Discurso e poder nas denominaÃÃes de bairros de Fortaleza / Discourse and power in the denominations of neighborhoods of Fortaleza

nÃo hà / Este trabalho visa analisar as relaÃÃes entre discurso e poder nas denominaÃÃes de bairros de Fortaleza com nomes prÃprios de pessoa no que diz respeito ao ato da denominaÃÃo, as escolhas dos nomes para as denominaÃÃes e à relaÃÃo entre denominaÃÃo e condiÃÃo social. Esse trabalho serà norteado pela perspectiva teÃrica dos Estudos CrÃticos do Discurso seguindo, mais especificamente, um viÃs sociocognitivo com base fundada especialmente em Dijk (2015) e por uma atitude metodolÃgica fundada na anÃlise de conteÃdo (GUERRA, 2012). Analisamos o modo de acesso ao discurso das denominaÃÃes de bairros em Fortaleza com base na legislaÃÃo referente tanto ao ato da denominaÃÃo como, principalmente, Ãs denominaÃÃes jà realizadas de bairros com nomes prÃprios de pessoa. Buscamos identificar os grupos sociais priorizados nas denominaÃÃes dos bairros de Fortaleza com nomes prÃprios de pessoa a partir das regularidades dos conhecimentos biogrÃficos disponÃveis na internet das pessoas cujos nomes denominam esses bairros. Por fim, com base no Ãndice de Desenvolvimento Humano (IDH) do bairro, buscaremos analisar relaÃÃo entre as condiÃÃes sociais do bairro e suas denominaÃÃes. Desse modo, pretendemos inserir em nossa pesquisa questÃes que abordem o lugar das instituiÃÃes no processo de denominaÃÃo, o conhecimento biogrÃfico sobre as pessoas cujos nomes foram adotados para os bairros e sua relaÃÃo com o espaÃo que denominam. Nossos resultados apontam para uma Ãnfima participaÃÃo dos moradores no ato da denominaÃÃo dos bairros frente ao poder dos parlamentares. As escolhas para as denominaÃÃes giram em torno, principalmente, do grupo de polÃticos e empresÃrios, validando assim seu poder tambÃm no Ãmbito simbÃlico da memÃria da cidade. NÃo hÃ, no entanto, uma correspondÃncia entre grupo priorizado e perÃodo de tempo. TambÃm nÃo podemos afirmar que a denominaÃÃo à dada de acordo com a condiÃÃo social do bairro, embora casos isolados pudessem seguir esse padrÃo / This study aims at analyzing the relation between discourse and power in the names of Fortaleza neighborhoods with proper names of people regarding the act of naming a place, the choices of names and the relation between names and social condition. This work will be guided by the theoretical perspective of Critical Discourse Studies, more specifically, by a sociocognitive bias based especially on Dijk (2015) and a methodological attitude based on Content Analysis (GUERRA, 2012). We analyze the access to the act of naming neighborhoods in Fortaleza based on the legislation about the procedures to name a neighborhood and the legislation that names neighborhoods. We sought to identify the most frequent social groups represented in the names of Fortaleza neighborhoods based on the regularities of the online biographical knowledge of those people. Finally, we will seek to analyze the relationship between the social conditions of neighborhoods and their names based on the Human Development Index (HDI) of each neighborhood. Thus, we intend to insert in our research questions that concern the place of institutions in the naming process of neighborhoods, the biographical knowledge about the people whose names were adopted for the neighborhoods and their relationship with the space they constitute. Our results point to a small participation of the residents in the act of naming neighborhoods face the power of the parliamentarians. The chosen names revolve mainly around the group of politicians and businessmen, validating their power also in the symbolic scope of the memory of the city. There is, however, no correspondence between more frequent groups and time. We cannot say that the name of the neighborhood is given according to the social condition of the neighborhood, although isolated cases could follow this pattern.

Mortgage Default and Neighborhoods: A Case Study of Weber County, Utah

The purpose of this study was to examine housing, demographic, and economic characteristics that are present in neighborhoods with high rates of mortgage default. In addition, the effect of minority percentage was studied in neighborhoods with high rates of default. Defaulted properties recorded in 2003-2004 in Weber County were geo-coded and assigned into one of 42 census tracts in Weber County. Descriptive statistics then profiled the characteristics of the census tracts. Correlations were used to determine which characteristics had statistical significance with mortgage default rates as well as minority percentage. Logistic regression was conducted to create a model describing the characteristics of neighborhoods that have high rates of default. The findings from the analysis show that mortgage defaults in Weber County occurred mostly in two well-defined housing markets. The first housing market is found in census tracts with low minorities, newer homes, higher priced homes, more use of second mortgages and home equity loans, more self-employed households, more dependents, and more vacant homes. The second housing market is described as census tracts with high minority percentages, fewer number of dependents, older and lower value of homes, and fewer second mortgages and home equity loans. The results show that the two housing markets that experienced mortgage default in 2003-2004 are different in their needs and possible prevention strategies. Educators can use this information to help target at-risk neighborhoods for education on horneownership and pre-purchase counseling, therefore strengthening communities.
