Avaliação da educação superior de enfermagem na perspectiva da Comissão Assessora de Avaliação para a Enfermagem - INEP / Evaluation of the Higher Education on the Nursing Studies perspective of the Adviser Committee of Evaluation for Nursing Studies - INEP.

O presente estudo teve como objetivo analisar o processo de avaliação da educação superior da Enfermagem brasileira na perspectiva da Comissão Assessora de Avaliação para a Enfermagem - INEP. A partir da análise realizada com base nas entrevistas com os membros da referida comissão para a área de Enfermagem foi possível discutir questões referentes às políticas de avaliação da educação superior, levando-se em consideração a expansão e a diversificação desse nível de ensino, a instituição de procedimentos de avaliação estruturados em princípios de flexibilidade e de competitividade, bem como as políticas de saúde, definidas a partir das diretrizes do Sistema Único de Saúde (SUS) com ênfase na saúde pública. Evidencia-se que o Sistema Nacional de Avaliação da Educação Superior (SINAES), além de apresentar componentes de regulação, possibilita realizar uma avaliação qualitativa, de forma a superar o modelo anterior, determinado pelo Exame Nacional de Cursos (ENC), caracterizado pela tendência a estabelecer ranking para o setor. A utilização de instrumento único para a avaliação de cursos, embora evidencie a falta de especificidade para a formação de Enfermagem, assegura a avaliação qualitativa. O avaliador é destacado como elemento central do processo de avaliação de cursos, pela possibilidade de diálogo com as instituições, traduzida em uma modalidade de avaliação formativa. Embora a comissão não estabeleça relação entre avaliação e emprego, a oferta e a ampliação de cursos e vagas determina a necessidade de novos postos de trabalho. A expansão da educação superior apresenta maior crescimento no setor privado, ficando a oferta de vagas no setor público praticamente estagnada, caracterizando a transferência da responsabilidade social do Estado para a livre iniciativa. Apontam-se as Diretrizes Curriculares e as diretrizes do SUS como eixos norteadores para a avaliação da educação superior em Enfermagem, definidoras de um novo paradigma de formação em saúde. Ainda que a intenção da avaliação não seja a de focalizar as especificidades da saúde pública, isso torna-se inevitável, pois o SUS constitui-se neste bojo. Deve-se considerar, também, que o sistema possui componentes de caráter regulatório, que são utilizados para conter a abertura mercantilista de cursos e para zelar pela qualidade da formação. Quanto ao caráter formativo da avaliação, o desafio está em que ela exerça real contribuição na elaboração e desenvolvimento de projetos político-pedagógicos para formar o futuro trabalhador do SUS. / This essay has the objective of analyze the process of evaluation of the higher education on the Brazilian nursing studies under the perspective of the Adviser Committee of Evaluation for Nursing Studies - INEP. From the analysis fulfilled based on the interviews with the members of the so called committee for the nursing field it was possible to open debates on issues concerning to the policies of the higher education evaluation, taking into consideration the expansion and the diversification at this level of education, the settlement of the procedures for evaluation, established on principles of flexibility and competitiveness, as the health policies, determined from the conductresses of the Sistema Único de Saúde (SUS) with emphasis on the public health. It becomes clear that the Sistema Nacional de Avaliação da Educação Superior (SINAES), besides presenting elements of regulation, makes possible accomplish a qualitative evaluation, in order to overcome the former model, determined by Exame Nacional de Cursos (ENC), characterized by the trend of setting a ranking for the sector. The use of a single instrument for evaluation of the courses, although makes clear the lack of speciousness for the nursing graduation, assures the qualitative evaluation. The rater is highlighted as a central element of the evaluation process of courses, due to the possibility of dialog within the institutions, translated into a modality of formative evaluation. Moreover the committee does not establish relationship between the evaluation and employment, the offer and enlargement of courses and openings; it determines the need of new working positions. The expansion of bachelors degrees show a greater growth in the private sector, being the offer of openings in the public sector fairly stagnated, characterizing the transfer of the social responsibility from the government to the private enterprise. It is brought forward the Curriculum conductresses and the - SUS - conductresses as the guiding axles for the evaluation of the higher education on nursing studies, definer of a new paradigm of graduation in health. Even that the primary intention of the evaluation is not to focalize the specificities of the public health, this becomes undeniable, due - SUS - is based on this values. It is also proper to consider, that the system has elements of regulation character, which are not used to detain the creation of mercantilist courses and care for the graduation quality. Due to the formative character of the evaluation, the challenge is settled in the fact that it leads to real contributions on the elaboration and development of politic-pedagogical projects to form the - SUS - workers-to-be.

Usability evaluation of a web-based e-learning application: a study of two evaluation methods

Despite widespread use of web-based e-learning applications, insufficient attention is paid to their usability. There is a need to conduct evaluation using one or more of the various usability evaluation methods. Given that heuristic evaluation is known to be easy to use and cost effective, this study investigates the extent to which it can identify usability problems in a web-based e-learning application at a tertiary institution. In a comparative case study, heuristic evaluation by experts and survey evaluation among end users (learners) are conducted and the results of the two compared. Following literature studies in e-learning - particularly web-based learning - and usability, the researcher generates an extensive set of criteria/heuristics and uses it in the two evaluations. The object of evaluation is a website for a 3rd year Information Systems course. The findings indicate a high correspondence between the results of the two evaluations, demonstrating that heuristic evaluation is an appropriate, effective and sufficient usability evaluation method, as well as relatively easy to conduct. A descriptive inquiry into the educational focus of a nursing college

Text in English / The question the researcher set out to answer during this research study was: "What is the Educational Focus of a Nursing College, when viewed within Bevis and Watson's Humanistic·Educative-Caring Curriculum Paradigm versus a Stimulus-Response Curriculum Paradigm?" To answer this question, an exploratory, descriptive and contextual study was undertaken. The population consisted of tutors employed at a College of Nursing. From this population a purposive sample was drawn. Data was collected by means of formal, semi-structured interviews and a questionnaire. Content analysis was used to analyse the data. It was found that during the first year of students' education and training, the Educational Focus of the College was on training but during the second year, the focus changed to the transitional phase. The transitional phase is situated between training and education. 有鑑於高等教育評鑑中的課程評鑑混入行政評鑑、教學評鑑或是研究評鑑中,忽視課程評鑑的實際。從學習者被提供的課程選擇機會、以及從系所有意規劃的學習內容來看,實際開課科目是課程整體中最具體、也最能被直接檢視的部分。故本研究試圖以大學院校系所開課科目為研究重點,建構其課程評鑑指標,希望未來能有助於各系所檢視其實際開課的情況,進而做為開課科目課程評鑑的參考。 因此,本研究透過研究者文獻探析、小型專家座談、問卷調查法,彙整課程領域專家學者的意見,再經由研究者調整修改指標後,建構出本研究的大學院校系所開課科目課程評鑑指標。 本研究所建構出的大學院校系所實際開課科目課程評鑑指標共計十七條,除了作為各系所檢視與評鑑實際開課的參考,也提供未來相關研究在指標建構與課程評鑑研究的建議。 / Higher education evaluation is emphasis on administration evaluation, instruction evaluation or research evaluation, but ignores the curriculum evaluation on course offerings. Besides, from the opportunities of choosing courses by learners and from the point of view of courses planning, course offerings are the most substantial and can be examination directly from curriculum. Therefore, my research is focused on the course offerings in universities and to construct a curriculum evaluation indicator to help universities examine the effectiveness of the curriculum offered, in addition, to provide a comparison on evaluating the course offerings. In order to complete this research, the following methods were used: research literature review, small expert panel, the questionnaire survey, and compiling opinions from scholars and experts in the field course. The researcher then adjusted the index by combining the data collected to construct the indicators for the higher education curriculum evaluation. From this research at universities and colleges concerning curriculum evaluation, a total of seventeen indicators of curriculum evaluation were developed. These seventeen indicators not only can help universities examine the effectiveness of the curriculum offered, but also can help future educators plan their curriculum in an effective manner.

Os objetivos definidos para este estudo foram: averiguar as condições da biblioteca perante o Instrumento de avaliação do MEC e seus critérios avaliativos para bibliotecas; a preparação dessa biblioteca para a visita in loco dos avaliadores; as condições do Projeto Político Pedagógico dos cursos que ela subsidia no que se refere às indicações da bibliografia das disciplinas. Nesse sentido, a pergunta que norteia esta dissertação é: como adequar a estrutura e o acervo da biblioteca ao instrumento avaliativo de cursos de graduação do MEC? Assumimos como hipótese que a biblioteca deve ter um tempo hábil para se adequar ao instrumento de avaliação, deve saber a data da visita in loco para conferência dos requisitos avaliativos do instrumento, deve revisar o quantitativo de indicações dos professores nas ementas das disciplinas e da construção das bibliografias das disciplinas devem estar de acordo com o acervo disponibilizado na biblioteca. Para tanto, utilizamos como metodologia para essa dissertação uma pesquisa de campo, através de um estudo de caso e como técnicas de pesquisa entrevistas semiestruturadas que foram realizadas com três coordenadores e uma vice-coordenadora dos cursos que a BU subsidia, a coordenadora e a gerente de atendimento do Centro de Difusão do Conhecimento que gerencia as bibliotecas da UFJF . Como referencial teórico, utilizaremos as análises de Lancaster (1996), Lubisco (2011), Oliveira (2004), Xavier Junior e Gomes (2004), Machado (2009), Almeida (2000), França e Portela (2016), Oliveira (2002), Brasil (2012), Dziekaniak (2006) e Maia e Santos (2015). Apresenta-se ao final desta dissertação um Plano de Ação Educacional (PAE) composto de recomendações e ações visando adequar a biblioteca universitária ao instrumento de avaliação de cursos de graduação do MEC, inspirado no trabalho realizado no SISBI/UFU. / The present dissertation is developed under the Professional Master in Management and Evaluation of Education (PPGP) of the Center for Public Policies and Education Evaluation of the Federal University of Juiz de Fora (CAEd/UFJF). The management case studied will discuss the preparation of the Central University Library (BU) of the Federal University of Juiz de Fora for the evaluation of undergraduate courses by the Ministry of Education (MEC). The objectives defined for this study were: to analyze the conditions of the library before the MEC Evaluation Instrument and its evaluation criteria for libraries; the preparation of this library for the on-site visit of the evaluators; the conditions of the Political Pedagogical Project of the courses that this library subsidizes with regard to the indications of the bibliography of the disciplines. In this sense, the question that guides this dissertation is: how to adapt the structure and the collection of the library to the evaluation instrument of undergraduate courses of MEC? We hypothesize that the library should: have a time to adjust to the evaluation instrument, know the date of the on-site visit to ascertain the evaluation requirements demanded, review the quantitative indicators of teachers in the subjects and their bibliographies‟ constructions to be properly in accordance with the collection available in the library. For that, we used as methodology for this dissertation a field research, supported by a case study and using the research techniques of semi-structured interviews that were carried out with three coordinators and a vice-coordinator of the courses that the BU subsidizes, the coordinator and the manager of the Knowledge Diffusion Center that manages the UFJF libraries. As a theoretical reference, we will use the analyzes of Lancaster (1996), Oliveira (2004), Xavier Junior and Gomes (2004), Machado (2009), Almeida (2000), France and Portela (2016), Oliveira 2002), Brazil (2012), Dziekaniak (2006) and Maia and Santos (2015). At the end of this dissertation is presented an Educational Action Plan (PAE), composed of recommendations and actions aimed at adapting the university library to the MEC undergraduate evaluation instrument, based on the work carried out at SISBI/UFU.

Buscou levantar junto aos coordenadores os elementos que contribuíram para a construção da excelência de seus programas. O desenvolvimento da pesquisa se deu por meio de entrevistas realizadas com os coordenadores dos programas pesquisados e pela análise das fichas de avaliação disponibilizadas pela CAPES de cada um deles. Como resultados observou que cada programa possui características e condições de produção distintas, mesmo sendo classificados com conceitos semelhantes.
