Renewable Energy Transition: Dynamic Systems Analysis, Policy Scenarios, and Trade-offs for the State of Vermont

There is broad consensus that a transition to renewable energy and a low-carbon economy is crucial for future development and prosperity, yet there are differing perspectives on how such a transition should be achieved. The overarching goal of this dissertation, which is comprised of three interrelated studies, is to analyze and compare energy futures scenarios to achieve a renewable energy transition and low-carbon economy in the State of Vermont. In the first study, an analysis is presented of the role of energy pricing regimes and economic policy in the context of pursuing a renewable energy transition in the State of Vermont. Through the development and application of a system dynamics model, results address the limits to technological substitution due to path dependence on nonrenewable energy. The role of complementary economic policy is also highlighted to shift from a goal of quantitative growth to qualitative development in order to decouple economic welfare from energy consumption. In the second study, an analysis is presented of the impact of modeled energy transition scenarios to address energy development and land use trade-offs. Simulations with a spatio-temporal land cover change model find that Vermont could achieve a complete transition to renewable electricity using in-state resources through developing between 11,000 and 100,000 hectares of land for solar and wind, or up to four percent of state land area, including some environmentally sensitive land. This approach highlights the need for integration of energy policy and land use planning in order to mitigate potential energy-land use conflict. In the final study, trade-offs between energy, economic, environmental, and social dimensions of Vermont's renewable energy transition are explored through the use of a multi-criteria decision analysis. Energy transition alternatives were designed to reveal trade-offs at the intersection of economic growth and carbon price policy. While there were no optimal pathways to achieving Vermont's energy transition, some energy transition alternatives achieve a more socially desirable balance of benefits and consequences. Navigating the trade-offs inherent in the ongoing energy transition will require an adaptive approach to policymaking that incorporates iterative planning, experimentation, and learning.

Farm to Label: A Critique of Consumer Activism in the Sustainable Food Movement

“Local,” “organic,” “natural,” and “Fairtrade” are just several of the many claims adorning the food products that line grocery store shelves. These promises of environmental sustainability and social responsibility are pillars of the “good food revolution” sweeping the nation as consumers demand alternatives to the products of the industrial food system. Green consumerism, the premise that consumer demand for environmentally sustainable goods will bring about ecologically beneficial outcomes, is at the heart of the sustainable food movement. This thesis takes a critical look at the operation of green consumerism in the food system. It explores the ideology and shortcomings of neoliberal consumer-citizenship that informs the “vote with your fork” rhetoric promoted throughout alternative food markets. Examining the plant-based foods movement as a case study, it attempts to shed light on aspects of food production that are obscured by the promises of “conscious consumption,” such as environmental impacts, accessibility, and reinforcement of the dominant dietary and patriarchal paradigm. Ultimately, the emphasis on consumerism as a means to remedy the failures of the industrial food system instead perpetuates social inequalities and environmental exploitation while relieving powerful institutions and the public of the responsibility to enact significant change. This thesis concludes with recommendations for a multi-sectored approach to the good food revolution that incorporates government, corporate, and grassroots action to bring about a truly sustainable food system.

Bringing Biodiversity to Development: Perceptions of Integrating Eucalyptus and Forest-Corridors around the Serra do Brigadeiro, Brazil

The Atlantic Forest of south-eastern Brazil is a hot-spot for biodiversity and should be conserved. It is also at the center of the largest municipalities in Brazil and therefore has a severely fragmented landscape. Iracambi, a working farm near the Serra do Brigadeiro state park in Minas Gerais, is working for conservation in an area of intense agricultural production and expanding forestry industry. Most households in this rural area have some amount of eucalyptus on their property and consequently the director of Iracambi is developing the preliminary foundation for a forest corridor program comprised of primarily eucalyptus with the goal of integrating native species whenever possible. In this research, an exploratory case study was conducted with the purpose of determining if an integrated forest corridor should be considered as a viable option for Iracambi in the greater Serra do Brigadeiro region (near the communities of Araponga, Ervália, Fervadouro, Miradouro, Pedra Bonita, and Sericita). The majority of the survey participants revealed interest in the proposed forest corridor program and many expressed further interest if this would help them achieve compliance with the environmental law requiring a Legal Reserve Area (ARL) on private property. There is a need and a desire for programs that would subsidize ARL adherence in this area, since many studies recognize that adherence levels are at approximately ten percent nationally. Barriers to implementation, however, include cultural barriers that would primarily require acceptance with influential community members, knowledge and cost barriers associated with proper stand management, and current economic circumstances which lack a market for sustainably produced, higher quality eucalyptus timber. Additionally, policy barriers, which do not provide sufficient incentives to comply with environmental laws, further impede implementation of an integrated forest corridor program in this area. If these key barriers to implementation could be addressed, an integrated forest corridor program could prove as a viable option for Iracambi and this area and therefore, this thesis offers some recommendations for the successful implementation of this proposed program.

Effective Environmental Management of the National Park Service: A Case Study of Channel Islands National Park

The topic of protected area management serves as the focal point of my thesis. The fundamental question I seek to answer is; what constitutes effective environmental management and how is it exemplified in the National Park Service (NPS)? How exactly does the NPS continually earn the trust and confidence of the American people when so many other government agencies are viewed in a negative light? How does the Channel Islands National Park, in particular, shape the economic and political framework in which it operates to achieve its goals? How does this agency effectively manage such a complex ecosystem spanning across five unique islands and the surrounding waters? More specifically, I examine how the NPS designs and implements strategies to simultaneously monitor a variety of endemic species, some of which are on the endangered species list, into feasible tasks and fundable projects. A wealth of information exists providing salient recommendations for improving endangered species recovery efforts, but this paper provides a detailed comparison of two contemporary recovery programs dealing with independent declines of the same species: the island fox. Finally, there is an overlapping mix of jurisdiction responsible for protecting the Channel Islands and I will also be examining the collaborative processes that take place among the multiple stakeholders such as the U.S. Navy, Catalina Island Conservancy, and The Nature Conservancy. The primary purpose of this thesis is to assess the relationships the NPS develops with other agencies in order to fulfill its mission within the context of the Channel Islands.

The Full Cost of Renewables: Managing Wind Integration Costs in California

Wind power will be an important component of California's aggressive strategies to meet its greenhouse gas reduction targets by the year 2020. However, the costs of integrating wind power's variable and uncertain output are often ignored. I argue that California must take prudent action to understand, minimize, and allocate wind integration costs. A review of numerous studies suggests that for wind penetration levels below 20%, integration costs should remain modest. However, costs are heavily dependent on market structure, and I suggest numerous ways that California can optimize its market design to manage wind integration costs.

A Policymaker's Guide to Feed-In Tariffs: Encouraging a Responsible Transition to Renewable Electricity in California

The feed-in tariff is a flexible, yet effective mechanism in promoting the proliferation of renewable electricity in California. The tariff creates a stable investment environment that protects both the utilities and the renewable electricity generators. Not only does the system foster capacity growth, but also technological advancement to the point where renewable electricity can compete in the market without assistance. From an environmental standpoint, the feed-in tariff contributes significantly towards achieving the emissions reduction goals set forth by AB32 without causing harmful increases to electricity prices. The feed-in tariff model has been used in countries all over the world and in countless variations. The California model is certainly unique, using a dynamic combination of eligibility requirements, pricing mechanisms, and degression rates. Flaws can already be spotted in the system, but it is too early to tell what type of market effects will truly prevail. The key will be to analyze the market effects as they happen and adjust the tariff accordingly. In the meantime, it would be advantageous to pursue more aggressive green marketing campaigns in order to establish meaningful social norms in favor of environmentally responsible goods and practices. These strong social norms will help to ensure quicker and more effective transitions to green products in the future, including the complete transition to renewable electricity over the coming generations.

The Study of Variations in the Properties of Biodiesel on Addition of Antioxidants

This research studies variations in biodiesel upon addition of different concentrations of antioxidant and petrodiesel additives. Oxidation onset temperature, oxidation induction time, oxidative stability, thermal stability, crystallization onset temperature and moisture retention properties of the biodiesel, with and without antioxidants have been studied. Antioxidants like BHT, BHA, PrG, Vit E and Vit C were added to the biodiesel during the study. These samples were analyzed using the PDSC, TGA, DSC and TGA-SA instrumentation. The results of this research show an improvement in the OOT, OIT and Oxidative stability of biodiesel with the addition of antioxidants and by blending the biodiesel with different amounts of Petro-diesel. A significant improvement in oxidative stability of biodiesel has been observed with the addition of antioxidants and petrodiesel. There was no significant change noticed in the thermal stability, crystallization and the moisture retention properties of biodiesel. I hope that this research would help improving the oxidative stability of the biodiesel. The results from the analysis made in this study would also be helpful in designing a better antioxidant and aid in improving the present experimental methods for the OIT and thermal analysis.

Farmers' Markets in Kentucky: A Geospatial, Statistical, and Cultural Analysis

To assess what factors are driving the exponential growth of farmers’ markets in Kentucky, geospatial and statistical analysis of a database of 121 farmers’ markets was conducted. A statewide survey of market leaders and a case study of a single farmers’ market both identified reasons for growing support of farmers’ markets in Kentucky. Market distribution, vendor levels, and gross sales were mapped against a backdrop of county urban classification, median household income, and education levels. Kruskal-Wallace analysis was used to identify if Kentucky’s rural, micropolitan, and metropolitan markets differ significantly in terms of their age, number of vendors, and market sales. Geospatial analysis indicates that farmers’ markets are more concentrated in metropolitan areas of the Commonwealth. However, statistical analysis reveals that farmers’ markets have been established longer in micropolitan areas of the state. Markets across urban classes have significantly different ages and gross sales, but all markets tend to sustain a similar number of vendors. Population levels appear to have the strongest correlation with the variables studied, although education and household median income also may play a role in farmers' market strength. Market stakeholders believe that markets are gaining popularity as consumers become more aware of food safety and environmental problems in the mass market system. Farmers’ markets are considered an important tool for strengthening the local economy, connecting farmers with consumers, and increasing local availability of fresh and nutritious foods.

Soup, Fins, and Exploitation: An Analysis of the Current State of Shark Finning

Despite being one of the most recognizable sea creatures in the world, sharks remain widely misunderstood by the public. Media coverage often sensationalizes them as dangerous creatures, when in reality, humans pose a much more significant threat to sharks than vice versa. Over the past few decades, overfishing has decimated populations worldwide as demand increases for byproducts such as meat, cartilage, and fins in particular, a crucial ingredient in the Chinese delicacy of shark fin soup. Finning, a particularly inefficient practice that promotes overfishing and waste, occurs when fishers cut off fins at sea and throw carcasses overboard. As sharks play an important role in marine ecosystems as apex predators and are slow to reproduce, increased attention to shark conservation is urgently needed. Although there have been attempts by international organizations such as the United Nations and by individual countries, current legislation has proven to be inadequate in combating shark exploitation. Though public awareness is on the rise thanks to increased media coverage and environmental advocacy, sharks still need greater protection in the face of overharvest and stock depletion. This thesis details the current state of shark exploitation, including shark biology, public perceptions of sharks, and current levels of shark finning, as well as the economics behind the trade. It also analyzes previous actions taken both at the international and national levels. Finally, it recommends further actions to be undertaken in order to preserve declining shark populations and keep them from extinction.
