Kärnkraft för folket eller folket för kärnkraft? Hur kärnkraftspolitiken har påverkats av den samhälleliga kärnkraftsopinionen.

1980 fattades, efter en folkomröstning, beslut om avveckling av kärnkraften i Sverige. Mot slutet av 1980-talet uppstod dock en spricka inom regeringen angående hur mycket man skulle lyssna på den folkliga opinionen när det gällde utvecklingen av kärnkraft. I denna uppsats undersöks vilken strategi staten har använt sig av i kärnkraftspolitiken 1986-2009, om de har låtit sig påverkas av opinionen eller ej och om de har agerat för samhällets intressen eller sina egna intressen. Undersökningen analyserar hur staten har använt sig av ekonomisk styrning inom kärnkraftspolitiken och om/hur samhälleliga opinionsskiften påverkat styrningen. Resultaten visar att den allmänna opinionen inte har påverkat politikernas beslut i kärnkraftsfrågan och att politikerna har fattat sina beslut i samhällets intresse.

Abstract The purpose of this study was to research the local opinion of nuclear power in the city of Gävle in the shadow of the nuclear catastrophes in Chernobyl (1986) and Fukushima (2011). In 1986, Gävle was, in Sweden, the worst afflicted by the radiation from Chernobyl’s meltdown. This, alongside the referendum of 1980, triggered a strong opposition to the nuclear power industry and many wanted to see that all the Swedish nuclear power-plants were discontinued. In 2011, the last date set, for a complete decommission of the Swedish nuclear power, by the referendum of 1980 has passed. And in the shadow of Fukushima, the opinion regarding to the dangers of nuclear powers has been shifted. This study uses to two local newspapers of Gävle, Arbetarbladet and Gefle Dagblad to study the effects the two different nuclear meltdowns had on the people of Gävle during 1986 and 2011. The analyze categories the local papers writing into three aspects: One of information, one of opinion and one of politics. And to support its conclusions it refers to Ulrich Beck’s theory of the risk society and the reflexive modernism.
