Of the examination of the Managing Plan of Goiânia and its supplementary legislation, as well as of specific bibliography is verified that at some moments and for diverse reasons this legislation does not become effective. In general way the managing plan that would have to guide the urban politics of the city finishes if becoming one it has asked for of ideological content elaborated by specialists and without applicability. This occurs since the moment of its regulation when some justinian codes leave of being regulated or the regulation does not reach the considered objectives, or still when the plan simply is abandoned by the posterior governments to its elaboration, or simply ignored. This work intends to demonstrate that although to constitute a city planned since its origin, Goiânia faces the same problems of other great cities in relation to the administration of the ground urban and in the adjusted solution of the social problems. Word-key: Managing plan; complementary legislation; social function of the city and the property; effectiveness. / O presente artigo propõe analisar as razões pelas quais os planos diretores de Goiânia não se efetivaram integralmente. Do exame do Plano Diretor de Goiânia e sua legislação supletiva, bem como de bibliografia específica verifica-se que em vários momentos e por razões diversas esta legislação não se torna efetiva. De modo geral o plano diretor que deveria nortear a política urbana do município acaba se tornando uma peça de conteúdo ideológico elaborada por especialistas e sem aplicabilidade. Isto ocorre desde o momento de sua regulamentação quando alguns institutos deixam de ser regulamentados ou a regulamentação não alcança os objetivos propostos, ou ainda quando o plano é simplesmente abandonado pelos governos posteriores à sua elaboração, ou simplesmente ignorados. Este trabalho pretende demonstrar que apesar de constituir uma cidade planejada desde sua origem, Goiânia enfrenta os mesmos problemas de outras grandes cidades em relação à administração do solo urbano e na adequada solução dos problemas sociais.
