The Accord was a political exchange whereby the labour leadership participated in the wage restraint programme in return for consultative rights and specific quid pro quo policies, including countercyclical measures to offset fiscal austerity. The President subsequently sustained a policy of fiscal and monetary restraint despite the approaching election and the increasing protests of organized labour. However, in the face of strong opposition from some of Carter's senior economists, the labour leaders secured significant modifications to the second year of the pay standard. The 1980 presidential election renewed incentives for continuing cooperation when economic policy otherwise jeopardized relations.

British war policy : the Austrian alliance, 1793-1801Duffy, M. January 1971 (has links)
The study of the war against Revolutionary France (1793-1802) has always been rather overshadowed in British history by the attractions of the second part of the struggle with France, the more successful Napoleonic Wars (1803-15). This is to see events out of perspective. Moreover, in both wars attention has usually been concentrated on the actual military operations rather than on the factors influencing the formulation of war policy and on the essential position of international diplomacy in this struggle. Although four (arguably five) European coalitions were organized against France in theSa wars, only the final, successful, combination has been studied in detail, yet, as this last coalition proved, the only way to defeat France was by such combinations. This thesis therefore examines both the handling of the Revolutionary War by the government of the Younger Pitt between 1793 and 1801, and the course of its diplomacy through its attempts to form a workable combination with the European Powers against France. It does this through a detailed study of British relations with Austria in particular. Austria was chosen because the connection with Vienna provides the key to British policy on the continent throughout the war. Although Ministers desired a general European Coalition, they came to realize that in practice their best hope of success lay in close co-operation and alliance with Austria, the Power with whom they appeared to have most in common and who possessed the largest and most efficient army facing France. Moreover, even in the period of disagreement with Austria between 1797 and 1799 the fact of this disagreement had a decisive effect on British policy and its execution. Such a study also has a wider perspective in that it marks the final revival of the Old System: the union of Britain, Austria and (to an ever decreasing extent) Holland, the efficacy of which as a barrier against France constituted one of the basic tenets of British foreign policy in the eighteenth century. The System had been in existence from 1689 to 1756, at which date the Austrians had dropped it, but British governments had never lost faith in it, and successively they had vainly attempted to restore it ever since. Its revival and failure in the 1790s therefore represents the passing of an era in British foreign policy, and the reasons for its passing are fully considered in this thesis. In order to place the Austrian alliance of the 1790s in its proper setting, both as an integral part of British war policy and as the major factor in British diplomacy, it has been necessary to consider Britain's relations with the other major European Powers besides Austria, and also the close relationship of diplomacy with three other factors: military considerations, finance, and public opinion. Attention has therefore been paid not only to diplomatic archives, but also to private correspondence among members of the government, to the state of the money market and foreign exchanges, to parliamentary debates and political pamphlets. Finally, in order to understand the path taken in Anglo-Austrian relations it has also been necessary to investigate policy and reactions to British policy in Vienna. Such a study reveals the immense difficulties faced by British Ministers in trying to pursue a coherent foreign policy in this war. Not only did they have to satisfy public opinion at home, but they also had to reconcile their natural wish to engage as many Powers as possible in the war with the obvious fact Austria was the most necessary Power to the implementation of their plans. The need to steer a delicate balance between a grand coalition and an Austrian alliance, at a time of conflicting interests in central and eastern Europe, was an insurmountable problem. Equally, the difficulties, both physical and personal, in trying to cooperate with an ally whose capital was anything from two weeks to two months away were immense. Moreover, even the best-laid plans were at the mercy of events elsewhere and of chance on the battlefield. As a result Ministers very rarely held the initiative and were often hurriedly reacting to ever-changing situations and problems. It was as a result of these factors that diplomatic needs in Britain's relationship with Austria dominated British strategy in the 1790s, constantly forcing Ministers away from their original intention of pursuing a maritime war. The truth of Dundas's observation that 'all modern wars are a contention of purse 1 is also apparent: from 1794 onward finance was at the heart of Anglo-Austrian relations and it held British policy in a straight-jacket. The legend of the limitless flowing of 'Pitt's gold' cannot be sustained when the paucity of British resources and the government's caution in using them is seen, but neither can the more recent myth of Pitt's niggardliness towards Austria. Pitt was quite willing to subsidize Austria, but having burnt his fingers on the disastrous Prussian subsidy of 1794, he wished to impose strict conditions which Austria was unwilling to accept. Consequently it was Austria, wishing to retain some freedom of action, and not Pitt, who insisted on the policy of loans which so much plagued Anglo-Austrian relations. The thesis begins -with, an examination of the factors which drew Britain and Austria into a close cooperation in the first year of the war. It shows that Britain became committed to Austria because of the circumstances in which the war began. The British government wished to ensure its dominance over that of Holland, it wished to protect its trade and security interests in the Netherlands, and it believed that the best way to attain these ea££ was by keeping the latter independent of France through their continued possession by Austria. In order to encourage the reluctant Austrians to retain the Netherlands, it had politically to hold out the hope of enlarging them at France's expense and militarily to commit its forces to a 'Flanders war' to obtain such an enlargement. Austria, which wished in any case for a British alliance to escape from its diplomatic isolation, took the bait and so assumed the leading part in the war on the continent. Despite difficulties caused by Britain's attempts to hold the rest of the Coalition together and by Austria's sudden financial demands in the summer of 1794, this cooperation developed into alliance because the British Ministers came to realize that of all the European Powers Austria was the most earnest in the war, contributed the largest and most effective army, and constituted the best barrier to France on the continent. In Vienna the Austria Foreign Minister, Baron Thugut, wanted the alliance because he hoped for conquests from France and needed British money to continue the war, and also because he saw the chance of a Triple Alliance of Austria, Britain, and Russia which would isolate Austria's rival Prussia and enable it to make gains in Poland at Prussia's expense. The thesis goes on to show that one of the basic reasons for the failure of the alliance, as in 1756, was Austria's rivalry with Prussia. For Britain the alliance was directed exclusively against France; for Austria it was directed as much against Prussia as France. Thugut became increasingly disstisfied when British Ministers not only refused to accept this interpretation but actually began to negotiate with Prussia to bring it back into the war. British Ministers became both annoyed and alarmed when they realized that Thugut, in his rivalry with Berlin, was neither interested in the Netherlands nor devoting his whole attention to the French war. As the war went from bad to worse the alliance fell apart because all bonds of common rnterest and mutual trust disappeared.

This thesis examines how Britain's government and military establishment conceptualised the role of the voluntary Territorial Army (TA) between the World Wars, and explores the relationship with British defence policy during the period. It also evaluates whether or not the TA was capable of carrying out its ascribed role, through a balanced assessment of its organisation, training and military efficiency. It posits that the TA was integral to British defence planning and played a key part in the Army's mobilisation plans, although the priority given to its role shifted throughout the period in accordance with the direction of Britain's strategic focus. Additionally, this thesis will emphasise that the Territorial Army had not one purpose but several. Alongside its central function as the framework for a conscript National Army it held key responsibilities for both home and imperial defence. This thesis examines the TA's role and organisation in a thematic and broadly chronological manner. Part I deals with the TA's expeditionary role and its function as the framework for all future military expansion, as well as its role as a voluntary imperial reserve for any medium scale wars conducted without resorting to conscription. Part II focuses on the Territorial Army's home defence responsibilities, in particular its domestic role in aiding the civil power and its contribution to Britain's increasingly important air defence capabilities.

The question asked by this thesis is when and why, as a matter of principle, should there be judicial scrutiny on the merits of administrative decisions on migration status ('migration status decisions') in the United Kingdom? It argues that this is a moral question, engaging concerns of fair treatment. The first two chapters examine the question theoretically. It is argued that access to justice is not a gift of citizenship and that migration status decision-making should be reviewable on the merits to avoid the appearance and/or occurrence of injustice in the light of the effects of migration control on individual migrants and the nature of migration status decision-making as 'very imperfect procedural justice' (save where a decision is not based on the judgment discretion of an administrator). The latter five chapters apply the normative claims to the United Kingdom constitutional context, including the relevant European regimes (European Convention on Fundamental Rights and European Union). First, as background to the argument, a history of recourse from migration status decision-making in the UK from the initial establishment of a review system in 1905 is sketched out. The history demonstrates the absence of a coherent or principled account of migration status appeals. The history is followed by a three-part critique of the current system of recourse in the UK. First rights of appeal in three case studies (deportation, offshore visitors and students) are examined. Secondly, the three standards of review available under judicial review (rationality, anxious scrutiny and proportionality) are critiqued, and thirdly, the contribution of European and international norms is considered. In general terms the thesis concludes that the current UK system of recourse is deficient in certain respects and suggests reform to the current appeals system.

National prestige and in(ter)dependence : British space research policy, 1959-73Butler, Stuart January 2017 (has links)
From 1960-4 the British government embarked on two large-scale space research programmes to develop satellite launchers. After first being cancelled as a military project in 1960, the Blue Streak missile was converted into the first stage of a British-led European collaborative project to build a three stage satellite launcher (through the European Launcher Development Organisation - ELDO). Born out of the Black Knight warhead re-entry testing vehicle, the independent Black Arrow project aimed to launch small satellites for scientific experimentation. With European collaborations, American scientific knowledge, and an Australian testing site, decisions affecting British space research had wide reaching diplomatic as well as domestic consequences. However, by 1973, both of these programmes had been cancelled. By examining the complex formation of British policy on these two space research projects, I will identify the alliances of actors involved focusing on understanding the role of civil servants, and the domestic, economic, and foreign policy priorities which directed their policy-making. This thesis seeks to address two contradictions raised by British policy on space research, and historical analysis of this period. Firstly, if we accept that Britain was not in decline in this period, the how can the history of two projects which is dominated by their cancellation be explained? Secondly, how British governments could reconcile their policy towards ELDO (threatening to withdraw almost yearly from 1966-73) with their stated aim to accede to the European Communities and their repeated rhetoric that the increased potential for scientific and technological collaboration was a key benefit of British accession? In order to address these contradictions I focus on decisions and decision-makers within government. By tracking policy arguments and options to their very beginnings I show throughout this thesis the way in which individuals frame, shape and direct policy. This thesis provides new insights into the foreign and domestic policy priorities of the four governments in this period by tracking the balance of priorities in policy making in two major space research projects. Close examination of ELDO and Black Arrow highlights that their cancellation is not a symbol of British decline, but instead represent active choices by decision-makers to engage in new areas of research. This supports the work of historians challenging the idea that Britain was in decline in this period, and suggests that cancelled projects should be re-examined.

Immigrant Integration in the United Kingdom: Transnationalism and Nativism in Post-Brexit BritainChmelik, Brian 01 January 2018 (has links)
I will examine how immigration into the United Kingdom has changed due to globalization, the strength of immigrant transnational networks, and rising hostile nativism. Changing immigrant experiences in the United Kingdom are contextualized by Britain’s “leave” Brexit vote and devolution of integration systems. I will argue that economic and local political integration are the most important contributors to improving immigrant outcomes and reducing tensions between minority and majority groups in the United Kingdom. Using policies from Denmark and Germany, I will compare how different integration regimes across Europe include immigrants as stakeholders in social and economic processes and how transnational networks interact with policy. I will recommend a set of policies at the national and local level to combat rising tensions between minority and majority groups. I will conclude by forecasting the likely and ideal scenarios for the future of minority-majority relations and integration regimes in the United Kingdom.

Social Disorganization and Florida Public High School Academic PerformanceKanaan, David 01 January 2016 (has links)
Failing public high schools are a perpetual limitation to community sustainability. Conversely, economically disadvantaged communities more often produce schools with reduced academic performance. Unfortunately, comprehensive community-based remedies are generally outside the scope of a school district's control. Social disorganization theory attributes variations in crime and delinquency to a breakdown in communal structure and relationships. Applied in a similar manner, social disorganization has also been associated with lower student achievement. This research examined how social disorganization is associated with Florida public high school academic performance in a two phase analysis at the community and school district levels. In addition, the research tested a potential moderating effect of receiving the Five Star School Award, recognizing family and community involvement, and Florida public high school academic performance with social disorganization factors simultaneously considered. In the first phase, the study used a cross-sectional, non-experimental design analyzing secondary data by structural equation modeling (SEM) at the community-level. For the second phase, the study used a cross-sectional, non-experimental design analyzing aggregated secondary data in multiple linear regressions assessing statistically significant associations between social disorganization predictors and school academic performance variables at the school district-level. SEM analysis found a statistically significant and large negative association between the social disorganization factors residential mobility, single-parent households, socio-economic status and percentage of divorced or separated persons, and Florida public high school academic performance at the community-level. Also at the community-level, results showed that receiving the Five Star School award for satisfying family and community involvement criteria had a statistically significant but small positive association with Florida public high school performance when social disorganization factors were simultaneously considered. At the district or county level, multiple regression analyses found relevant negative associations between social disorganization predictors low median income and ethnic heterogeneity and school district average FCAT scores and Adequate Yearly Progress (AYP) percentages. The study results reinforce existing neighborhood deprivation and social disorganization literature and articulate the need for a community-based approach to improve high school academic performance. Finally, the research suggests prominent education policy reforms may exacerbate social disorganization in communities and proposes alternative policy implementations.
