Noncontributory pensions, cash transfers, and documentation in Brazil and Latin America

Since 1997, fully noncontributory minimum pensions have been established in many Latin American countries, and have more recently been encouraged as a "zero pillar" of social security by the World Bank and other IFIs. These policies came into being under diverse political regimes and display a range of levels of generosity and universality. Becuase these policies are generally part of a modern bureaucratic welfare state project, they require identity documents, something that many low-income citizens do not possess. States have lowered barriers to the supply of identity documents, and new social policies, like noncontributory pensions and conditional or unconditional cash transfers, have stimulated demand for identity documents among those who do not currently have them. Brazils noncontributory pension, the BPC, has a means test and a large benefit (equivalent to the minimum wage), but requires providing identity documents for all household members. This report discusses the propagation of noncontributory pensions, then examines Brazilian government records to determine the size of the incentive to demand documents in Brazil using a logit model and a more novel survival time regression discontinuity design, raising questions of the relationships between benefit size, universality, document requirements, and poverty. / text

Este trabalho dedica-se ao estudo comparativo da produção literária de Lucía Guerra Cunningham, autora da obra teórico-crítica La mujer fragmentada: história de un signo, e de suas obras de ficção, limitando-se ao romance Más allá de las máscaras e dois contos, “Frutos extraños” e “Antes del nombre”. Para isso abordar-se-á, na análise comparativa, as importantes contribuições críticas que a escritora chilena, representativa voz de reflexão feminista, aporta em seu ensaio e a forma que este estudo é articulado em suas obras de ficção. O trabalho abrange o exame de aspectos da história que incorporam não somente diferenças de gênero, foco principal da dissertação, mas também outras visões de alteridade que contribuem para denunciar as injustiças das convenções políticas, sociais, raciais e de gênero que partem do ponto de vista único do homem branco e de elite.

A presente Tese de Doutorado analisa as características e os efeitos da cientometria e bibliometria adotadas no Brasil. Primeiramente, a fim de contextualizar o tema, faço uma revisão de literatura acerca do processo de mercantilização da educação. Meu objetivo é mostrar a inclinação empresarial das políticas públicas educacionais, especialmente aquelas voltadas para a pós-graduação. Além disso, seleciono e analiso alguns conceitos que ajudam a compreender o presente tema, bem como sustento a inadequação da lógica de economia de mercado como forma de gerir a Academia e a ciência. Na segunda parte da Tese, focalizo os critérios adotados para avaliar a hierarquizar Programas de Pós-Graduação e diferenciar pesquisadores. A tese a ser defendida é que o modelo CAPES de avaliação da pós-graduação está baseado numa norma produtividade de cunho periodicocrático que cria uma forte pressão por publicação de artigos em periódicos acadêmico-científicos, uma vez que eles os produtos privilegiados no modelo de mensuração objetivista em vigor. Produzir/publicar artigos torna-se, portanto, a performance acadêmico-científica por excelência. Isso enseja a criação de um mercado acadêmico-científico e de um mercado de publicações, o que cria um contexto propício para a ocorrência de más condutas acadêmico-científicas / This PhD Thesis analyzes the characteristic sand effects of scientometrics and bibliometrics adopted in Brazil. First, in order to contextualize the theme, I review the literature on the commodification of education process. My goal is to demonstrate the business inclination facing the educational public policies, especially those assumed to the Graduate level. Furthermore, I select and analyze some concepts that help me to understand the theme as well a show they keep the inadequacy of the logic of market economy in order to manage the Academy and the science. In the second part of the thesis, I focus on the criteria used to determine the rank of Graduate Programs and distinguish researchers between them. The thesis to be defended is that the CAPES evaluation for Graduate level is based on a standard productivity model called periodicracy which creates a strong pressure to publish articles in academic and scientific journals, since these products are privileged in the current objectivist measurement model. Therefore produce/publish articles becomes the preeminent Academic-scientific performance. This entails the creation of an academic scientific market and a market of publications, which creates a propitious environment for the occurrence of Academic-scientific misconduct.

Impactos económicos de los arreglos preferenciales comerciales: una síntesis teórica

El presente trabajo sintetiza las proposiciones teóricas relevantes para el análisis de los impactos económicos de los arreglos preferenciales comerciales (APC) que caracterizan a los procesos de apertura comercial implementados por las economías, desarrolladas y en desarrollo, en las últimas dos décadas. Estos arreglos se agrupan en tres tipos: los unilaterales (APCU), los regionales (APCR) y los multilaterales (APCM). El trabajo resume, además, los argumentos y proposiciones teóricas que responden a dos interrogantes. La primera, desde la perspectiva de una economía individual, ¿cuál de estos arreglos, o formas de estrategia comercial, origina los mayores beneficios económicos para una economía? Asumiendo que los APCM son la mejor opción de política comercial para todos los países del mundo que acuerdan estos arreglos, la segunda interrogante es ¿en qué medida los APCU, y en particular los APCR contribuyen (building blocks or friends), obstruyen (stumbing blocks or foes) o convergen (stepping stones) o no (strangers) a los APCM?---The present work synthesizes the relevant theoretical propositions for the analysis of the economic impacts of the preferential trade arrangements (PTAs) which have been part of the trade liberalization process implemented in the last two decades by developed and developing economies. These arrangements are divided in three groups of arrangements: i) unilateral (UPTAs), ii) regional (RPTAs) and iii) multilateral (MPTAs). In addition, this paper addresses two questions. The first one, (from the perspective of an individual economy) which of these arrangements benefit the most for an economy?. The second, to what extent UPTAs and especially RPTAs, contribute (or are \’ building blocks or friends\’), obstruct (or are \’stumbling blocks or friends\’) or converge (or are \’stepping stones\’) or not (\’strangers\’) to the PTAs?

Análisis de las acciones de monitoreo del servicio de acompañamiento a familias-Programa Nacional Cuna Más, en el distrito de Namora, Cajamarca, para el mejoramiento de la atención a la primera infancia, durante el año 2015

El monitoreo es un proceso clave en la ejecución de programas sociales, permite monitorear y verificar el cumplimiento de metas y objetivos, e implementar mecanismos de mejora y adecuación de la intervención, es así como el Programa Nacional Cuna Más ha ido readecuando algunas acciones para superar las brechas en el desarrollo infantil en menores de 3 años, a través de sus dos servicios: Cuidado Diurno y Acompañamiento a las Familias (SAF). La investigación se enfoca en el SAF, distrito de Namora, provincia de Cajamarca; con el fin de analizar las acciones de monitoreo, socialización de resultados y utilidad en la toma de decisiones en el año 2015; considerando la implementación de los lineamientos técnicos. El tipo de investigación es cualitativa, utilizando entrevistas y grupos focales con los colaboradores del Programa, autoridades y familias usuarias, para conocer su percepción, opiniones y expectativas. Con base en la investigación, se determina que el monitoreo del SAF es diseñado, regulado y ejecutado, de manera protagónica, por el equipo de la sede central (Lima). En la ejecución también participan de alguna manera el equipo de la Unidad Territorial y en menor medida los actores comunitarios, conformado por Comités de Gestión y Consejos de Vigilancia. La socialización de los resultados del monitoreo se realiza con los equipos responsables de Lima, especialistas y solo con algunos acompañantes técnicos y / o comunitarios, pero no con actores comunitarios. Los resultados del seguimiento se traducen en la reasignación de personal por Comités de Gestión, priorización de mensajes sobre prácticas de cuidado y aprendizaje, aplicación de nuevas tarjetas para medir el crecimiento y desarrollo del niño, y redireccionamiento del presupuesto para la implementación de Centros Cuna Más. Pocos actores comunales conocen las acciones de seguimiento; por ello, se recomienda compartir acciones y resultados de monitoreo con todos los actores del SAF, pues los propios usuarios deben ser agentes activos de cambio; teniendo en cuenta el desarrollo de una estrategia de comunicación efectiva a nivel nacional, para que el programa cumpla con las directrices de cogestión. / Monitoring is a key process in the execution of social programs, it allows monitoring and verifying the fulfillment of goals and objectives, and implementing mechanisms for improvement and adaptation of the intervention, this is how the National Cuna Más Program has been readjusting some actions to overcome the gaps in child development in children under 3 years of age, through its two services: Nursery and Family Support (SAF). The investigation focuses on the SAF, Namora district, Cajamarca province; in order to analyze the follow-up actions, socialization of results and usefulness in decision-making in 2015; considering the implementation of technical guidelines. The type of research is qualitative, using interviews and focus groups with Program collaborators, authorities and users' families, to find out their perception, opinion and expectations. Based on the research, it is determined that the SAF monitoring is designed, regulated and executed, in a leading manner, by the headquarters team (Lima). In the execution, the team of the Territorial Unit and to a lesser extent the community actors, made up of Management Committees and Vigilance Councils, also participate in some way. The socialization of the monitoring results is carried out with the teams responsible for Lima, specialists and only with some technicians and / or community companions, but not with community actors. The results of the follow-up are translated into the reassignment of personnel by Management Committees, prioritization of messages about care and learning practices, application of new cards to measure the growth and development of the child, and reorientation of the budget for the implementation of the Nursery Centers. More. Few community actors are aware of follow-up actions; For this reason, it is recommended to share actions and follow-up results with all SAF actors, since the users themselves must be active agents of change; taking into account the development of an effective communication strategy at the national level, so that the program complies with the co-management guidelines.

This study analyses the presence of more-than-human beings, particularly animal figurations, in two works of diverse literary genres, namely: the poem “The albatross”(1861) by Charles Baudelaire and the short story “The house of Asterion”(1947) by Jorge Luis Borges through the lens of theories on the animal turn. Previous studies on both the poem and the short story analyzed the animal (albatross and minotaur) in allegorical or metaphorical terms emphasizing a human-centered perspective.However, this study maps an encounter between voice (human and hybrid) and the more-than-human being beyond rhetorical figures, that is, seeking material and affective sites of contact that speak of a continuum between entities deemed ontologically different. Analyzing the mentioned literary works through Guarramuño`s concept of worlds in common, in both the poem and the short story, we identify that certain aspects of the voice act as a shared space in which the materiality of the more-than-human being encounters the human and in which both beings exhibit a common affective pattern. Subsequently, through Derrida`s idea of distance-closenesswe analyze aspects of the voices that cross the animal-human border, where the language is revealed as a false superiority with respect to other forms of communication beyond the human word. In this respect, the analysis reveals an affective zone where uncertainty marks the encounter between human and animal, bringing closer animal an human domains. Our study revealsthat, both in the poem and the short story, however precarious and limited, the encounter between human voices and animal can be said to go beyond rhetorical figures. Indeed, this encounter reveales in this study as an affective continuum in the relationship between voices and more-than-human beings, which questions the opposition human-animal and therefore the superiority of the human regarding other sentient beings

This document addresses the cultural and significance of the battle villancico, El más augusto campeón, and its historical, social, and musical contexts within the villancico genre of the Latin American Baroque. This study focuses on the villancico, El más augusto campeón, and explores the possible origins of the text and its relevance to the political and social structure of Cuzco's San Antonio Abad Seminary. Other areas of investigation are the musical analysis of the score and performance practice issues that surface when making choices as a conductor. Considering the seminal position villancicos held in the catechization of the Incans, in part due to their popular nature, the study of a representative example of this significant genre lends further insight into how important the villancico was to the ordinary and feast services of Peruvian (and, by association, Latin American) churches. While within the villancico's textual and musical structure one reads the obvious reflection of peninsular Spanish Catholic culture, its application to the criollo subculture carries an even more striking relevance.
