The theoretical part describes the various methods used, the legislative framework for the decision-making processes of the OPP (from the point of view of the currently effective legislation and the new Act on public procurement), and summarizes theoretical assumptions. In the analytical part, selected decisions of the OPP from the years 2005-2015 are analysed, using descriptive and interferential statistical methods. In terms of the subject matter, the OPP most often conducts proceedings in relation to complaints against alleged violation of the prohibition of discriminatory practices. Decisions of the OPP are challenged before administrative courts in only 4% of cases, in spite of the fact that contracting authorities are found guilty of committing an administrative offense in almost 80% of the cases. Commonly imposed penalties are fines. The trend of decisions on guilt, as well as the imposition of fines, is growing, however, the level of fines remains unchanged. A contracting authority which awards a public works contract is more likely to be found guilty than a contracting authority awarding other public contracts. It is also more...

Bursová, Veronika January 2012 (has links)
A B S T R A C T This thesis analyzes the impact of the economic crisis in 1929-1934 on the Jablonec glass making with main attention to the district Železný Brod. One of the main causes of decline of the Czechoslovak glass industry in the first half of the 30s of 20th century was formed by pro-export focus. The region of Železný Brod and Jablonec nad Nisou had represented sites with major export, production and refining of glass that were for this reason by the economic crisis strongly affected. Deteriorating economic conditions at the beginning of 30s have resulted in intensified state intervention in industry, including the glass manufacturing as one of the most affected industrial areas. Because mostly cartels had regulatory function in the industry, a number of agreements among the glass producers in Jablonec nad Nisou and Železný Brod area were concluded. This thesis considers with different types of production and refining of the glass in order to offer the complete overview over the glass production in districts Jalonec nad Nisou and Železný Brod. The second part puts also emphasis on the social status of domestic craftsmen considering their relations with employers, which determined in times of economic crisis the legislation enacted after establishment of the Czechoslovak Republic, in the 20s and...

Empirická verifikace krátkodobé agregátní nabídky podle Lucasova modelu a nové keynesovské ekonomie / Empirical verification of short-run aggregate supply based on Lucas model and new Keynesian theory

Marošová, Ivana January 2015 (has links)
The aim of the master thesis is to empirically analyze if there is a support for new classics or new Keynesians as a dominant theory of short-run aggregate supply curve. The analysis is based on dynamic panel data model for 38 countries and period between 1970 and 2014. Because the results show some evidence on negative significance of level of inflation in contrast with its variability, I conclude that there is support for the new Keynesian theory. I focus on examination of the panel data assumptions such as the stationarity of explanatory variables, existence of the individual or random effects, validity of homogeneity of slope coefficients and mainly the cross-sectional dependence of error terms. After testing for these assumptions, I choose the most suitable method of estimation for dynamic panel data models. I use these methods for analyzing both linear and non-linear specification of the given model. As a result, we can see that the selection of right estimation method plays a great role in final outcomes. I also check model robustness by including changes of real oil price as a proxy variable for the supply shock in the economy.

Strukturální fondy EU na příkladu OPRLZ a OPVK / EU Structural Funds on the examples of Operational Programme Development of Human Resources and Operational Programme Education for Competitiveness

Mačáková, Veronika January 2009 (has links)
This thesis explains the reasons of the establishment and development of the European Union's policy for economic and social cohesion, the topics it tries to solve, and instruments through which it provides the member states the financial help. Because, as it can be seen from the caption of this thesis, I describe two operational programmes -- Operational Programme Development of Human Resources and Operational Programme Education for Competitiveness, I concentrate on the European Social Fund, as it is the source of the financial help in the Czech Republic for these two operational programmes. That is why this thesis also pays attention to the application of the structural policy in the Czech Republic with the emphasis on the area of education. It introduces the crucial documents needed to be approved as long as we want to receive money from the EU and it deals with the two operational programmes and its coherence. In the last part of this thesis the weaknesses and strenghts of the implementation of those operational programmes are highlighted.
