Strukturální fondy EU a priority financování Jihočeského kraje / EU Structural Funds and priorities of financing South Bohemian Region

The subject of my diploma work is the {\clqq}EU Structural Funds and priorities of financing South Bohemian Region``. The thesis are focused on the South Bohemian Region and its unused potential and primary objectives that need to be targeted and that could be funded from actual programme period 2007 - 2013. Obtaining these financial sources should lead to further developement of the region as a whole and finaly improve the life of the South Bohemian citizens. The theoretical part of the thesis define the basis and main purpose of the economic policy and social cohesion in its entire context. Programme tools that can help to implement projects supporting the development a strengthening the competitiveness of the region are further defined. The aim of this study is to evaluate the possibilities that the South Bohemian Region can use for obtaining financial sources from structural funds alocated by the EU for the Czech Republic on individual priorities, which were evaluated as important and were stated in the basic, medium-term document - Regional Development Programme (PRK). The evaluation shows that the South Bohemian Region in its basic document (PRK) has defined a priority, which corresponds with the intentions of the European Community, which can be documented by the fact that especially in these areas European Union intend to provide its help. This is a good chance for the Region to fulfill the strategic goals and measures of the region. These goals are met largely through thematic operational programs that are available in current programming period and that correspond with the area of the financial support in the Czech Republic. Solving environmet problems can be given as good example how the EU funds are used. It was confirmed that priority issues can be successfully financed from the operational program for selected areas of environment according to priority axes. Programs in the total volume of 50,6 milliards CZK have already been approved for Czech Republic, 4 milliards CZK were allocated to the South Bohemian Region., It is apparent that the proportion is equivalent to the size of the region. Sufficient use of European financial sources significantly helps to fulfil the goals of the Regional Development Programme.

In this thesis, titled Project management and implementation of its methods in the realization of selected operational programs, focuses on South Bohemian region, evaluated its potential funding priorities that need to be addressed and to which can be obtained financial support for the programming period 2007-2013. Also focus on private and public entities of South Bohemian region, on areas in which most financial benefit from EU funds are used and the problems associated with them. The theoretical section defines the regional policy of the European Union, the basic meaning and the main purpose of the economic and social cohesion. Also focuses on regional policy in the Czech Republic itself, the operational programs for the programming period 2007-2013 for the Czech Republic and the issue of project management. The aim of this study is to evaluate the implementation process of selected operational programs and using project management methods to develop a proposal for the management company for their solution. The evaluation shows that the South region in its founding document Regional Development Programme has defined those priorities which reflect the intentions of the European Communities, which can be documented by the fact that in these areas is to aid in the European Union intended. So there is enough space on which to set strategic goals and measures to meet the region. Likewise, the results of the survey show a large activity in drawing financial resources from the EU. Also show some problems and obstacles associated with requests for financial support from EU funds. Overcoming these problems and obstacles could open the possibility of utilization of resources and finances small businesses and entities for which it was still unrealistic.

The presented diploma thesis deals with economic activities of regions of the Czech Republic with a special focus on funding of regional development; the region of Hradec Králové was taken as a concrete example for this purpose. The thesis is divided into two parts. The first part of the thesis focuses on the issue of operating and funding of the regions of the Czech Republic with respect to the structure and development of incomes and expenses of regional budgets between the years 2001 and 2012. The second part of the thesis focuses on economic activities of the concrete region in relation to the regional development. The region of Hradec Králové was chosen for the analysis. The Programme of the Regional Development is the fundamental strategic document via which the region implements support of the regional development. In the case of the region of Hradec Králové, the regional development is implemented via the following financial instruments- the regional budget, Subsidy Fund, and Regional Innovative Fund.

The thesis analyzes economic performance the Vysočina Region, while the main focus is on the means of financing of regional development. The work is dividend into two parts. Theoretical section discusses significance and functioning of a local government in the Czech Republic and basic aspects of implementation of regional policies within international, national and regional context. The analytical part of the thesis overviews economic performance of Vysočina Region in the 2010 -- 2012 period, which was characterized by budget surpluses due to conservative budgetary policy. Secondly, the section is devoted to Vysočina's Development Programme, whereby support for regional advancement is being secured. Last but not least, it is commented on matters restraining regional advancement, such as weak services sector, thin presence of so-called high-tech industries, low proportion of college-educated population etc.

Volby 2012: analýza mediální stránky předvolební kampaně KDU-ČSL / The elections 2012: analysis of the media aspectof the election campaign of KDU-ČSL

The atmosphere of the election campaign before the elections in October 2012 was not such fierce as during the last campaign. It was mainly due to absence of a major topic that would polarise the society, like the health fees in 2008. The ČSSD tried to find a similar controversial topic that might have been the church restitutions for a moment. The purpose of the negative campaign was to discourage people from voting the governmental parties ODS and TOP 09, but it also could weaken the KDU-ČSL that was and still is closely connected with churches, especially the catholic church. The representatives of the KDU-ČSL themselves didn't publish any opinions concerning this matter, with only few exceptions. The purpose of this thesis is to analyse and evaluate the media output of the KDU-ČSL during the election campaign that was run before the elections to the regional governments and the Senate. In the first part, the main leaders of the KDU-ČSL are introduced, following by a detailed description of the campaigns in the respective regions and the senate circuits. The next part is devoted to a quantitative content analysis that examines the influence of the election forecasting models presented in the media on the decision of the voters, or the outcomes of the KDU-ČSL. Over time, the position of the regions within the European integration process was gaining on significance. The emancipation processes of the 1970s and 1980s set off by advancing decentralization on one hand, and a wave of new regionalism on the other later evolved into a debate about a "Europe of the regions". Although it is obvious that this concept does not have a broad support any more, the regional level was able to seize the opportunity and secure itself a better position in the integration process -- not only as an object and instrument of EU policies, but also as another actor in the decision-making process. The aim of the thesis was to analyze the position of the regions in the European integration process as well as to deal with the topic in a broader theoretical perspective (regionalism, multi-level governance, paradiplomacy). To fulfill this aim the thesis answered following research questions: "What incited the debate about the Europe of the regions and what were the imminent outcomes of the debate?" "Which structures can the regions use to access the European policy level and what influences their efficiency?" and "To what extent are these structures used by Czech regions? Methods used to answer these research questions included analysis of available sources and literature, historical analysis and a survey.

Diploma thesis deals with regional disparity in distribution of collective tourist accommodation establishment as a part of the basic tourism infrastructure in the Czech Republic for 2010. The aim of the diploma thesis is assessment of the importance and distribution of collective tourist accommodation establishment in each region of the Czech Republic. Theoretical part of thesis dedicates to general definition of tourism and tourism infrastructure focusing on accommodation services. The practical part deals with analysis of statistical indicators of accommodation services and regional disparities in the area of the accommodation equipments. Attention is paid indicators as number of the collective accommodation establishments and their quality, number of rooms, beds and guests in each region. During analysis of statistical indicators were used datas from Public Database of Czech Statistical Office.

Regional administration in Bohemia originated already in the Middle Ages and has survived till these days as an basic constituent of the state administration. Cartographical material, especially maps of provinces, which has been so far rather neglected, is very interesting and important source for the cognition of the development of Czech provinces. These maps have been issued since the 18th century and especially in the earlier period had been widely used by general public. The only list of these documents "Soupis map českých zemí" compiled by František Roubík provides outdated and inconsistent informations. The primary aim of this work is to provide a more detailed list of these maps in the form of a catalog and bring more informations on the various creators and publishers of the maps.

MUNICIPAL AND REGIONAL PROCEDURE RULES Abstract The theme of work are municipal and regional procedure rules according to positive law. An important issue is legal nature and relevance of procedure rules according to positive law. The conclusion of this part of the diploma work is the negative and positive definition of the legal nature of procedure rules. The core of the assessment of the appropriatiness and legality of the specific procedure rules is the analysis of contemporary case law addressing the legal action against unlawful interference with the rights the question of right of a citizen of the county, eventually municipality to comment on individual agenda items discussed by the council. The specific procedure rules of various councils were analysed from the point of possible discrepancies with the law, redundant provisions copying the law or details concerning the implementation of the citizen rights to express their attitudes towards the issues discussed by the council. The conclusion of my work are suggestions de lege ferenda, which can be briefly summarized into three scopes. The first of all is an explicit statutory regulation of the obligation to publish the procedure rules in a manner allowing remote access.
