years in Colorado history, the first part of WWII, and it is frequently requested for research, but many researchers get stuck between the vast amount of documents only sorted by dates, for instance in the series marked "Council of Defense", which contains many interesting documents about the Japanese-Americans who were to be deported to the Granada Relocation camp, or Camp Amache, as it was popularly called. It is my hope that the guide will not only provide such researchers some relief, but also to get the reader a sense for Colorado History, The Colorado State Archives and for the Governor collections in general.

Participation Of Combined Cycle Power Plants To Power System Frequency Control: Modeling And Application

Yilmaz, Oguz 01 April 2006 (has links) (PDF)
This thesis proposes a method and develops a model for the participation of a combined cycle power plant to power system frequency control. Through the period of integration to the UCTE system, (Union for Coordination of Transmission of Electricity in Europe) frequency behavior of Turkey&rsquo / s grid and studies related to its improvement had been a great concern, so is the reason that main subject of my thesis became as &ldquo / Power System Frequency Control&rdquo / . Apart from system-wide global control action (secondary control) / load control loops at power plants, reserve power and its provision even at the minimum capacity generation stage, (primary control) are the fundamental concerns of this subject. The adjustment of proper amount of reserve at the power plants, and correct system response to any kind of disturbance, in the overall, are measured by the quality of the frequency behaviour of the system. A simulator that will simulate a dynamic gas turbine and its control system model, together with a combined cycle power plant load controller is the outcome of this thesis.

A hierarchical organization and period-adding bifurcation cascades of the periodic structures are observed, and these self-organized cascades accumulate on a periodic boundary. We also show that the periods of the structures organize themselves obeying the solutions of a diophantine equation.

Karnikowski, Douglas de Castro 21 March 2016 (has links)
Fundação de Amparo a Pesquisa no Estado do Rio Grande do Sul / Islanding occurs when a part of the electrical system is supplied solely by a unit or group of distributed generators isolated from the main electrical network. When the center of Distributed Generation (DG) operates connected to the electrical system, the stability depends especially on the inertia of the large power generation plants. However, when DG operates in isolation, the stability depends on the response from controllers, the dynamics of the turbine and generator to maintain the system in normal operation. Due to the low inertia of the isolated system, the network is more susceptible to sags or swells and violations in the frequency levels. Thus, this work aims to analyze the stability of systems with DG operating in isolation, making sure that it can keep the stress levels and appropriate frequency. Dynamic simulation system are performed in Matlab Simulink® environment using the SimPowerSystems library, where the case study is carried out with a DG type Small Hydroelectric Plant (SHP), analyzing the stability of microgrid upon disconnection with the system main and stand-alone operation (load shedding, load connection, short circuit, among other contingencies). It is also observed the behavior of the microgrid in cases of restoration of power supply through the start of DG operating in isolation.
