Diplomová práce se zabývá finančními aspekty přenesené a samostatné působnosti kraje. V úvodních kapitolách je zaměřena na probíhající reformu veřejné správy, která významně přispěla k obnovení územní samosprávy a ke vzniku krajů. V souvislosti se vznikem krajů následuje popis finančního systému na úrovni krajů s podrobnějším vymezením postavení rozpočtu. Významnou část práce tvoří analýza vývoje příjmů a výdajů krajů v letech 2001-2005, s nastíněním vývoje v roce 2006. V návaznosti na celkové hospodaření krajů v České republice následuje praktická část práce, ve které je zpracována analýza vývoje hospodaření Moravskoslezského kraje v letech 2001-2006. Cílem této práce je zhodnotit systém financování kraje a jeho vliv na plnění úkolu kraje v samostatné a přenesené působnosti Moravskoslezského kraje.

The drug use is a big problem of today world. The impact of drug use affects all members of human society -- individuals, families, communities and even whole states. We can describe the situation of drug use by means of analysis of drug use in the particular districts of the Czech Republic. This diploma thesis focuses on the identification of the social, economic and demographic factors that contribute to the appearance of socially pathologic environment of drug use. The results of this thesis can be used for an identification of regions in jeopardy of drug use and for the reduction of influence of particular factors.

The atmosphere of the election campaign before the elections in October 2012 was not such fierce as during the last campaign. It was mainly due to absence of a major topic that would polarise the society, like the health fees in 2008. The ČSSD tried to find a similar controversial topic that might have been the church restitutions for a moment. The purpose of the negative campaign was to discourage people from voting the governmental parties ODS and TOP 09, but it also could weaken the KDU-ČSL that was and still is closely connected with churches, especially the catholic church. The representatives of the KDU-ČSL themselves didn't publish any opinions concerning this matter, with only few exceptions. The purpose of this thesis is to analyse and evaluate the media output of the KDU-ČSL during the election campaign that was run before the elections to the regional governments and the Senate. In the first part, the outline of the media strategy of the KDU-ČSL is introduced. The next part is devoted to a quantitative content analysis that compiles an overview of the regional media in the respective regions. Diplomová práce je zaměřena na komparaci krajů České republiky, která je založená na objektivních životních podmínkách, majících vliv na kvalitu života. Analýza bere v úvahu podmínky, které v daném kraji objektivně existují a přitom mají schopnost pozitivně či negativně ovlivnit život jedince a tudíž i kvalitu života. Analýza používá kvantitativní ukazatele, které lze bez zásadních problémů porovnávat, a které jsou v České republice statisticky sledovány. Analýza se vyhýbala použití subjektivních a objektivně těžko zjistitelných kvalitativních ukazatelů. V prvních dvou kapitolách je uvedena teorie kvality života včetně jejího měření. Cílem diplomové práce bylo analyzovat data pomocí speciálně vytvořeného agregovaného hierarchického indexu ? Indexu životních podmínek - a zjištěné závěry porovnat s předpoklady a již existujícími vědeckými výsledky.

This diploma thesis deals with the financial management of the regions in Czech Republic and its relation to the regional development. The diploma thesis is separated into two parts. The first part of diploma thesis deals with regions as autonomous unit. In this part are defined competences and authorities of regions, the structure and the trends of regional budget. It is emphazed on regional policy and expenditures on support of regional development. The aim of the diploma thesis is to analyze the regional financial management with relation to the regional policy of selected region. For analysis was chosen Vysocina Region. Vysocina Region realizes his regional policy trough strategicy document - Regional Development Plan of Vysocina Region. Regional policy is financed by the resources of regional budget and by two funds -- Vysocina Fund and Fund of strategical reserves.

Hereby presented diploma thesis discusses the financial management of Czech regions (more accurately "higher-level territorial administrative units") focusing on regional development funding, particularly demonstrated by the example of the South Moravian Region. Through a study of regional financial management the regional budget's income and expenditure have been thoroughly examined, especially those governable by the regions themselves. During the analysis of the South Moravian Region financial system the main focus has been aimed at its regional funding policy outlined by the corresponding strategic documentation entitled South Moravian Region Development Plan. The actual support for regional development in South Moravian Region is financed by the region's budget and a special-purpose fund named Development Fund of South Moravian Region.
