台灣製造業經營績效指標之研究

資訊科技的運用觀念隨著科技的演化與環境的變遷正快速的改變,早期的資訊運用著重「效率」,所以電腦的使用主要在於大量的資料處理,此觀念的本質在於─以「自動化」解決效率問題。而後電腦的運用漸漸使用於經營效能的改善,此時電腦的用途主要在於管理資訊的取得,此觀念的本質在於─以「合理化」解決管理效能問題。   近年來資訊科技的運用已成為提昇企業競爭力的驅動器(enabler)並期望系統能發揮「系統警察」的危機預警功能;本研究的動機使是基於此觀念的觸發,希望以企業「競爭力」的觀點來觀察企業問題的本質,以「系統警察」的觀念來作為系統設計的理念,以「主管資訊系統(EIS)」的特質,來作為系統展現的工具;因此為了要取得台灣製造業者對經營績效的評估準據,以成為「經營績效指標監控系統」的需求規格,所以本研究前半部採用實証研究中的指標發展法,先利用文獻整理來找出經營績效指標,並透過專家座談來確保指標評量表的效度,然後再依此指標評量表對樣本公司訪談,並將訪談結果作信度檢驗及資料分析。所以在本研究中得到以下之成果:   1.以營業、財務、生產、人力資源四個構面為基礎的「經營績效指標評估準據訪查表」,該訪查表經過信度與效度的測試結果均相當良好〈訪查表內容詳見附錄三〉。   2.在實際的訪查問卷分析中發現,台灣製造業的經營者在監控企業經營績效時,認為最重要看法也最醫治的指標排名前五名依序是:    (1).利潤率    (2).存貨週轉率    (3).資本報酬率    (4).應收帳款週轉率    (5).銷售金額營業利益率   3.得到一個企業經營績效指標監控系統的架構與規格〈詳見第五章〉。

Perspectives on the implementation of the performance management and development system in the department of social development in Eastern Cape

<p>This research report, explores the challenges contributing to a non-effective implementation of performance and development management system at the Department of Social Development in Eastern Cape. My argument is that although the system has been fully implemented throughout the province and in all the layers of the department, there are still challenges that contribute to its ineffective implementation of this system. This research report debates a range of issues such as: challenges that revolve around the lack of proper&nbsp / knowledge and training in staff, non-alignment of performance contracts with operations of the department, attitudes of officials towards the system itself and the desired&nbsp / institution&rsquo / s operation that may contribute to its performance and achieve its objective of effective service delivery meaningfully. The research report also explores the paradigm shift&nbsp / of the department from a traditional &lsquo / welfarish&rsquo / approach to a one that focuses on social development. This research especially seeks to understand how the department seeks to plan for institutional change that will promote delivery its services to communities more. The reason for this focus derives from department is practice to provide services sectoralyand not in an integrated manner. Hence the critique, in this research is of the roles and responsibilities of all different layers of the department. This, I specifically argue for re-orientation of the department, not merely institutionally, but also strategically by adopting a social development approach to service delivery.</p>

Evaluation Of Performance And Optimum Valve Settings For Pressure Management Using Forecasted Daily Demand Curves By Artificial Neural Networks

For the appropriate operation and correct short term planning, daily demand curve (DDC) of municipal water distribution networks should be forecasted beforehand. For that purpose, artificial neural networks (ANN) is used as a new method. The proposed approach employs already recorded DDCs extracted from the database of ASKI (Ankara Water Authority) SCADA center and related independent parameters such as temperature and relative humidity obtained from DMI (State Meteorological Institute). In this study, a computer model was developed in order to forecast hourly DDCs using Matlab and related modules. Parameters that affect the consumption of the water were determined as temperature, relative humidity, human behavior (weekend or workday) and season. Randomly selected days were taken into account for performance of the ANN model. Forecasted DDC values were compared with recorded data and consequently the model gives relatively satisfactory results, an average of 75% match according to R2 values for Ankara N8-3 network. Same architecture was applied for Antalya network give better results, average of 85%. For planning purposes / total volume and peak water consumption values for the selected recorded days, the day before recorded days, ANN forecasted days and seasonal average was compared and seasonal average gave relatively better results. Using the forecasted DDC, (i) performance analysis of the pressure zone and (ii) optimum valve setting evaluation for pressure management were realized. The results of the study may help water utilities for short term planning of a water distribution network, rehabilitation of elements, taking counter measures and setting the valve openings for minimizing leakage and optimizing customer conformity of the distribution network.

Application of low-volume road maintenance management systems in New Zealand to the Philippines

Road authorities around the world have been innovating and finding ways to cope with the high cost of road network maintenance, the growing demands of road users and the changing traffic type and volume. A well-maintained road is needed to make the network sustainable for future generations. Improving road maintenance management in the Philippines, based on New Zealand experience, is the goal of this research with the theme of managing the change from method-based specifications to the adoption of performance-based specifications for unsealed low-volume roads. The New Zealand Local Government Act 2002 prescribes the requirements for the provision, operation, and management of the local road network, consistent with the Land Transport Management Act 2002 and the New Zealand Land Transport Strategy. The maintenance management system used by New Zealand road controlling authorities (RCAs) was determined by survey and a profile of RCAs that have adopted performance-based specifications was established. RCAs that adopted performance-based specifications had employed asset managers, used the Road Asset Maintenance Management (RAMM) system as an asset management tool, engaged consultants for specialised skills, employed more engineers, had highly developed performance specifications, conducted customer surveys, and had more resources in terms of rates and revenues than RCAs that had not adopted performance-based specifications. The proposed performance-based specifications for sealed and unsealed roads were also presented in this thesis. The Department of Public Works and Highways of the Philippines has implemented three long-term performance-based maintenance pilot projects, all completed by 2005. The lessons learned from the pilot projects, together with the New Zealand survey results will guide road authorities in the Philippines to improve the implementation of future long-term performance-based maintenance contracts (LTPBMC) on national roads, and possibly apply the same to low-volume roads.

This thesis is focused for accounting responsability, which purpose is capturing the responsibility of individual economic centers and evaluation of their performance. The work is divided into two parts. The theoretical part explains the basic concepts of responsibility accounting. The practical part is already focused on the application of responsibility accounting in selected company. First, it is characterized by the company and its line of business. Furthermore, it analyzes the organizational structure of the company, based on results together with the scope of business are proposed economic centers. Individual departments are compiled results of operations and established key performance indicators used to evaluate the performance of departments. The work could especially contribute to the eventual development of society.
