By system thinking to study the influence of organizational culture to organizational initiative-The case study of Taipei and Kaohsiung household registration offices

In rapidly changing environment, organizations always think hard how to arrange changes, and it makes the ¡§organizational change¡¨ becomes a hot topic. But if the changing methods can¡¦t match with the original organizational culture, organizational members¡¦ resistance makes the change initiative fails. The household registration is the sections that gets widespread approval in governmental administration renovation, although it belongs to the governmental organization that be concerned the hardest organization to change, it still produced remarkable changing achievements. This research uses household registrations as studying case and tries to use the dynamics concept of system thinking to show the structure which hide in the back of phenomenon. It means to discover how the example to initiate change along with its original culture and take organizational culture as the main shaft to analyze and discuss the change continuity. And it is using interviewing and reference analysis to understand the content of culture and using ¡§The cultural dynamics model¡¨ to understand the transformation process of inter-level in order to make the context of research more accurate. There are some conclusions in this research: (1) the structure of household registrations results in the core culture of authority, and it can¡¦t avoid using superior-authority and supervision to drive the change. But thinking of the conflict between change things and organizational culture and the flexibility of organizational function to promote suitable change initiative. (2) Organizational members¡¦ sense of honor, confidence, and sense of responsibility because of positive feedback make them change the attitude. The members become to join change activities spontaneously. Then the loading of superior lightens. (3) Although behavior and attitude may influence the core of culture, but the process of culture change is slow and difficult. After changing, the domain culture of household registrations is still authority. If the concept of authority is opposite to the change or the positive feedback diminished the result of change will be influenced. As a whole, superficial change drives the change in household registrations. But it¡¦s better to initiate deep change, vision setting, after change initiative, and the change may last a long time.

A system for continuous sampling of bioaerosols generated by a postal sorting machine

In this study, a system for the collection of bioaerosols emitted from the mail sorting process was designed and characterized. Two different wetted-wall cyclones, the JBPDS cyclone and the glass cyclone sampler (GCS), were evaluated as system collection devices. These devices operate at 780 L/min and have a D50 of ~ 1 μm. A trimming impactor with a D50 of 10 μm was used upstream of the collection devices. Using two reference probes, the cyclone liquid outputs were compared with aerosol collected on filters and the output of an Aerosol-to-Hydrosol Transfer Stage (AHTS). The mass emission rate of the postal sorting machine was 3.15 mg/min and found not to vary significantly with flow rates above 700 L/min. On average, greater than 66% of the mass collected had a Da < 10 μm. Using a Coulter Counter, the volume median diameter (volume equivalent) for both device hydrosol outputs was 4.18 μm. For the effluent aerosol, the volume median diameter was 12.5 μm. For a bioaerosol release, this study found that greater than 65% (by volume) of the material released had a Da greater than 7.2 μm. Using filters, it was found that on average, 95% of the bioaerosol particles emitted had a Da less than 10 μm. According to the reference data, the expected number of bioaerosol particles in 1.5 times that collected by the GCS and 5.5 times that collected by the JBPDS cyclone for a one milligram release. The time constant for the system in response to a letter release was found to be 1.3 minutes for the GCS and 1.75 minutes for the JBPDS cyclone. A final note to this study states that the probe dimensions were incorrectly developed, therefore affecting the aspiration efficiency of the probes. In turn, this may have affected the outcome of some of the results. A plot is given at the end of the paper showing to what extent the results may have been affected. It is recommended that further experimental studies be performed to verify the results in this study.

A Study on the Social Assistance Role of Village Secretary: A Case Study of Cijin District of Kaohsiung City

With the transformation of economic development and change of social structure, Taiwan is now facing the problem of M-social trend, the gap between the rich and poor. Disadvantaged minorities hence rely on social welfare polity to maintain basic needs for daily life. Village secretary¡¦s duty includes various tasks. The study, from the perspective of social assistance, explores the role function of village secretary on social assistance. Village secretary¡¦s role as social assistance has received much attention for that they should not only passively serve public, but also proactively uncover assist-required cases. In this study, Cijin District of Kaohsiung City is taken as subject for exploration. Cijin District has specific geography and environmental condition, such as inconvenient traffic and residents¡¦ living rely on ocean. It is also the district with the lowest income and highest rate of foreign spouse in Kaohsiung, hence require more social welfare then any other districts. The purpose of the study is to investigate the administrative behavior that promote social assistance from policy and implement perspectives. Issues such as factors that affect village secretary¡¦s qualification examination procedures and discovery of social assistance examination systems are also discussed as reference for further policy implementation. The research method of the study includes system research, literature review and focus group. At the end, it is suggested that secretary function to be strengthened and concrete solution to be proposed as the reference for government to examine social assistance welfare policy, so that disadvantage minorities¡¦ actual need could be fulfilled.
