Intergovernmental planning and its impact on the implementation of Intergrated Development Plan: a case study on Makhado local municipality

ABSTRACT Local government is the sphere closest to the people and is described as the most important sphere of government. The end of apartheid in the early 1990s has left South Africa with permanent social and economic legacy which is characterised by racial division and discrimination. Over the last decade all local government institutions in South Africa had been totally restructured and transformed into a single uniformed system of local governance in which all municipalities area given a new status, new powers and functions and a new constitutionally entrenched vision of achieving specific municipal objects and to be generally developmental in nature (Bekink, 2006). Most important shifts in direction for local government are enshrined in Chapter 7 of the Constitution (Act 108 of 1996), which provides the objectives of local government as being to provide a democratic and accountable government for local communities and to encourage the involvement of stakeholders, including the communities in the matters of local government. This marks the difference between the new form of local government and that of the past. The new local government has a dynamic developmental role to ensure maximum impact on poverty alleviation and to address socio-economic inequalities. Local government cannot achieve their new goals on their own. They need the support and assistance of the two higher spheres of government. This is because developmental local government requires a system of intergovernmental planning in the decision-making of local development. This entails mutual understanding with inclusive decision-making between government spheres, private sector and communities. This needs to take place within the framework of Integrated Development Planning. Therefore, stakeholder involvement in the IDP process is relevant. Over the past few years in the democratic South Africa, local government has seemed to reflect a system of government characterised by low levels of service delivery by local authorities, lack of transparency in decision making and inability to participate in municipal affairs. Various efforts have been made to bring about a system of co-operative governance to enhance intergovernmental planning, economic regeneration and social reconciliation in South Africa’s municipalities. In general, the results thus far have been somewhat mixed, but as case-study evidence (chapter 4) suggest, it is clear that some significant improvements have taken place in municipalities, particularly in terms of the implementation of the IDP. This study was undertaken in an effort to assess the extent to which intergovernmental planning plays a role in the IDP implementation of Makhado LM.

A case study of community-based natural resource management in Manavhela community in Limpopo Province, South Africa

The theoretical and empirical framework of this study demonstrates the following: firstly, the success of a CBNRM programme relies heavily on the involvement of the communities; secondly, the targeted government policies enable the facilitation of CBNRM in various parts of Southern Africa; thirdly, the involvement of institutions that includes donors, government institutions, academic practitioners, NGOs and the private sector, is crucial; fourthly, capital, in the form of natural, physical, human and financial capital, is necessary in the planning, implementation and management of the projects; and fifthly, CBNRM projects include varied ecotourism products based on the natural capital availability. In this study, a qualitative research approach was followed, where the sample population included the Manavhela reserve management, the workers, and community representatives. Findings of the study provide insights into the way in which the CBNRM programme was implemented in the Manavhela community, detailing the challenges and/or successes that have been faced in the management of the programme. Some insights are also penned on the attitudes of the community towards resource conservation. The conclusion is that the Manavhela community remains aloof regarding the implementation and management of the nature reserve. This is contrary to the CBNRM model, which postulates that the community must be at the centre of the implementation and management of conversation programmes. / Environmental Sciences / M. Sc. Effectiveness of government interventions on beneficiaries of land restitution : case of the Tshifhefhe Community of Makhado Municipality in Limpopo Province

The problems that engulf land reform illustrate that government’s programmes often fail to address the socio-economic conditions of the land claimants. As such, this study undertook to examine government interventions in addressing beneficiaries affected by land restitution in Limpopo province with specific reference to Tshifhefhe community located in Makhado Local Municipality. The study is an examination of governmental interventions in addressing beneficiaries affected by land restitution. The institutional mechanisms used to support land restitutions are considered for discussion. The study focused mainly at the Tshifhefhe community in Limpopo province where the need to restore the land forcibly taken from the community was considered. The restoration is necessary for improvement of their wellbeing, intensification of democracy and emancipation as well as restoration of previously marginalised people. The study adopted a qualitative approach and a case study design. The utilised approach described and explored Tshifhefhe beneficiaries’ perceptions, attitudes, views and feelings about the government’s interventions in their restored land. The findings point to the fact that government has been found to have provided inadequate support in terms of training on land management, marketing and administration of these beneficiaries including the Tshifhefhe restituted land. It is recommended that the government should intervene in the restored land projects by providing capacity building programmes, assessment of failures and successes in other restored land, mentoring, development and implementation of progressive and sustainable land policies and programmes.

Ethnobotanical survey of medicinal plants with antifungal activities in Makhado Local Municipality, Limpopo Province, South Africa

(Botany)) -- University of Limpopo, 2018 / The aim of the study was to investigate medicinal plants used for the treatment of various ailments by the traditional healers and local people and to determine antifungal activities against animal fungal pathogens. Ethnobotanical survey was conducted to identify medicinal plants used by local people and traditional healers to treat various ailments in Makhado Local Municipality, Vhembe District, Limpopo, South Africa. A questionnaire was designed to gather information on the local name of plants, plant parts used and the methods of preparation and administration by the traditional healers. In our findings, sixty-three medicinal plants belonging to thirty-three families were identified to be used for treatment of various diseases such as chest complaint, sexual transmitted infections, headache, swollen legs, hypertension, blood purification, asthma, and infertility. Specific parts of the plant used for medicinal purposes vary from species to species and from one traditional healer to another. The dominant families were Fabaceae, Celastraceae and Euphorbiaceae. Of the sixty-three plants species identified, trees were the most predominant plant form (53%), followed by shrubs (23%), herbs (14%), and climbers (10%). Root, fruit, bark, leaves, seeds and in some instances the whole plant are used for the preparation of medicine while decoction and infusion were the general methods of preparation. The mode of administration of medicine was mainly oral. The most frequently used plant species were Warbugia salutaris (Bertol.f.) Chiov, Sclerocarya birrea (A.Rich) Hochst and Eleondron transvaalense (Burtt Davy) R.H. Archer. Eight plant species (Asparagus buchananii Bak., Albuca seineri (Engl. & K.Krause) J.C Manning & Goldblatt, Elephantorrhiza elephantina (Burch.) Skeels, Indigofera circinnata Benth, Maerua juncea Pax, Pentarrhinum insipidum E. Mey., Senna italica Mill. and Schinus molle L.) were selected based on the information given by the local people and the traditional healers for further phytochemical analysis and microbiological assays. Antifungal activities of the selected plant species were determined against three fungal pathogens namely, Candida albicans, Cryptococcus neoformans and Aspergillus fumigatus. Of the tested plant species, hexane leaf extracts of M. juncea, ethyl acetate leaf extracts of S. italica, A. buchananii and E. elephantina were the most active against Candida albicans, Cryptococcus v neoformans and Aspergillus fumigatus with Minimum inhibitory concentration (MIC) values ranging between 0.02 mg/ml and 0.08 mg/ml. Bioautography assay was used to determine the number of active compounds in the plant extracts. No active compounds were observed in some plant extracts against the tested animal fungal pathogens indicating possible synergism. The most promising plant species were: A. buchananii, A. seineri and M. juncea, all had shown good activity with 4 compounds against A. fumigatus. Acetone and methanol extracts had the same active compounds visible on bioautograms. Most of the active compounds were observed in TLC chromatograms developed Benzene: ethanol: ammonia hydroxide (BEA) eluent solvent system. Based on excellent antifungal activity against the tested microorganisms, leaf extracts of A. buchananii, A. seineri M. juncea, P. insipidum and root extracts of I. circinnata were also tested for cytotoxicity against the Vero kidney cells. All plant extracts investigated were relatively not toxic against the cells with LC50 ranging between 0.131 mg/ml and  1 mg/ml. Water extracts of A. buchananii, A. seineri and M. juncea had LC50  1 mg/ml. The leaf aqueous extracts of P. insipidum were less toxic than root aqueous extracts of I. circinnata with LC50 of 0.65 mg/ml and 0.49 mg/ml against the Vero kidney cells respectively. The results indicate that the local people and traditional healers in Makhado Local Municipality use medicinal plants and their indigenous knowledge on the treatment of fungal infections and related ailments. / University of Limpopo and National Research Foundation (NRF)

Social development versus saving nature? : a case study in environmental ethics

Thesis (MPhil)--University of Stellenbosch, 2003. / ENGLISH ABSTRACT: This research project has been purposed at shedding light and bringing clarity and practical resolution to the ethical dilemma brought about by seemingly incompatible principles and value positions associated with the two contentious issues: social development and nature conservation. In view of exposing the contentions between the two above-mentioned value positions, this project has pitted anthropocentrism against biocen trism / ecocen trism. However, as alluded to in this research, many people in developing countries, South Africa included, are victims of poverty and hunger which need redress. Unfortunately the alleviation of the same has been made possible through ruthless exploitation and maximum expansion of natural resources and in the process, the environment suffered much. However, with social development, the natural environment is often sacrificed and conversely with the protection and preservation of nature, man is then condemned to destitution. With the introduction and the case expose forming the introduction of this research project in Chapter 1, Chapter 2 is devoted to the research methodology used throughout this project. Also, given the problem statement, endeavours to search for answers to the central questions are outlined. An analysis of the case study is also made in this chapter. Chapter 3 deals with the weighing of the classical dilemmas namely: anthropocentrism versus biocentrism / ecocentrism and this further entails the notion of justice versus conservation pertaining the case in point. These classical dilemmas are put into critical perspective in Chapter 4 wherein monistic value approaches are exposed in terms of their failures. Precisely, the either-or choices following from pure theoretical principles are put into question with reference to the case under discussion. An alternative, namely the pragmatic approach, which maintains a multiplicity of values, is hereby brought into play. Chapter 5 entails a critical appraisal of the decision to be taken by the Makhado Municipality Council with regard to the development of the shopping complex or the protection of the indigenous tree sanctuary. In conclusion, recommendations and suggestions are stated within the context of the case in point. However, it is imperative to note that these recommendations and suggestions should be read in conjunction with one another, and not in isolation from one another. Furthermore, the same should not in anyway be indiscriminately used as a universal standard in any similar or related case. Further research on this ethical debate is encouraged. / AFRIKAANSE OPSOMMING: Die doel van hierdie navorsingsprojek is om helderheid en 'n praktiese oplossing te kry met betrekking tot die etiese dilemma wat voortspruit uit die oeriskynlik onversoenbare beginsels en waardeposisies wat geassosieer word met twee omstrede kwessies, naamlik sosiale ontwikkeling en natuurbewaring. Met die oog daarop om die kwelpunte rondom bogenoemde twee waardeposisies aan die lig te bring, stel hierdie projek antroposentrisme teenoor biosentrisme / ekosentrisme. Baie mense in ontwikkelende lande, insluitend Suid-Afrika, IS slagoffers van armoede en hongersnood, soos aangedui word in die loop van hierdie navorsing. Hierdie situasie noodsaak regs telling. Variation of the coal stratigraphy and characterization of the Soutpansberg Coalfield, Limpopo Province, South Africa

MESMEG / Department of Mining and Environmental Geology / The future of energy in South Africa depends on coal as it is one of the cheapest and most affordable sources of energy; however, some of the coal is uneconomical to mine due to the thickness and depth of the coal seams. For many years the coal resources of the Soutpansberg Coalfield remained untapped and limitedly researched and with the coal resources running out in the other coalfields, the Soutpansberg Coalfield remained the bright coalfield of tomorrow in South Africa. Coal seams in the Soutpansberg Coalfield occur within the Madzaringwe Formation. Three coal basins have been identified in this coalfield, are the Venda-Pafuri, Tshipise and Mopane. Sedimentological basin analysis of the coal stratigraphy and characterisation of the Soutpansberg Coalfield in the Makhado area, Limpopo Province was investigated within the farms of Rissik, Fannie, Duel, and Lurkin. The main purpose of the study was to establish the variation of the coal stratigraphy and how coal influenced the stratigraphy within the area. Fieldwork involved core logging and core sampling from the different farms within the Makhado coal area, while laboratory work included petrographic studies, investigation of the physical and chemical properties of coal. Core logging revealed the occurrence of coal zones where coal seams were intercalating with mudstones, but rarely with siltstone that formed the footwall of coal. Rarely was coal intruded by dolerite dyke as was the case along borehole W6610001. Core logging further revealed the sedimentary structures in the lithologies and the depth at which different lithologies were intersected. From these sedimentary structures, the environment of coal deposition was deduced supported by the geochemical analysis of major oxides and trace elements. Correlation of boreholes along the strike showed that the shale and mudrock were the predominant rocks within the coal horizon leading to the conclusion that these were the coal host rocks. Whole rock geochemical analysis was undertaken, using X-Ray Fluorescence Spectroscopy in order to establish the rock types and their trace element contents. The collected samples were analysed at the University of Venda, Department of Mining and Environmental Geology Laboratory, Siza Coal Services in Secunda and Council for Geoscience. The study indicated that the coal seams of the Soutpansberg Coalfield were deposited within the floodplain of a mixed-load fluvio-deltaic (fluvial and braided) systems. This sedimentary channel has been the major influence on the development of the coal seams. Locational changes in sedimentary facies above and below the coal seams within the study area has caused variations in the rates of compaction and subsidence which influenced the coal basin morphology and the coalification pattern. These two parameters (variations in the rates of compaction and subsidence) controlled the coal quality parameters, and coal seam thickness as well as the coal composition. The study confirmed that coal quality and thickness vary markedly from place to place in this coalfield due to varying local depositional environments. Most of the drill holes intersected mainly 3 coal seams, although in some cases either 2 or 5 seams were intersected. The thickest coal seam (borehole F578002) was 8 m. It was concluded that the coal was sub-bituminous to bituminous coal rank class (medium-volatile bituminous coal rank class). The coal had low moisture content ranging from 0.7-0.8%, and ash content ranging from 21.4-32%. The fixed carbon and volatile matter values of the coal samples ranged from 42.5 to 50.4% and from 25.2 to 27.4% respectively. The carbon and hydrogen were the main principal combustible elements in coal, however; carbon is the predominant one based on weight, constituting about 5.3% (the lowest) to 70.3% (highest) of the total. Due to the nature and thickness of the coal seams we conclude that this coal was economical to be mined and can be used for electricity generation and in cement grinding plants. A graph of coal gas concentrations over combustion time showed that methane (CH4) and carbon dioxide (CO2) had high gas concentrations, amounting to 1.75% and 1.70% respectively. / NRF

Analysis of socio-economic factors influencing informal and formal market participation by beef cattle farmers in Makhado Local Municipality, Limpopo Province, South Africa

Cattle production plays an important role in the provision of food worldwide. It important for farmers to participate in the market to improve their income and livelihood. Globally, it was discovered that livestock production contribute value to the economic development of various countries. Ethiopia is one of the countries that generate more income from the livestock production. In the study area farmers participate in the lower level of market participation. They sell at informal market than formal market because of insufficient market channel. The farmers seldom sell since their sale depends on the availability of the market. Hence it was important to analyse socioeconomic factors influencing informal and formal market participation by small-scale beef cattle farmers at Makhado Local Municipality. The aim of the study was to analyse socioeconomic factors influencing informal and formal market participation of small-scale beef cattle farmers in Makhado Local Municipality. The objectives of the study were to identify, describe the socioeconomic characteristic of beef cattle, determine the level of market participation of the beef cattle and analyse the influence of socioeconomic factors in the participation of the beef cattle farmers in both the formal and informal market in Makhado local municipality. Structured questionnaires were used to interview 82 cattle farmers who participate in both informal and formal markets. Descriptive statistics were used to analyse socioeconomic characteristics of the cattle farmers. The logistic regression model was used to analyse factors that influence the participation of small-scale cattle farmers in both formal and informal markets. Lastly, market participation index tool was used to analyse the percentage of each farmer’s participation in different markets. The descriptive statistic results were showing men dominating participation in the market than women. The findings illustrate that farmers participating in the market were mostly pensioners who depend on social grant. Most of them are married and v have low level of education. The study also revealed that most beef cattle farmers are engaged in cattle farming for the purpose of sale instead of consumption. The logistic regression model results shows the coefficients for the independent variables such as gender, family size and farming experience to be significant at 1%. Age, marital status, monthly income, and distance to the market were found to be significant at 5%. Membership association were found to be significant at 10%. Educational level, extension services as well as the market information were found to be insignificant. The market participation index tool results revealed that the participation of beef cattle farmers in level 1 was 74.39%, level 2 18.29%, level 3 3.66% and lastly, in level 4, it was 3.66%. Additionally, the study revealed that only 1 farmer had a minimum score of participation of 3 and another farmer scored the highest participation of 23 out of all 82 farmers who participated in different market channels namely, homestead, village market, auctions, town market and fresh produce market. The study indicated various constraints faced by cattle farmers in both formal and informal markets. However, for a farmer to be a full participant all farmers should be able to participate in all the above-mentioned market channels. Additionally, for a farmer to increase his/her level of market participation, there is a need for each farmer to sell many cattle per year in different marketing channels mentioned above. It is also vital to increase the cattle productivity and to decrease identified constraints that negatively influence market participation of beef cattle farmers. Furthermore, constraints influencing market participation of beef cattle farmers need to be addressed to increase the sale of cattle by farmers. This requires assistance by both government and non-governmental stakeholders. Government stakeholders include extension officers, agricultural experts and veterinaries, while nongovernmental stakeholders include meat quality experts, agricultural cattle commercial farmers, and cattle farm managers. / Department of Agriculture, Forestry and Fisheries

The challenges of community development workers in the implementation of the Community Development Workers’ Programme in Makhado Local Municipality, Limpopo Province

Thesis (MPA)--Stellenbosch University, 2013. / ENGLISH ABSTRACT: The community development workers’ programme (CDWP) is a strategic policy intervention by government to address challenges of service delivery to communities. The purpose of the CDWP is to facilitate the removal of obstacles in the course of providing services to communities. The CDWP is located in local government. Its purpose is often misunderstood by the stakeholders, because of the perception that the programme is meant to deliver services like provision of water, electricity and other social services. In essence, the CDWP is meant to facilitate communication between government and communities in order to ensure that services are delivered effectively and efficiently. Some of the challenges faced in the Makhado Local Municipality relate to the lack of infrastructure maintenance initiatives, including expansion plans that are well funded. Massive backlogs of infrastructure and services remain in the areas of water and sanitation, energy provision, housing, social security and others. If these problems relating to infrastructure and access to services are not adequately addressed, it will be impossible for the implementation of the CDWP to be successful. It is, therefore, critical that the government as a whole, and working with the private sector, should develop a comprehensive programme that mobilises society through both public and private initiatives. The purpose of this study was to investigate the challenges faced by community development workers (CDWs) in the implementation of the CDWP in Makhado Local Municipality. A qualitative research paradigm was adopted for the study. A literature review, focus groups and interviews were employed within the context of structured questions formulated in line with the framework of the study. The above were meant to facilitate a response to the research question of the study, which sought to find out what the challenges was faced by CDWs in the implementation of the CDWP in Makhado Local Municipality. One of the recommendations of the study is that the CDWP should be integrated with the Makhado Local Municipality plans and budget in order to ensure that it is sustainable and meets its stated objectives. Once this is achieved, it will be possible to confidently say that:  The introduction of CDWs is succeeding in addressing challenges of service delivery in the implementation of the CDWP  Challenges of CDWs in municipalities are being resolved through the effective implementation of the CDWP If the CDWP can be implemented fully in the Makhado Local Municipality, challenges of service delivery can be resolved over a reasonable period. It is, therefore, critical that the CDWP should remain an intergovernmental programme that fosters planning and partnership between the public, as beneficiary, and the government as service provider. / AFRIKAANSE OPSOMMING: Die Gemeenskapsontwikkelingswerkers Program (GOWP) is ‘n strategiese beleidsintervensie deur die regering om uitdagings met betrekking tot dienslewering aan gemeenskappe aan te spreek. Die doel van die GOWP is om hindernisse tot dienslewering aan gemeenskappe uit die weg te ruim, en die program is binne die plaaslike regering gesetel. Misverstand oor die doel daarvan kom dikwels onder belanghebbendes voor vanweë die veronderstelling dat die program bedoel is om dienste soos die voorsiening van water, elektrisiteit en ander maatskaplike dienste te lewer. In wese is die GOWP bedoel om kommunikasie tussen die regering en gemeenskappe te bewerkstellig om te verseker dat dienste doeltreffend en effektief gelewer word. Uitdagings vir die Plaaslike Munisipaliteit van Makhado staan in verband met die gebrek aan inisiatiewe om infrastruktuur in stand te hou, insluitend goed befondste uitbreidingsplanne. ’n Massiewe agterstand van infrastruktuur en dienste bestaan steeds op die gebied van water en sanitasie, kragvoorsiening, behuising en sosiale sekerheid. Indien hierdie probleem met betrekking tot infrastruktuur en toegang tot dienste nie voldoende aangespreek word nie, sal die implementering van die GOWP geen sukses behaal nie. Dit is dus van uiterste belang dat die regering, in geheel, en met die samewerking van die private sektor, ‘n omvattende program ontwikkel wat die gemeenskap deur middel van openbare en private inisiatiewe mobiliseer. Die doel van die huidige studie was om die uitdagings waarvoor gemeenskapswerkers met die implementering van die gemeenskaps- ontwikkelingswerkers program in die Plaaslike Munisipaliteit van Makhado te staan kom, te ondersoek. ’n Kwalitatiewe navorsingsplan is vir die studie gebruik. ‘n Oorsig van die literatuur, fokusgroep en onderhoude is gebruik, met gestruktureerde vrae wat binne die raamwerk van die studie geformuleer is. Die vrae was bedoel om ‘n respons tot die navorsingsvraag oor die uitdagings wat deur die gemeenskapsontwikkelingswerkers met die implementering van die GOWP in Makhado ondervind word, te fasiliteer. Een van die aanbevelings van die studie is dat die GOWP by die planne en begroting van die Plaaslike Munisipaliteit van Makhado geïntegreer moet word om die onderhoubaarheid van die program te verseker en dat die gestelde doelwitte bereik word. Wanneer dit geskied, sal dit moontlik wees om te sê dat:  Die instelling van die gemeenskapsontwikkerlingswerkers behaal sukses ten opsigte van die uitdagings van dienslewering binne die Gemeenskapsontwikkelingswerkers program.  Die uitdagings aan gemeenskapsontwikkelingswerkers in die munisipaliteite word deur die effektiewe implementering van die GOWP oorkom. Indien die GOWP ten volle in die Makhado Munisipaliteit geïmplementeer kan word, kan die probleem rondom dienslewering binne ‘n redelike tydperk opgelos word. Dit is dus belangrik dat ‘n onderneming soos die program vir die gemeenskapsontwikkelingswerkers behoue bly as ‘n inter-regeringsprojek wat die vennootskap tussen mense en die regering ondersteun.
