Meeting the housing challenge : a comparative study of Ntuthukoville and Site 11 communities - Pietermaritzburg.

The developing world is characterised by considerable social and economic problems. The unavailability of sufficient housing opportunities in the countries of the developing world is one of the key factors that contributes to their socio-economic malaise. The provision of shelter for the homeless of a country serves not only as an important political act, but also as an important socio-economic development tool for that country. For majority parties in governments to remain popular, housing serves as a basis for the provision of tangible delivery, which at the same time has the capacity to contribute to the countries socio-economic development. The provision of housing in many countries has been implemented with the objective of providing not only shelter, but also to encourage social and economic development for communities. The approaches taken have varied from time to time and have in many respects been implemented in an attempt to address the needs, constraints and opportunities faced by communities. In South Afica, the implementation of a housing policy that encompassed these issues, came into operation in 1994, with the onset of a democratic order. While successes have been recorded, it has been found that few projects have met their objectives. This thesis attempts to analyse the effects of the implementation of this housing policy on the communities of Ntuthukoville and Site 11, both of which are located in the town of Pietermaritzburg, Kwazulu-Natal. The study focuses on the amount of money and resources expended by these communities on the upgrading of their houses outside of the assistance provided by government. In this way an attempt is made to analyse whether or not the state's role as facilitator rather than provider has been achieved. Further, the economic spinoffs that emerge from the spending of individuals capital is assessed as a stimulus for local growth and development. The approach adopted includes an analysis of two communities within which different management styles have been used in the implementation of the housing policy. Information in the case studies has been extracted using interviews with key informants and the administration of a questionnaire on a face to face basis, on a sample population in each of the respective communities. The findings of the study reveal that the one community has spent more time and money on their houses in the form of new extensions, upgrading of existing buildings and new internal finishing as compared to the other. The primary reason centres on the manner in which the respective developments were implemented and the management style that was used in each. In the one community there was a community driven approach to development as compared to a State driven approach in the other. The study also reveals that the housing policy currently in operation, has the potential to give impetus to, community participation, social and economic development for the community, as well as the area in general. This policy also has the capacity to provide skill's enhancement, kick start local economies and it provides for the State to act as facilitator rather than provider. This capacity however is dependent on the proper implementation of the policy. The capacity of local government needs to be boosted in order for the maximum gains to be made from the provision of housing to communities. As is indicated by the study, local government lacks the skills and the resources to effectively implement the responsibility devolved upon it by national government to provide and facilitate housing. There is thus a need for change in the approach of local government to housing delivery. A fresh approach should be that of facilitating and managing effectively with communities rather than for communities. "Putting food on my table and clothes on my back" : street trading as a food and livelihood security coping strategy in Raisethorpe, Pietermaritzburg.

It is widely accepted that street trading is a survivalist activity that yields low profits. Few, if any, studies investigate how much profit is earned; intra-household allocation; and contribution of this income towards households needs. Therefore, a glaring omission in street trading literature is a critical evaluation of the contribution of street trading to household food and livelihood security. A major strength and original contribution of this study to the wider context is the analysis of street trading as a household food and livelihood security coping strategy. This study investigated whether street traders had sufficient food for household consumption; whether street trading reduced vulnerability to hunger; and determined how income from street trading was spent by households. Seven innovative participatory tools applied through a unique research design, were used to elicit business; household and demographic information. Five fruit and vegetable vendors; three clothing and cosmetics; two food; one telephone service; and one video vendor participated. Street traders were categorised into four food security groups according to increasing Coping Strategy Index scores. These were: two traders in a seemingly food secure group; five in the relatively food secure group; four in the relatively food insecure group; and one in the food insecure group. The use of innovative participatory research tools led to several findings. Types of goods sold did not determine profitability, but profitability determined household food security. As household income decreased, Coping Strategy Index scores increased. This finding implied sufficient access to food for household consumption was determined primarily by income levels ranging from R250 to R10 000 per month. Low income traders used severe coping strategies and were more food insecure than other traders. The middle income traders used intermediate coping strategies while the high income group used less severe strategies or did not apply food security coping strategies such as eating less preferred foods. This study found that child dependents and unemployed household members increased household food insecurity. Risk sharing networks among street traders played a key role in accessing cash for food and the sustainability of the micro-enterprises. Social grants reduced household food insecurity and provided a cash safety net for economic activity. Assets reduced hunger and provided crisis security. The study has shown that street trading supplemented low income levels for pensioners and low income earners. Street trading was a primary livelihood strategy for people who had no access to income from pensions or other/formal employment. The study concluded that income from street trading was vital to improve access to food for household consumption. Street traders who had established customers; and access to material and social assets consumed a greater variety of foods than street traders who were fairly new, lacked access to loans (through family and friends) and owned few or no material assets. All participating street traders began trading as a coping strategy to increase household cash. Their trading evolved into an adaptive or permanent livelihood strategy. Households used a mix of food related coping strategies and street trading was an adaptive strategy, rather than a coping strategy to access sufficient food for household consumption. Participating street traders were survivalists as street trading provided a daily net for subsistence. Although street trading income was barely sufficient to sustain households, it provided much needed income to pay school fees; rent; water and electricity. Street trading is therefore critical to household welfare for participating street traders; but infrastructure and resource constraints trapped street traders in survivalist enterprises and exacerbated their vulnerability to food and livelihood security. This study fills a gap in understanding of street trading behaviour in Raisethorpe. This is the first study to apply participatory research methods to comprehensively explore street trader coping strategies and the first study to attempt to link street trading, livelihood security and food security. It is recommended that municipalities adopt a developmental approach to street trading that includes trading sites with secure tenure and infrastructure such as shelter; tables; water and sanitation. Policy reform in terms of issuing trading permits and developing regulations for renting trading sites is imperative. Since this study found that profitability determined household food security, business advice and skills training should be provided for all street traders to promote business sustainability and profitability. All architecture carries a message that may be positive, negative or indifferent depending on the individual’s experiences and background. In order for a message to be effective it needs to be understood and the primary way of achieving this is through identification with meaning and memory. South Africa needs a contemporary architectural expression which makes use of clear rational decisions. A positive architectural message needs to be understood by the collective whole of society, and with the careful use of meaning and memory, it will carry identification for all. Urban landscapes and the built environment have the power to nurture citizens’ public memory and encompass shared meaning in the form of shared territory and identity. The built environment needs to incorporate elements of social relevance in order to achieve a more successful, and prosperous building. Architecture is perceived as an expression of society and culture at a certain time. In South Africa new frames of reference need to be formulated which encapsulate the spirit of change within the country. A new democracy needs an appropriate architectural image, centered on the aspects of social identity, meaning and memory, to encourage society to redefine its image. Identity, meaning and memory have been split apart by the previous political situations in South Africa, destroying the sense of community. By combining meaning and memory with the new democratic South Africa, society can be reconstructed, creating places that evoke a sense of pride and belonging. Identity is intimately tied to meaning and memory, both individual and collective. People need to be able to identify with a building in order to create a relationship with it. If the public are unable to understand or experience the contribution of the element, it has failed in every way. Meaning is created as a biological response to the physical environment. It is a cultural creation, and without it there is no sense of civic identity and shared history bringing the community together. It is only through order and recognizing mutual dependence that elements become meaningful. The history of an urban landscape is connected to memory which is rooted in place. This memory needs to be transposed into architecture without losing any of its meaning. Architecture is a form of visual communication, which is perceived and interpreted in an individual capacity. Every memory and association is affected by past experiences and events. Architecture expresses the systematic and inter-human aspects of symbolization, through the meanings, values and needs inherent in public life. Orphaned and vulnerable children : a development challenge to the Christian community of Pietermaritzburg.

The Christian community and local government in Pietermaritzburg is confronted with a crisis of orphan and vulnerable children (OVC). Orphan numbers are expected to peak between 2006 and 2010. No amount of external policies and legislations can adequately deal with both the outward needs and the internal trauma that orphan and vulnerable children experience. However, this study argues that the Christian community is well placed to meet the holistic needs of OVC. By engaging David Korten's Four Generational Framework, the Christian community is challenged to move beyond meeting the visible short term needs of OVC and to become more involved in policy and decision making bodies. Further, through the endeavors of voluntary organizations represented by Fourth Generation development strategies, People's Movements could be mobilized to enhance the strategies of government and other organizations involved in the OVC crisis. Human nature includes issues of human dignity, existential worth, civil responsibility, social equity, political liberty and individual destiny. Understanding one's origin, as expressed in the Bible in terms of humans being created in the image of God (Imago Dei), guides the Christian community first in developing an understanding of themselves and second, on how to function in practical ways toward those that are hurting and are in sorrow. In this study reference is made to OVC who find themselves in this situation because of circumstances that are beyond their control. The crisis of parentlessness leaves children unprotected and vulnerable and thereby sets the stage for hopelessness and despair. God's Imago Dei is the genetical establishment of the individual's person and anthropological construction. The nature and mission of the Christian community is central to its understanding of and response to human need. The Christian community as custodian of the revelations of God reflects the image of Christ as the image of God. This places compliancy demands on the Christian community to represent God's image and transact God's affairs on the earth. Theological reflections on God's mission to the Christian community are explored with the aim of inspiring the Christian community and local government to work together in combating the OVC crisis. Public policies are not designed and implemented in a vacuum. Instead, policy design and implementation are processes which require that all relevant stakeholders be involved in all stages of a policy process. It is for these reasons that this study was undertaken. Environmental policy implementation has proved to be a challenge for most municipalities in South Africa. The municipality which was chosen by this study as a case study is Msunduzi Municipality. Faced with different challenges which are attributed to a lack of resources and appropriate forms of organisation which are required for environmental policy implementation, this Municipality has struggled to meet its responsibilities. Public policy pertaining to arts and culture in Pietermaritzburg, South Africa.

This study aims to explore the relationship between the Transitional Local Council of Pietermaritzburg, and various arts and culture bodies in the Pietermaritzburg area. It has seemed that there is a power differential in this relationship, with a very high concentration of power in the hands of the TLC, while very little of it resides with the arts and culture organizations. The findings of this study have shown that the relationship is, in all cases, built on funding. However, secondly, the problem with this is that the TLC has no real policy on the allocation of funding to arts and culture. There is some informal policy, but nothing concrete. Thirdly, the study shows that the TLC does in fact have a power base from which to work - the finances it controls. The post apartheid government has been engaged in the process of delivering formal housing, water, and sanitation services to the poor. Because of huge backlogs in the provision of these basic services, the government has focused on meeting quantitative targets. The government has made significant strides to reduce the level of backlogs in basic service the delivery. However, there were challenges that confronted government in its endeavours to expedite delivery of services. The main challenge relates to the fragmentation in the funding mechanism for housing and the physical infrastructure, particularly water and sanitation infrastructure. Concerns have been raised about the ability of the local sphere of government to provide suitable land and quality physical infrastructure which were a prerequisite for sustainable settlements. The aim of the study was to evaluate the implementation of water and sanitation policies in a low-cost housing (LCH) settlement of Ambleton and Ambleton Extension in Pietermaritzburg. In line with the set objectives, the study attempted to find out if the implementation of water and sanitation policies in the area was consistent with the national policies and to establish whether or not people that lived in the area felt the quality of services has improved their lives. A qualitative methodology was used to collect data. In this regard three methods of collecting data were used, namely, semi-structured questionnaire, interviews and observation. The findings of the study showed that there were challenges with water and sanitation services. Some of the challenges relate to the inconsistent and fragmented nature of the funding mechanism that is inherent in basic service delivery policies. Residents of Ambleton and Ambleton Extension were generally unhappy about the quality of water and sanitation services. Our environment (built and natural) is a thing of beauty and value, an inheritance, created by our forefathers for us and for future generations. In South Africa , conservation of cities has only recently become a reality. This study is an attempt to give a general picture of the conservation related mechanisms of townscape conservation in South Africa, with particular reference to Pietermaritzburg. Townscape conservation legislation in South Africa is presently administered in separate and unrelated sets of legislation. The National Monuments Act 28 of 1969 (chapter 2) on the one hand and the physical planning legislation (chapter 4) which is contained in a variety of provincial and local legislation on the other. There is also the Environment Conservation Act 73 of 1989 and other mechanisms (chapter 3) which incidentally promote the conservation of the South African townscape. Experiences of a hidden population : life stories of refugees wihtin Pietermaritzburg, KwaZulu-Natal.

Refugees, as forced migrants, have suffered displacement under conditions not of their own choosing, rather from a lack of choice, finding themselves in new settings, new places and new hardships. When refugees abandon their own home, community and country, they do so because there is a probability of losing all rights and face being murdered, tortured, raped, imprisoned, enslaved, robbed or starved. This thesis investigates the lives of refugees in Pietermaritzburg. More specifically, the thesis examines why and how refugees come to Pietermaritzburg, how refugees are treated (by locals to public officials), the hardships that refugees face, and their livelihood options. The main method used was the life story approach, whereby the refugees wrote their own life story, providing detailed information and an in-depth understanding of their hard and often tragic experiences. After entry into South Africa various hardships are experienced. A major difficulty is the application process, whereby South Africa has failed to adequately manage the flow of asylum seekers into the country and is faced with a serious backlog of refugee claims. In KwaZulu-Natal alone 35 137 applications were received at the Durban Refugee Reception Office with 27 539 of those pending. Refugees in South Africa are perceived by the public as criminals, „job stealers‟ and are often used as a scapegoat for the country‟s social problems. This thesis presents a framework to better understand the problems experienced by refugees, as well as some policy recommendations to remedy the situation.
