Master thesis aims to evaluate the accessibility of social services in Karlovarsky region. The thesis is focused on the demographics of seniors and social services intended for them, specifically retirement homes. In addition to analyzing the accessibility of social services is elaborated demographic projection of region's population over the next 50 years. In the theoretical part is described the definition of social policy and the fundamental theoretical principles, types and functions. This part also describes the legislative framework of social policy in the Czech Republic. In relation to social policy are presented issues of community planning as a tool for the implementation of social policy in the Karlovarsky region. The conclusion of theoretical part is devoted to the theory of demographic projections and describes the basic projection methods. The practical part in the introduction focuses on general and demographic characteristics of the Karlovarsky region and the current state of social services for the elderly, specifically homes for the elderly. The second half of the practical part presents a demographic projection of region's population over the next 50 years and is focusing on senior component whose proportion in the population will increase. This projection is calculated by the component method without migration. The conclusion of the practical part is comparing the initial state of social services and the anticipated development of seniors. It also describes community plan in the Karlovarsky region with emphasis on the development of social services for seniors. Documents drawn up by the Karlovarsky region on issues of social services and conclusions of this thesis suggest that there is no need to increase capacity, but rather to focus on the change in the structure of users and ensure that these services are provided to people whose health condition really requires this kind of complex social care.

A significant problem of functioning the public sector is to ensure the efficiency of public expenditures. Efficiency model's creating is a dynamic process that requires regular evaluation of the socioeconomic conditions. The efficiency of financial system and granting social services is still not measured in the Czech Republic. The area of social services is affected by number of criteria and factors. So it is necessary to apply different views on evaluating the efficiency of social care, social prevention and social counseling. The efficiency of social services can not be estimated as a whole, but we should focus on different groups of social services and individual services within the group. In this thesis the efficiency is measured in the two selected residental social care services -- homes for the elderly and homes for people with disabilities. The applied methods was used only to a limited extent because of lacks of many important variables in the area of official statics. In the case of multiple criteria methods the calculation was also impeded by the availability of suitable software.

The work titled "Rank of caring persons in the context of the social services law" analyses the situation of caring persons during the care. The work follows the question of discrimination and social-economic exclusion of caring persons in the Czech Republic on the basis of executed research analyse. The rank of caring persons is not legally embedded in any legal regulation. However, this results into the fact, that there is neither range of duties nor the law or social benefits in the case of sickness, and the old age pension scheme is very limited, too. This work brings suggestions of measures and solutions of these problems so that family and intergeneration solidarity and rules of subsidiarity would be supported, and at the same time the social and economic discrimination of caring persons in the Czech Republic.

Olga Davidová - Abstrakt DP - AJ Abstract Diploma thesis "Globalization and Health - access to health care for children of foreigners in the Czech Republic" addresses the issue of availability of health care for children of foreigners in the Czech Republic as development of legal framework in the Czech Republic and human rights issues. The main objective of this work is a critical reflection on the cause of discrimination against children of foreigners from third world countries (non-EU countries) in their access to health care. This is a retrospective case study which is selected by the institutional analysis of the key events of public policy focusing on the development of health insurance legislation. There are different mechanisms of protection of human rights at local, national, and international level in the availability of health care for children of foreign nationals from third world countries; unfortunately national legislation is not fully in line with international requirements in the area of health law. Although international documents are binding for the Czech Republic, they are not sufficiently applied in the Czech constitutional right to prevent violations of human rights.

The topic of this diploma thesis is the compliance with legislation in an area of competencies of general nurses and special nurses working in intensive care units (ICU). The aim of the investigation was to map out, how nurses in the ICU comply with legislation in the area of their competencies and whether their work is influenced by anything. The results showed two trends - situation within a specific unit, that means whether nurses contravene their competencies; whether nurses are aware about their competencies and about competencies of doctors and in addition why nurses are contravening their competencies and what is the opinion of doctors on compliance of competencies for medical professionals, what is the position of management towards contravention of competencies by nurses . Furthermore, the situation overall, that means existence of further regulatory measures, which impact on the conduct of nurses within units. This thesis elaborates on the issue of informal care. By this term is meant a situation when a person who is dependent on somebody else's care receives this care from someone close, most often a family member of the dependent person. This type of care has been existing for a very long time but lately it has became a more frequently discussed topic and got higher attention in general. This thesis is focused on the process of increasing interest in the informal care by the public policy process towards informal care and caregivers. The main effort is put into identification of the most important events in history, actors and their mutual modes of interactions which are happening during the whole process as the rationale behind the basic line of evolution of position of the informal care and caregivers in the system of long term care. The thesis concludes that the reason for escalation of the interest in the informal care is an outcome of concurrent effort of few key actors who use different strategies for reaching their goals. The aim of the thesis is to describe the role of foster carers for a transitional period, OSPOD workers and foster family guides in period between the process of taking a foster child for a transitional period and re-transferring to a biological family or one of the long-term types of foster care. The thesis describes foster care for a transitional period and individual roles according to available literature, legislation, methodology and interviews with actors themselves. The partial goal is to find out how participants perceive each other, what they expect, what competencies they should have. Another partial aim of this work is methodological recommendation.

The thesis deals with the history of charity work among Seventh day Adventists in the Czech lands. It presents basic information about the origins, progress and theological emphasis of Seventh day Adventists concerning the charity work. It shortly describes the history of Adventism in the Czech lands. The second part is focused on each form of social, charitable and humanitarian care that was provided by the Seventh day Adventists in the Czech Republic. In addition, it describes poverty reduction as well as work in the Tabita social groups. Information is also provided about the medical missionary ministry, work of the summer children health camps and the Association for health care. The last part of the thesis is aimed at basic information about the Czech office of the Adventist development and relief agency and pastoral care among the Adventists.

This diploma thesis deals with the theme of changing the life values in the context of the death and dying. The theoretical part is divided into two sections. First of them is focused on the attitudes to the death by the various disciplines, the second one is focused on the life values, specifics and experience with the process of dying. The practical part maps the attitudes to the death by the three groups of respondents ? the group of dying clients of hospices, the group of their family members and the last is the group of the staff (of residence and home hospice care). There are compared their responses with the results of another researches and thesis dealing with analogous topic in the Discussion.
