Motion and Emotion, Urban Dwelling in New Orleans

This thesis brings forth the regional architecture of New Orleans, Louisiana, and applies it directly towards the reconstruction and reconstitution of the Lafitte Housing Project closed as a result of Hurricane Katrina in late August 2005. The half-mile long Lafitte Housing Project rests just outside the French Quarter in the Sixth Ward. This thesis proposes reopening the canal along Jefferson Davis Parkway and extending it into the French Quarter to the southern edge of Louis Armstrong Park. As many of the former apartments were damaged by flooding from Hurricane Katrina, some units will be demolished to make way for site changes. A problematic condition of the former public housing complex was the way that it stood within the site as a massive homogenous entity, far out of scale to the surrounding urban fabric. The solution to rebuilding the site is not to construct another massive housing community. Rather, this proposal would include restoring many of the existing units, providing a historic anchor to the new neighborhood, and allowing them to remain along with new construction. Earth removed from the canal will stay on the site and be used to construct a half-mile long mound, running most of the length of the projects. This mounded area will feature spaces for recreational activities, Marti Gras celebrations, relaxation, and it will allow bridged access to the second floors of the new buildings. More important than what the mound does, is what it is: a metaphor for rising up from the mud and water and towards an elevated way of living, for inhabitants of the new and old structures. The vehicle for the form and structure of the new dwelling units is the historic Foursquare house. A house that symbolizes aristocracy and well-being, these new units are a refinement of the two bedroom apartments in the existing public housing complex. Photorealistic visualisation of urban greening in a low-cost high- density housing settlement.

Apartheid housing policies of the pre-1994 South African government, and the low-cost highdensity housing programmes of the post-1994 government, has given rise to numerous urban environmental problems, some of which could be addressed in a cost-effective and sustainable manner through urban greening, while simultaneously promoting biodiversity. Public participation in the planning of urban greening has been identified as being of vital importance, without which urban greening projects run a high, and expensive, risk of failure. Previous studies indicate that the greening priorities of residents in low-cost high-density housing settlements may differ considerably from those of managers and experts tasked with the protection and extension of the natural environment resource base. A system of participatory decision support is therefore required to reconcile the greening requirements of the community, and the ecological benefits of biodiversity. If language, literacy, map literacy and numeracy difficulties are to be avoided, and a sense of place or belonging is to be invoked, such a participatory decision support system should, ideally, be visually based, and capable of generating realistic eye-level depictions of the urban landscape. New computer-based landscape visualisation applications, which can directly utilise GIS, CAD and DEM data to produce detailed photo-realistic viewsheds, were deemed better suited to the task of visualising urban greening than existing GIS based mapping systems, CAD and traditional landscape visualisation methods. This dissertation examines the process of constructing a 3D computer model of the Mount Royal low-cost high-density housing settlement, situated in the eThekwini Municipality, KwaZulu-Natal, South Africa. Visualisations including terrain, natural features, indigenous vegetation, houses and roads were produced and submitted, with a questionnaire, to experts from different disciplines, Mount Royal residents and neighbors. Results from the expert survey indicate moderate support for visualisation in professional decision-making. No Uruguai coexistem vários programas de moradia social com diferentes graus de participação dos usuários, nos quais a autogestão e a autoconstrução constituem um aporte importante para viabilizar esses programas e estendê-los a mais habitantes. A estratégia dos programas de moradia social individual é oferecer plantas padronizadas com escassa ou nula capacidade de crescimento. No caso do programa de Moradia Econômica das Prefeituras, esses protótipos estão pensados para terrenos de grandes dimensões e para um único modelo de implantação que é o da moradia isolada sem contato com outras construções. A partir dessa constatação e incluindo como base conceitual o trabalho acadêmico Casas- Conceito/Plataforma de Projetos, desenvolvido pela equipe da FARQ-UDELAR de Montevidéu, este trabalho discute essa ferramenta e seu modo de operar como possibilidade de melhoramento do programa departamental de moradia social, utilizando esse conceito como estratégia projetual de plataforma em contraposição à ideia de protótipo. Dessa maneira, a estratégia metodológica da pesquisa parte da ideia de plataforma como fundamento teórico, entendendo plataforma como sistema aberto ou sistema operacional e considerando a casa como um processo e não como um produto. A partir do conceito de casa ideal ou de casa mínima, a proposta se contrapõe à ideia de protótipo como solução repetível e econômica; um conceito fechado, que deixa pouco espaço para a personalização ou ampliação em função de eventual crescimento da família. Este trabalho faz uma reflexão sobre as práticas históricas de produção individual e coletiva de moradia de interesse social no Uruguai, principalmente a partir do ponto de vista do usuário como promotor (autogestor, autoconstrutor) da sua moradia. Discute também a teoria que dá origem à construção da ideia de plataforma como conceito. Para tanto avalia a produção da habitação na Europa entre os anos 1920 e 1970 e analisa a aplicação do conceito a edifícios universitários do Uruguai, além de outros exemplos atuais aplicados à moradia social na América Latina. Este trabalho também pretende analisar as lógicas e procedimentos do Programa de Moradia Econômica aplicado na cidade de Florida (33.640 habitantes), por meio da análise de casos concretos aplicados em dois períodos: um mais atual (2010-2013) e outro vivido há mais de 20 anos (1990-1993). Self-management and self-building contribute to the feasibility of these programs and favor the inclusion of a larger number of households. Individual social housing programs offer type plans that allow very little or no growth at all. Prototypes of the Affordable Housing programs implemented by municipal governments have been conceived for large plots and for a single emplacement model: isolated buildings without contact with other constructions. On these grounds -and based on Casas Concepto-Plataforma de Proyectos, an academic work developed by a team of the School of Architecture of Universidad de la República, Montevideo, Uruguay (FARQ-UDELAR)- this research introduces the concept of platform as a project strategy and a way of improving the municipal social housing program. The conceptual basis and starting point of this research is the platform as an open operating system in which the house is seen as a process rather than a product. This proposal opposes the prototype-based model as a single and repeatable basic house solution, which is a closed concept leaving few possibilities of customization or expansion as families grow. This work reviews the historical practices of individual and collective production of social housing in Uruguay, mainly from the standpoint of the user as the developer (self-manager, self-builder) of his own dwelling. It also deals with the theory at the origin of the idea of platform as a concept. To this end, housing production in Europe between 1920 and 1970 is evaluated and the application of the concept to Uruguayan University buildings and other examples of implementation in Latin American social housing are analyzed. The rationale and procedures of the Affordable Housing program implemented in the city of Florida (33.640 inhabitants) are examined through specific cases materialized in two different periods: 2010-2013 and 1990-1993. After this analysis, and as the major goal of the research, the implementation of the theory supported by Casas Concepto is evaluated, management and project guidelines are proposed, and a specific tool, the \"CC-PVEF Catalog\" (a set of programmed growth plans and projects), is developed as a contribution to the program. Finally, progressive housing projects (project + plan) in available plots in the city of Florida are worked out with the CC-PVEF Catalog, for different household scenarios.

Partindo do princípio que, dentre alguns fatores que imprimem condições de qualidade a uma habitação são: a flexibilidade e a ampliabilidade (capacidade evolutiva), independentemente do sistema construtivo utilizado, a condição para que isso ocorra depende inteiramente da forma gerada no projeto. Tendo em vista que a configuração geométrica dos espaços projetados possibilita conduzir, ou não a uma forma que potencialize a capacidade evolutiva, dinamismo e longevidade das habitações, o presente trabalho demonstra através da aplicação da metodologia da gramática da forma, a decomposição das plantas de arquitetura da amostra de projetos. A aplicação da metodologia possibilitou: identificar o vocabulário das formas emergentes do processo conceptivo; avaliou-se o tipo de flexibilidade proposta nos projetos como um quesito de qualidade projetual; e detectou-se o potencial evolutivo das habitações, estabelecendo assim, um paralelo entre as habitações pré-fabricadas e as convencionais. Como resultado das análises realizadas observou-se que em ambos os casos, tanto as habitações convencionais quanto as pré-fabricadas, atendem a critérios de qualidade de projeto, o que determina a conformidade ou não de condições de qualidade dos projetos, não está relacionado ao modelo construtivo adotado, a qualidade de projeto é determinada através da habilidade e visão do projetista em prever condições que possibilite e favoreça a aplicação de princípios de qualidade contudo, aspectos como: capacidade de expansão das habitações observada através do seu potencial evolutivo; possibilidades de ampliabilidade e flexibilidade contínua da moradia, foram identificados aferidos e em todos os projetos analisados na presente pesquisa. / This work applies the morphological analysis of a sample, composed by a selection of architectural projects of housing were created for horizontal condons in Cuiaba-MT. Assuming that, among some factors which impress quality conditions to a house, there are: flexibility and enlarging (development capacity), regardless the building system used, the condition for this to occur totally depends on the form generated in the project. Considering that the geometric configuration of the projected spaces enables conducing or not to a form which potentiates the evolutionary capacity, dynamism and longevity of the housing, this work intents, through the application of the shape grammar methodology, to perform the analysis of the architectural plans from the projects sample. With this, it’s possible: identify the vocabulary of emerging forms of conceptional process; to identify the kind of flexibility proposed on the projects as one criterion of project quality; and detected the evolutionary potential of housing, establishing a parallel between the prefabricated and conventional housing. As a result of analyzes it was observed that in both cases, both conventional housing as prefabricated, meet the design criteria of quality, which determines the suitability or not quality of designs conditions, it is not related to constructive model adopted, the design quality is determined by skill and designer's vision to predict conditions that enable and foster the application of quality principles however, aspects such as the housing capacity expansion observed through its evolutionary potential; enlarging possibilities and continuous flexibility of housing were identified and measured in all the projects analyzed in this research.

Defending Desire: Resident Activists in New Orleans‟ Desire Housing Project, 1956-1980

The Desire Housing Project opened in 1956 as a segregated public housing development in New Orleans‟ Upper Ninth Ward. The Desire neighborhood, one of the few neighborhoods in the city where black homeownership had been encouraged, was transformed by the project. Hundreds of former Desire residents were displaced by the mammoth project, which became home to more than 13,000 residents by 1958. Built on what had once been a landfill, the Desire Housing Project came to epitomize the worst in public housing, before it was torn down by 2001. Although the project was isolated from the rest of the city and lacked basic services, residents worked to create a viable community, in spite of the pitfalls of segregation. Within the context of the civil rights movement, Desire residents fought to bring in basic services, pushing local government to more fully develop their neighborhood.

Open Source as Leverage towards Sustainable Housing

Shelter poses global sustainability challenges, as the population increase accelerates and resources dwindle. It is crucial for initiatives addressing the growing housing demand to incorporate a sustainability perspective. Open source, a form of Internet information-sharing, is being utilised by various housing initiatives worldwide. However, a sustainability perspective is not always included in a robust and holistic way, despite the negative impacts for human needs and ecosystems resulting from many aspects of current housing practices. The Framework for Strategic Sustainable Development includes basic conditions for a sustainable society and a planning and decision-making methodology to move systematically towards sustainability. It provides a robust method for organizing, evaluating and using tools to aid in handling sustainability challenges effectively. This thesis aims to contribute to the development of affordable, sustainable design solutions, by modelling the incorporation of the FSSD into open source housing initiatives. A case study of a housing project under development in Ghana is used. Despite the complexity of the system under study, the research concludes that bringing a strategic sustainable development perspective to open source approaches can act as leverage for housing to move towards sustainability.
