Effectiveness of mentorship programme of Mogale City Local Municipality for small, medium and micro enterprisesMakhado, Avhasei Erson 11 1900 (has links)
The study was undertaken to investigate the effectiveness of the interventions made by the Mogale City Plato mentorship programme to promote growth and sustainability of SMMEs. Though there have been interventions through the Plato mentorship programme to help develop SMMEs, there is still a high failure rate of small businesses in MCLM. The study will therefore evaluate if the Plato mentorship programme achieved its envisaged aim.
A structured research instrument (questionnaire) was used to collect data through a self-administered survey. Questionnaires were distributed to the respondents by the researcher, and 100% of the questionnaires were returned for analysis.
The results of the study showed that Mogale Plato mentorship programme adds value and advances small businesses and entrepreneurship. The study concluded that owners that took part in the MCLM Plato mentorship programme acknowledged that the programme was effective and increased business performance. The study showed that owners are faced with different challenges in running their businesses, which spoke volumes regarding the effectiveness of the mentorship programme. The findings also revealed that a majority of business owners benefited from the assistance received from MCLM Plato mentorship programme.
The study recommends that MCLM sets up an office for mentoring individuals/groups in the municipality. This means that within MCLM, there should be a mentoring office and training twice a month that is aimed at helping business people know how to improve their businesses and manage challenges and take advantage of opportunities around them. The study also recommends that the municipality to create an incubating site for new owners/managers. The new owners/managers could share common services such as secretarial services, bookkeeping, and boardrooms / Business Management / M. Tech. (Business Administration)

Hostel redevelopment programme of the Kagiso Hostel in the Mogale City Local MunicipalityUbisi, Salphinah Vuloyimuni 17 March 2014 (has links)
Hostels are a product of the migrant labour system that originated in the copper mining industry in Namaqualand in the 1850s. The migrant labour compounds were used to accommodate migrant labour workers in the urban areas. However, these compounds also meant that migrant labour workers were denied the right of access to permanent accommodation and residential space in the urban areas. After the repeal of the influx control and segregative laws in South Africa in 1986, some of the hostel dwellers brought their relatives and friends to live in the hostels and this resulted in problems such as overcrowding which were exacerbated by poor management and control of the hostels. The living conditions of the hostel dwellers deteriorated during the 1990s. After the announcement of the unbanning of all liberation movements and political parties in South Africa in the 1990s, hostel violence broke out. This hostel violence left many hostel blocks vandalised and without basic municipal services such as electricity, water and waste removal. The hostel violence was primarily between the Inkata Freedom Party (IFP) aligned hostel dwellers and the African National Congress (ANC) aligned township and informal settlement residents.
The hostel violence has catalysed the public housing challenges faced by the democratic government since its inception in 1994. Nevertheless, since 1994 the democratic government has introduced various housing programmes in an effort to provide adequate houses for all South African citizens. One such housing programme is the hostel redevelopment programme. The hostel redevelopment programme was adopted by the democratic government after 1994 with the aim of, among other things, upgrading public hostels, redeveloping and converting the rooms in public hostels into family rental units in order to improve the living conditions of the hostel dwellers and introducing hostel dwellers to family life. The Mogale City Local Municipality (MCLM) is one of the municipalities in Gauteng province that is participating in the hostel redevelopment programme. The findings of this study have revealed that the upgrading of the Kagiso hostel involved the following two processes: During the first process, the MCLM upgraded the Kagiso hostel by fixing broken windows and doors, repairing toilets and providing basic municipal services such as electricity, water, and waste removal in order to improve the living conditions of the hostel dwellers. The second process involved demolishing the hostel blocks and converting them into family units in order to address the public housing challenges relevant to the Kagiso hostel. In this study, the hostel redevelopment programme is called process 1 and the community residential units (CRU) programme is called process 2. / Public Administration & Management / M. Tech. Enhancing service delivery through records management in Mogale City Local MunicipalityMakgahlela, Kgoori Aubrey 07 1900 (has links)
Records are essential to the efficient administration of municipalities and more critical to the facilitation of good governance, transparency and accountability. Despite this, the records management processes of many municipalities in South Africa have remained ineffective and inefficient. The study investigated the extent to which records management enhances service delivery in Mogale City Local Municipality. The objective was to determine how far sound records management goes in enhancing the public services, accountability, transparency and good governance. The study sought to address the following research questions: “What contribution, if any, does records management play in enhancing service delivery?”; “Are there any suitable standards and practices for creation and maintenance of records MCLM?”; “To what extent does records management impact on transparency and accountability in Mogale City Local Municipality?” and “Identifying the benefits derived from records management in the municipality.” The study was underpinned by the record life-cycle and records continuum models. The literature reviewed was based on themes derived from the research questions, the underpinning models and broader areas of the study.
The study adopted an interpretivist paradigm, which is associated with the qualitative research approach. The study adopted a single case study design and data were collected through the use of interviews and observation. The qualitative data collected were presented and analysed in narrative description. The findings of the study revealed that there is a positive correlation between records management and effective service delivery. In conclusion, it is evident that the future well-being and quality of basic service delivery depend on the ability of the MCLM to utilise records management strategic planning processes. Records contain information that will assist the municipality in determining the required resources, and moreover, in setting or improving service standards. The records management policy in the municipality must be adhered to and practiced consistently to ensure compliance and sound records management. This affirms the need for reformed records management strategies to enable administration efficiency and improved service delivery in the municipality.
Information Science / M.A. (Information Science)
