In order to understand how policies are made, analysts need to be able to explain and describe the policy making process. This is a complex task due to the variety and complexity of policy making environments. The difficulty lies in accounting for the multiple actors who come and go, differing preferences, and impending problems and solutions sets which vary by policy environment.
Therefore, there is a need to approach the understanding of policy processes from several different theoretical perspectives to aid in evaluating the multifaceted variations which ultimately affect policy making. An improved description of processes can lead to more accurate predictions of possible future policies, improved advocacy efforts, and enhanced problem solving.
Two policy process frameworks, the Multiple Stream Framework (MSF) and the Institutional Analysis and Development (IAD) framework, were applied to a recent significant change in science policy. An understanding is developed to explain how federal science funding survived within the highly controversial and costly American Recovery and Reinvestment Act of 2009 (ARRA).
The volatile and unpredictable nature of science policy lends itself well to the MSF, while the more static IAD is less useful to explain how and why the funds stayed in the bill. This is telling about the scope and adaptability of the two frameworks, where each may be better suited for different policy environments. The MSF being more appropriate for unstable and capricious policy issues and the IAD better matched for policy issues which have a somewhat more stable environment.

This study entails an examination of the extent of participation by the non-governmental organisations in the legislative process of the KwaZulu Natal legislature. It aims to explore how far these NGOs have taken advantage of the new South African polity based on transparency, openness and accountability. It is hypothesised that organised groups such as these have been very much involved in government decision- making process, since the start of the new democratic South Africa in 1994.
This study, however, proves, that there is very minimal public participation and especially NGO participation in the KwaZulu-Natal legislature and in government in general. It further uncovers are various problems experienced by these NGOs in trying to participate in the legislative process. The legislature's inaccessibility was seen as one of the major inhibiting factors. Apathy and lack of interest in the legislative process
was also identified as a problem among these NGOs. This study has raised many issues that both the NGO sector and the KZN legislature itself have to address in order that our newly founded democracy can be truly nurtured. This study is divided into two parts in which Part One explores literature on democracy, the policy making process and civil society to help give a clear indication on what various authors think should be the input of civil society in the policy making process of any democratic country. The central issue of this study revolves around public participation in the making and implementation of policy in Mauritius, particularly at the Port Louis’ local government. Public participation is regarded as one of the milestones of democracy and local governance. Local government provides an ideal forum for allowing participatory democracy to flourish as it is closest to the inhabitants. The question of what are the levels of public participation in the making and implementation of policy in Mauritius with reference to the Port Louis’ local government formed the core element of the problem statement of the thesis. Following this, the hypothesis is stated. Attention is devoted on the four objectives of the research questions: What are the key concepts that relate to public participation in the making and implementation of policy at local government level; what impact does the Constitution of the Republic of Mauritius Amendment, 2003 (Act 124 of 2003) and the New Local Government Act, 2005 (Act 23 of 2005) have on public participation in the making and implementation of policy in Mauritius, particularly at the Port Louis’ local government and what modes of public participation are used in the making and implementation of policy at the Port Louis’ local government; and what are the main factors that influence public participation in the making and implementation of policy at the Port Louis’ local government? Within the thesis, the research findings obtained from the questionnaire; and the interviews are analysed and interpreted. This study focuses on community participation in the implementation of the integrated development plan in Inanda Township in the Province of KwaZulu-Natal. The empirical part of the study was conducted on the Inanada, Ntuzuma, and KwaMashu area of the eThekwini Municipality. Ward committees are forums for community participation in municipalities. They enhance participatory democracy at the local sphere of government. The main function of ward committee members include advising the ward councilors on policy matters that affect their respective wards, identifying the needs and challenges that face the wards, and communicating information to communities residing in those wards. This study acknowledges the fact that, in terms of the policy framework, ward councillors are the chairpersons of their respective ward committees. They are there to assist the community to express its views and participate in the processes of policy-making. Ward committee members need to liaise with the community, bring issues to the ward committee meetings and take the concerns of the community to the relevant unit of the municipality. The role of ward committees is to facilitate service delivery in their communities. It also found that the efficacy of ward committees during the implementation phase of the IDP could be improved. Hence it recommends that the eThekwini Municipality must encourage local community members, ward committees and councillors to play their role during the implementation of the IDP.

Indiana University-Purdue University Indianapolis (IUPUI) / This study questions if the advocacy efforts of community based organizations, like community development corporations, voluntary member associations, and community action agencies, can achieve policy development. Policy development is defined as the proposal of a policy by a community based organization. That policy proposal receives the attention of local decision makers for consideration. This study uses the stages of the policy process to assess what coordinated activities are most effective to achieve policy development. It was concluded that community based organizations can achieve policy development, if they identify an issue or problem, conduct some level of strategic planning, create a policy agenda, and seek access to decision makers. In all three case analyses, the hybrid organization, community action agency, and the voluntary member association were able to achieve policy development. This research does not focus on policy impact or evaluation. The goal was to ascertain how effective an organization can be at proposing a solution and receiving the attention of local decision makers. This research explores how organizational development can become the foundation for advocating for issues and achieve policy development. Community based organizations are not only government funded service providers, but also community collaborators and educators who stimulate citizen participation and increase public awareness about social issues. Their role as autonomous service providers puts them in a conundrum because of their funding streams. Since the 1950s, researchers have explored the roles and responsibilities of government-funded service providers. This study provides an overview of the roles of community based organizations and activities that define their political participation. It explores how these organizations mitigate issues to ensure overall community success.

Tech) -- Central University of Technology, Free State, 2008 / In terms of the Constitution of the Republic of South Africa, 1996 (Act 108 of 1996), local government in South Africa is obliged to ensure that sustainable services are provided to communities. Without any doubt, the effective and efficient execution of this responsibility would bring about an environment conducive to service excellence on local government level.
However, South African municipalities are characterised by poor service provision; and the various incidents arising from dissatisfaction on the part of residents in respect of the services rendered are daily becoming a greater challenge to municipalities in the Free State Province.
In order to meet the service provision standards, as stipulated in the Constitution, the development and implementation of municipal policies is essential. Policy is defined, inter alia, as the setting out of basic principles that must be pursued in order to achieve specific objectives. Local government has the legislative and executive competency to develop and implement policies.
As a result of the diversity and complexity of policy-making, a conceptual framework for the policy-making process at local government level is an essential requirement. This process is described in the dissertation as a sequential pattern consisting of the following phases: policy agenda-setting, policy formulation, policy adoption, policy implementation and execution and policy evaluation.
However, municipalities do not have the institutional capacity, skills and experience necessary for the development and implementation of municipal policies. A further aspect that complicates the creation and implementation of policies is the large amount of legislation that regulates local government in South Africa. This legislation also requires municipalities to develop and implement various policies.
There are several factors that influence policy-making at local government level. Aspects such as the political environment, the financial environment and community needs have a direct and significant effect on policy-making at this level of government. Capacity shortages probably comprise the factor that has the most detrimental effect on policy-making at local government level; and therefore the necessity for the relevant skills and knowledge relating to policymaking is indisputable.
It is just as essential, however, that the other two spheres of government, namely national and provincial government, should carry out their constitutional obligation to support municipalities and strengthen their capacity.
Therefore, the aim of this study is, firstly, to identify specific actions that could be implemented by local and district municipalities to improve the policy-making process. Secondly, to determine the reasons for the inadequate formulation, adoption and implementation of the municipal policies. Thirdly, to determine the specific role of national and provincial government, as well as that of the South African Local Government Association (SALGA), in supporting municipalities in the policy-making process. In addition, strategies that could be implemented in order to improve the institutional capacity, skills and experience at local government level, with a view to developing and implementing appropriate policies, have also been identified.

This thesis discusses the involvement of informally housed communities in shaping local government policies aimed at poverty alleviation. Involving the poor in the design of anti-poverty policies at local level is regarded as an invaluable opportunity that should be used by municipal governments to make poverty alleviation efforts more demand-driven and therefore more relevant to the people they are meant to benefit. The argument is that because the poor know about poverty first-hand, they would be in a position to revive local government's capacity to respond effectively to their needs. But this does not come without a price. Because of the complexity of public management, participative democracy is liable to slow down the process of governance. It may also become advantageous to the interests of some people or groups of people at the expense of others if attention is not paid to the representation and consideration of all the voices in the community–to name two drawbacks. For this reason, it is essential to the realization of an effective bottom-up approach to anti-poverty policy-making that certain conditions are in existence and practical issues of involvement are worked through. Accordingly, it is the intention of this study to focus on two particular areas (conditions and practical issues that would facilitate the process of involving informally housed communities in the design of local government policies that affect their lives), which are investigated with particular reference to the South African context. Drawing upon a series of field surveys and a broad selection of relevant works of scholars from both the international and local scene, the picture that emerges is that there needs to be a proper level of government's commitment, capacity and legally binding responsibility coupled with a healthy degree of community's motivation, ability and organizational capacity in order to involve the poor in local governance efficiently. The study has also found that there needs to be proper forms of involvement (the most relevant of which are identified as an ombudsman, public meetings and residents' committees) that are to be employed with attention to such issues as stakeholders to be engaged, degree of participation, timing of involvement and topics for which public debate may be sought. / Development Studies / D.Litt. et Phil.
