The goal of the submitted thesis "Analysis of supplementary pension insurance in Czech Republic in comparison with Slovak Republic" is analyze and compare currently functioning supplementary pension system in our country and Slovak Republic. The whole thesis is focused on third pillar of pension system, namely the supplementary pension insurance. The thesis contains difficulties and issues that the pension system faces. There is also analyzed upcoming pension reform and comparison of actual pension scheme with the future one. Part of this thesis is also analysis of pension funds currently operating in the Czech pension insurance market and selection of optimal pension fund.

Pension Reform and Retirement Incentives: Evidence from AustriaRaab, Roman 22 August 2008 (has links)
The scope of this dissertation is to investigate the impact of pension reform on the financial incentives to retire for private sector workers in Austria. How do financial incentives embedded in the Austrian pension system affect individual retirement behavior? Was pension reform effective in changing these financial incentives in order to affect retirement behavior? How would future reform scenarios impact retirement behavior? Micro-estimating the impact of financial incentive measures on the probability of retirement shows that the behavioral response to financial incentives in Austria is relatively large in international comparison. Simulations demonstrate that pension reform was ineffective in providing incentives for delayed retirement. However, there are future reform scenarios that would have a huge impact on retirement behavior by altering the financial incentives.

Prior to the implementation of Labor Retirement Act (hereinafter referred to as New System), the Labor Retirement System is mainly governed by Labor Standard Act (hereinafter referred to as Previous System) . However, since the implementation of Retirement System under Labor Standard Act, it has been under long term controversy. In order to improve the discrepancy of previous system, the Retirement System under Labor Standard Act, Council for Labor Affairs has proposed quite a number of drafts for amendment. After years of endeavor, it was finally reached consensus in improvement and established new labor retirement system, which is based mainly on Personal Account of Pension System and assisted by Income Replacement program. It was passed in Legislative Yuan on June 11, 2004, the Labor Retirement Act (New System) and officially enforced on July 1, 2005. However, it was expected that there will be many problems emerged in the initial stage of implementation. In this paper, we focused on the Labor Retirement New System and explained with other related administrative statutory are used as assistance. Also the basic theory of Administrative Act ¡V Principle of Administration, Administration Organization, Administrative Authorities, Administrative Remedies and Administrative Supervision ¡V the 5 main structure are used as the research methodology to examine the possible problem in new labor retirement system and tried to form possible measures for solutions.

Does Elderly Employment have an Impact on Youth Employment? A General Equilibrium ApproachStiassny, Alfred, Uhl, Christina 07 1900 (has links) (PDF)
Does an increase of elderly employment cause a decline in youth employment? A simplified view of a demand driven economy would give a positive answer to this question.
Econometric studies based on a single equation approach deliver little support for this belief. However, these studies typically suffer from identification problems to which no attention is paid in most cases. We therefore use a general equilibrium framework when trying to quantify these effects. Using yearly and quarterly Austrian labor and gdp data, we estimate two model variants by Bayesian methods: a) a standard equilibrium model where the degree of complementarity between old, young and primary labor is crucial for the sign and strength of the relevant effects and b) a simple, solely demand driven model which always leads to a crowding out of young through an increase in employment of the old. It turned out that the demand driven model is inferior in fitting the data compared to the standard model. Further, the degree of complementarity is estimated to be strong enough to lead to a small positive effect of elderly employment on youth employment. Esta pesquisa tem como objeto de análise o Sistema Previdenciário brasileiro a partir da Emenda Constitucional nº. 20, de 16 de dezembro de 1998, promulgada pelo governo Fernando Henrique Cardoso. Este enfoque permite discutir de forma mais aprofundada a importância da questão deficitária do sistema, fortemente influenciada pelas mudanças no perfil demográfico e pela forma como se estruturam as relações no mercado de trabalho atualmente. This research has a object of analysis the Brazilian pension system from the Constitutional Amendment nº. 20, 16 December 1998, promulgated by Fernando Henrique Cardoso‟s government. This approach allows to discuss in depth the importance of the issue of the poor, heavily influenced by changes in demographic profile and the way relationships are structured in the labor market today. Through an examination of existing literature and approaches, data collected and systematized by DATAPREV, by IBGE and IPEA, try to asses the impact that comes whit this Constitucional Amendment, with respect to Time for Retirement Contribution, both in relation to actuary as its appearance in terms of social impact, using for this data deficiency, demography and the labor market. The objective is to verify the offectiveness of this type of reform in which we proposed to observe the behavior of individuals facing the changes and verify the significance of that for the Brazilian pension system.

Previous issue date: 2012 / Resumo: Atualmente, a parcela de idosos no total da população tem aumentado em todo o mundo. Proporcionalmente, cresceram as reivindicações por sistemas públicos de pensão, gastos com saúde e orçamentos governamentais. Como resultado, países que implementam apenas pensões "(pay-as-you-go) se deparam com déficits fiscais. Minha tese se foca particularmente no esquema financiado denominado multi-pilar ou multi-camada ou projeto de pensão de três camadas avaliando maneiras de melhorá-lo. A tese fornece um panorama geral da economia e atividade econômica de Gana, e a discussão teórica sobre combinação entre prestação de previdência privada e pública na forma de pensão de Gana, preparando um sistema de pensão de três camadas completado em 2008. O novo sistema de três camadas apresenta uma primeira camada de pensão pública do tipo "pay-as-you-go" que consiste em diferentes partes, incluindo uma parte relativa a contribuições, uma pensão obrigatória de gestão pública e privada de segunda camada e uma terceira camada de poupança de pensões voluntária. A análise desta tese se foca na escolha de seguro de renda, retornos de investimentos e a viabilidade de futuras reformas. Também traz à tona alguns problemas irresolutos e aponta possíveis problemas que podem surgir em decorrência do novo sistema de pensões e analisa se o sistema será capaz de atingir os objetivos estabelecidos a principio. Ainda que a implementação em 2010 do novo regime de pensões tenha sido bem sucedida, é possível que alguns grupos tenham sido deixados de fora / Abstract: In recent time the share of old in the total population has been increasing around the world. Proportionally growing are claims on public pension systems, health care expenditures, and government budgets. As a result, countries which implement only pay-as-you-go pensions face fiscal deficits. My thesis focuses in particular on the funded scheme referred to as the multi-pillar or multi-tier or three tier pension schemes and appraises ways to improve it. The thesis gives an overview of Ghana's economy and economic activity, then the theoretical discussion on combining public and private pension provision in the form of three-tier pension scheme, followed by a description and analysis of the Ghanaian pension reform, setting up a three tier pension system completed in 2008. The new three tier system features a first tier of public P.A.Y.G pension consisting of different parts including a contribution related part, a mandatory second tier privately and publicly managed funded pension and a third tier of voluntary pension savings. This thesis analysis focuses on the choice of income security, investment returns, and the feasibility of further reforms. It also brings up a number of unsettled issues then points to potential problems that may arise from the new pension system and looks at whether the system will be able to achieve the goals stated at the outset. The content of my graduation theses is historical development of pension insurance and plans for the reform in Czech Republic. In historical part I tried to refer to our long-term tradition of legal form of pension insurance and point out the most significant legal enactments of this branch of law. I also tried to answer the question if we can prosper from the experience of history when preparing the new pension reform. In the other part of my work I summarized the deficiency and positive aspects of current pension system in Czech Republic and also I referred to need to pass a new legal form of pension system with regards to financial untenability of the system and demographic development. I tried to describe present political and special endeavors of pension system reform that has been in progress since 1990 and than I pointed out the current discussion about pension reform. The object of my work was not to find out the ideal pension reform, because I think there is no ideal reform, but just to advert to necessity to change the current system. Decision about the pension reform is very serious theme of social, economical, legal and especially of political point of view. Změny v důchodovém systému v České republice účinné od 1. ledna 2013 a jejich dopady na veřejné rozpočty / Changes in the pension system in the Czech Republic effective from 1 January 2013 and their impact on public budgetsSteiner, Petr January 2013 (has links)
The aim of this study is to determine the quantitative impact of changes to the pension system in the Czech Republic valid from January 1, 2013 on public budgets. Changes include the introduction of a funded second-pillar pension scheme and the adjustment of pension schemes under the third pillar. The theoretical part describes the basis of social policy in the areas of pensions, and characterize and compare concepts of pension systems. Following practical part analyzes recent developments in the Czech Republic, the essence of changes to the pension system and the interest of the population to use them. The aim of the study is fulfiled by quantifying impact on public budget. Subsequent analysis shows that changes may help to stabilize it in the next decades, however, a departure from the PAYG system is not required. The introduced second pillar can be problematic in ceratin respects for participants. Additional pension savings in the third pillar is a useful supplement to old age security.
