Land Grants, Land Use, Land Alienation

Governments often used the promise of land as a means to implement policy. Whether the land was in the form of a large grant to a successful explorer, or in the offer of a homestead on the frontier, the motive for such grants was seldom entirely altruistic. Most grants contained stipulations for settlement and cultivation because a growing population was necessary for economic development. Rulers of Florida also offered land grants to encourage a particular religion, to protect shipping, or to establish protection against Indian attacks. When Florida became part of the United States, large sections of the territory were already claimed under various land grants made by Spain or Great Britain. Succeeding United States governments continued to grant land to individuals or companies to stimulate internal improvements or to increase population. In the hands of developers, land grants usually had the desired effect, but in the hands of speculators they tended to decrease population growth. The purpose of this paper is to examine the effect of land grants on population growth in Orange County, Florida.

Describing the readiness for retention of students of color at state and land-grant colleges of agriculture

Current demographics indicate that populations of color are on the rise across the United States. Although enrollments of students of color are increasing, first year retention rates are lower compared to their peers. Consequently, systemic changes are needed to produce changes in services and programs required by these students. Despite the modest gains in enrollment, students of color remain underrepresented at every degree level in higher education. Despite volumes of research, institutions still disregard the seriousness of the problem and continue to address retention with isolated programmatic approaches to change administrative, instructional, and advising practices with little evaluation. The purpose of this study was to develop an instrument assessing the organizational readiness of state and land-grant universities to retain students of color in colleges of agriculture as well as determine what definitions of retention were used to support existing retention programs and services. Since state and land-grant institutions previously engaged in retention strategies, an ex post facto study was conducted. A census of the population was conducted, where close to half of the population responded and expressed interest in seeing study results. State and land-grant colleges were selected as participants due to their unique inability to reach higher than average retention rates of students of color, specifically in agricultural fields. Statistical tests such as t-tests and analysis of variance were used to analyze data and further refine the instrument. Reliability for each of the instrument scales was high. However, further refining must be done before the instrument will more precisely indicate where gaps are in each readiness area in colleges of agriculture. This study determined that more information is needed on which definitions of retention are used to support programs and services within the college. Further investigation should be done to ascertain why more organizational diagnostic assessments are not done in this area considering the fiscal impacts on priorities such as retention. Although respondents indicated satisfaction with the college of agriculture to meet the academic needs of students, departmental administrators and faculty were still unclear of their role with retention. These findings indicate more research in this area should be conducted.

The Swamp Land Act in Oregon, 1870-1895

The Swamp Land Act of 1849, originally intended to give the state of Louisiana the unproductive swamplands within its borders and use the proceeds to construct the drains and levees necessary to reclaim these lands, was extended to Oregon in 1860. Oregon did not act on the matter until 1870, but once begun, it became a prolific source of political corruption, fiscal irresponsibility, fraud, and land speculation and monopolization. Even though the physiography of Oregon was much different than the states in the Mississippi Valley, millions of acres of "swampland" were filed upon and the state sold hundreds of thousands of acres long before it received legal title to these lands. In most cases final patents were never issued by the federal government. Rather than the proceeds of the sales of these lands going toward reclamation, the funds often went to the friends of state officials for dubious services. Appropriations, based on the anticipated sale of swampland, were made for the owners of wagon roads for projects never completed. This created a state indebtedness which the sale of swampland alone could not erase. A major result of the Swamp Land Act in Oregon was the withholding of arable land and water rights from actual settlers in the predominantly semiarid regions of Oregon by land speculators and by cattle barons who used it to monopolize vast tracts of grazing land. Litigation over disputed swampland claims occurred well into the twentieth century. Because little has been written on this topic, primary sources have been extensively relied upon for the research. The most important of these sources were the Portland Oregonian, government documents of the state of Oregon, and the documents of the United States Department of Interior.

Samuel Brannan: Speculator in Mexican Lands

Samuel Brannan has almost become a legend in the history of the American West. Having led a group of Mormons around the Horn to California in 1846, he became a business and political leader in early California. He gained great wealth in speculation and merchandising, and is noted for his activities in the Vigilance Committee of 1851, his part in heralding the gold rush, and his developments in Calistoga and elsewhere.Although much has been written about Brannan, very little of it deals with the last years of his life. Very little factual information has been available on his activities during this period. These last ten years of his life are the focal point of this thesis. A large number of letters written by Brannan during this period have recently been found and with various secondary sources have shed light on his activities during these years.
