Under 2015 kom fem gånger så många ensamkommande barn till Sverige jämfört med året innan. Detta innebar en stor påfrestning för Sveriges kommuner och för de Hem för vård och boende (HVB-hem) som ansvarar för ensamkommande barn och ungdomar. Syftet med denna studie är att undersöka hur denna belastning påverkade HVB-hemmens verksamhet för ensamkommande barn och att studera de informationsstrategier som används vid etablering av hemmen. Hur har grannar informerats om verksamheterna och hur har de reagerat? Metodiskt bygger studien på individuella semistrukturerade intervjuer och en skriftlig intervju via e-post. Personerna som intervjuades är verksamma vid HVB-hem i olika kommuner i Jönköpings län. Resultatet visar att de två största utmaningarna för HVB-hemmens verksamhet för ensamkommande barn handlade om att få tag i lämpliga lokaler och kompetent personal. De två vanligaste informationsstrategierna som användes var informationsmöten och öppet hus. Fyra kommuner valde dock att hålla en lägre profil och avstå från information till grannar. Vidare visar studien att respondenterna överlag är positivt överraskade över det stora engagemanget de mött från allmänheten och att sådana reaktioner är vanligare än oro. Resultatet analyseras delvis utifrån NIMBY-begreppet och kopplingar görs till de två informationsstrategierna, samverkansansatsen och den autonoma ansatsen. Dessutom belyses skillnader och likheter i relation till tidigare forskning.

Purpose – The purpose of the study is to map out the top-down and bottom-up perspectives and investigate the information strategies on how it relates to daily operations in three case companies. To fulfill the purpose, the following three questions have been answered: What approach do the organization have on information strategies and what characterizes them? To what extent do the case organization use the information strategies? What opportunities and difficulties do organizations see with the information strategies? Method – To fulfill the purpose, a case study was carried out on three case companies. The empirical data has been collected through interviews and surveys. The theoretical framework together with the empirical data, has then contributed to achieving the purpose. Findings – First the map out was conducted within three case companies and how the information strategies have been chosen in relation to the daily operations perspective. Based on the mapping, it has then been framed the potential possibilities and difficulties with the respective strategy choices and its implementation. Limitations – The definition of the information strategies within the study is defined as Top-down and Bottom-up and how the choice in how companies choose to coordinate and be responsible for tasks. The authors do not know whether the study can be adapted to the business of other organisations when mapping information strategies. The aim of this Master’s thesis is to present guidelines for making a digital repository. To attain this, useful factors for creating an archive were examined. Also different organisations’ strategies were analysed. The method used is evidence-based practice, including reading literature and e-mail interviews. Five people in Sweden working with digital repositories were e-mail interviewed. The theory behind the investigation is based on Sheila Corrall’s and Elizabeth Orna’s research on the creation of information strategies. Three main areas were identified: environmental issues, strategic focus and strategy formation. The literature study identified different areas that are involved in creating a digital repository. These are administrative factors, technical aspects, content, publication forms, cultural factors and marketing. In a similar way the interviews clarified why the repositories were created, such as administrative factors, technical aspects, how to publish, quality aspects, marketing, cultural factors and good advice. The literature and the interviews were compared and conclusions were made. These conclusions were used to set up guidelines for developing a digital repository. To create a strategy, the chosen organisation has to be evaluated, which was beyond the scope of this thesis. It is suggested that the thesis is suitable for a starting point, initiating work on digital repositories. / Uppsatsnivå: D
