The effect of first interbirth interval on women's poverty at midlifeStevenson, Amanda Jean 02 August 2012 (has links)
Understanding the relationship between childbearing and socioeconomic status could help explain one mechanism by which the United States’ gender disparity in poverty comes to exist. However, measuring the relationship between childbearing and socioeconomic status is complicated by the very high prevalence of childbearing among women and multiple sources of endogeneity in the characteristics of childbearing that do vary. Focusing on the timing of childbearing, I use miscarriage to construct an instrument for delivery and build a counterfactual condition for having a short temporal space between births. Using this approach with data from the National Longitudinal Survey of Youth 1979, I estimate the effect on midlife poverty of having first and second births within 24 months of each other. My results indicate that these short interbirth intervals are causally related to increased midlife poverty. The results are robust to a variety of alternate specifications of counterfactual conditions and estimation methods. / text

This dissertation aims to show that Thomas Pogge’s central contention – that citizens and governments of the affluent countries have unduly harmed the global poor through their collaboration in the imposition upon the latter an unjust global institutional scheme – remains sound despite the various criticisms his theory has provoked. In the first chapter, I will focus on elaborating and clarifying various important aspects of Pogge’s framework of institutional analysis: that an adequate institutional analysis must be comprehensive with regard to the objects being assessed, and it must be performed in a holistic manner. I will also critically examine and rebut the view that, in the absence of a world government, the project of global justice makes little, if any, sense.
In chapter two I will focus on three main criticisms that have been made against the moral substance of Pogge’s conception of global justice – his human-rights-based principle of global justice and his institutional construal of negative duty. The first criticism argues that Pogge’s notion of negative duty is unduly inflated and blurs the distinction between institutional harm-doing and –allowing. The second argues that Pogge’s theory is incomplete in relation to the goal of poverty eradication and should be supplemented with the notion of positive duty. The third argues that Pogge’s principle is over-demanding with regard to the affluent. I will contend that each of these three criticisms is flawed: the first criticism is flawed for it fails to properly interpret Pogge’s principle in light of the ecumenical argumentative strategy adopted by Pogge; the second is problematic for it tends to rely upon an underestimation of the extent to which the existing global order has unjustly contributed to world poverty; and the third criticism can be defused by our adopting a temporally extended construal of Pogge’s notion of a “pattern-preference”. / published_or_final_version / Philosophy / Doctoral / Doctor of Philosophy

Guilty Until Proven Eligible: Welfare Surveillance of Single Mothers in OntarioMAKI, KRYSTLE 29 May 2009 (has links)
Since the commencement of welfare state restructuring in the mid 1990’s under the Harris government in Ontario, significant cuts to social assistance, or what symbolically became ‘Ontario Works’, have fundamentally altered how assistance is managed and delivered. Accompanying these financial reforms was the increased surveillance of individuals and families receiving social assistance in the province of Ontario. The central focus of this project examines the technological, task force-oriented and community surveillance practices administered by Ontario Works. Based on primary research of policy documents, legislation, regulations and directives, the thesis argues that through the multitude of surveillance technologies, Ontario Works has made living on social assistance increasingly more demoralizing, in addition to the added difficulty of obtaining welfare benefits. Finally, since an overwhelming majority of recipients are single mothers, the thesis addresses the substantial gender and class dimensions attached to Ontario Works’ surveillance practices and further questions the neoliberal policies such as the ‘war on fraud’ which justified the increased surveillance of poor mothers. / Thesis (Master, Sociology) -- Queen's University, 2009-05-29 16:36:00.676

<p>Despite some gains in economic reforms and international commitments, Ethiopia still maintains the position of one of the poorest countries in the world in the 21st century with very little power to influence the allocation of reources in the world market. The development problems in many of the sub-saharan regions are confined within the countyry including the difficulty to keep up with rapid increase in the number of primary school enrollments, which has led to a situation of compromised quality / high child mortality and HIV/AIDS, which poses additional challenges to the poor health facilities, gender and regional inequalities and sustainable debt burden. Making matters worse, Ethiopia's political instability, civil war, recurring of drought, and economic mismanagement ties the country to a severe poverty cycle.. Ethiopia has made important economic, social and political reforms with the support of the World bank and other multilateral institutions, to pave the way for the country to face the challenges posed by globalization. However, these reforms have not been sustained by effective implementation. The response to overcome the problemshas also been slow to see rapid growth. In this research paper, the writer explores the challenges regarding Ethiopia's poverty from perspective of the World Bank. The research examines the theoretical and conceptual underpinning of the World Bank's general mandate and objectives on poverty reduction, using Ethiopia as acase study.</p>

Though there has been substantial research on poverty and inequality in Canada, the issue of Aboriginal poverty and inequality has not yet been examined in a systematic manner. The issue has been discussed, in some cases, as a part of the overall poverty profile, and mostly analysed in a cross-sectional manner. A complete and methodical study of Aboriginal poverty and inequality that allows behaviour of poverty and inequality to be analysed over time remains to be initiated. In order to get a comprehensive comparative picture of Aboriginal income poverty and inequality in Canada, the research measures off-reserve Aboriginal and non-Aboriginal income poverty and inequality for the period 1996-2007 and compares the results for off-reserve Aboriginal and non-Aboriginal population groups. For measurement purposes Statistics Canada’s low income cut-offs are considered as poverty lines. Several commonly known along with some axiomatically correct poverty indices such as Headcount Ratio, Income Gap Ratio, Poverty Gap Index, Foster-Greer-Thorbecke Index, Sen Index and some modifications of the Sen Index such as the Sen-Shorrocks-Thon (SSTO) Index are used. The Gini coefficient is used as the measure of inequality. Both pre-tax and post-tax incomes are considered. Though a substantial decline in off-reserve Aboriginal poverty is recorded by most of the poverty indices by early 2000s, off-reserve Aboriginal poverty remains higher than non-Aboriginal poverty. After the decline, these off-reserve Aboriginal poverty indices remain stable and show some decline from mid-2000s onwards. Income inequality among the non-Aboriginal population remains stable throughout the period whereas off-reserve Aboriginal income inequality shows a slightly increasing trend in the 2000s. According to the breakdown of the SSTO Index, the decline in off-reserve Aboriginal poverty is mainly due to decline in the headcount ratio.
