The road between Sandton and Alexandra Township : a Fanonian approach to the study of poverty and privilege in South Africa

The key challenge to socio-economic transformation in South Africa is closing the gap between the poor and the rich. What is distinctive about South Africa is the uneasy coexistence of poverty and opulence. This study seeks to explore the structural, historical roots of poverty among the blacks in South Africa by deploying Fanonian Critical Decolonial theory. This is the ideal theoretical approach to unmask the structural causes of poverty and inequality in South Africa. Colonial ambitions and the global political engineering of the world by America and Europe spans more than four hundred years, and is still very much alive today in subtle forms. This study asserts that this imperial history is the cause of poverty, lack of agency, and the hellish conditions under which many black people live. The rise of industrial capitalism and attendant urbanisation is at the core of this impoverishment of the black man. It is also shown that, once impoverished, the black man’s poverty gathers its own momentum, leading to more poverty that is then handed down to succeeding generations. Contrary to Eurocentric theorising, the study shows that blacks are not ‘problem’ people but people with problems, who, instead of being condemned, should be regarded with sympathy. This research thesis focuses on Alexandra Township and Sandton as symbols of poverty and privilege, respectively. The former represents Fanon’s zone of non-being where life is lived in conditions of want and poverty, whilst the latter represents the zone of being characterised by good living and prosperity. The thesis will demonstrate the fact that these anomalous socio-economic disparities are not natural but man-made, and therefore require the action of human beings to correct them. / Development Studies / M. Assessment of the water poverty index at meso-catchment scale in the Thukela Basin.

The connection between water and human wellbeing is increasingly causing concern about the implications of water scarcity on poverty. The primary fear is that water scarcity may not only worsen poverty, but may also undermine efforts to alleviate poverty and food insecurity. A review of literature revealed that the relationship between water scarcity and poverty is a complex one, with water scarcity being both a cause and consequence of poverty. Furthermore, water scarcity is multidimensional, which makes it difficult to define, while it can also vary considerably, both temporally and spatially. Finally, the relationship between water scarcity and poverty is a difficult one to quantify. Within the context of water scarcity, indicators are viewed by many development analysts as appropriate tools for informing and orienting policy-making, for comparing situations and for measuring performance. However, simplistic traditional indicators cannot capture the complexity of the water-poverty link; hence a proliferation of more sophisticated indicators and indices since the early 1990s. The Water Poverty Index (WPI), one of these new indices, assesses water scarcity holistically. Water poverty derives from the conceptualisation of this index which relates dimensions of poverty to access to water for domestic and productive use. However, the WPI has not been applied extensively at meso-catchment scale, the scale at which water resources managers operate. In South Africa, the Thukela Catchment -in the province of KwaZulu-Natal presents a unique opportunity to assess the WPI at this scale. The Thukela is a diverse catchment with respect to physiography, climate and (by extension) natural vegetation, land use, demography, culture and economy. While parts of the catchment are suitable for intensive agricultural production and others are thriving economic centres, a large percentage of the population in the catchment lives in poverty in high risk ecosystems, with their vulnerability exacerbated by policies of the erstwhile apartheid government. Many rural communities, a high percentage of which occupy these naturally harsh areas, have low skills levels, with a high proportion of unemployed people, low or no income and low services delivery. Infrastructural development, which relates to municipal service delivery, is often made prohibitively expensive by the rugged terrain in which many people live. As in other catchments in South Africa, the Thukela is affected by policies and initiatives aimed at accomplishing the objectives of post-1994 legislation such as the South Africa Constitution and the National Water Act. The potential of the WPI to assess the impacts of these initiatives on human wellbeing and to inform decision .making in the Thukela catchment was investigated. An analysis of a 46 year long series of monthly summations of daily values of streamflows output by the ACRU agrohydrological simulation model has shown that the Thukela, in its entirety , is a water-rich catchment. The reliability of the streamflows, which has implications for communities who collect water directly from 1 streams, is high along main channels but can be considerably less along low order tributaries of the main streams. The flow reliability along the small tributaries is less in winter than in summer. A high percentage of the catchment's population, in addition to being poor and not having access to municipal services, live near, and rely on, the small tributaries for their water supplies. Admittedly, this analysis addresses only one dimension of water poverty, viz. physical water shortage. Nevertheless, the study revealed that despite the Thukela's being a water-rich catchment, many communities are still water stressed. A more holistic characterisation of the water scarcity situation in the Thukela catchment was achieved using the WPI. A review of possible information sources for computing the WPI in South Africa found that many monitoring programmes, information systems and databases are either in existence and are active, or being restructured, or are under different stages of development. If and when they are all fully functional , they should be able to support national assessments of the WPI at meso-scale without the need to collect additional information. A combination of information from some of the active databases and secondary data from other local studies was used to compute the WPI in the Thukela catchment. The assessment uncovered the following: • There is an apparent association between water poverty and socio-economic disadvantage in the Thukela catchment. • There was an improvement in the water poverty situation in most parts of the Thukela catchment between 1996 and 2001, although the degree of improvement varied from subcatchment to subcatchment. Climate change, if it manifests itself by higher temperatures and reduced rainfall, will most likely worsen water poverty throughout the Thukela catchment, with the subcatchments in which many of the poor communities are located being more likely to experience the most severe impacts as the coping capacities of those communities are already strained under current climatic conditions. Involving informally housed communities in shaping local government policies aimed at poverty alleviation: a South African perspective

This thesis discusses the involvement of informally housed communities in shaping local government policies aimed at poverty alleviation. Involving the poor in the design of anti-poverty policies at local level is regarded as an invaluable opportunity that should be used by municipal governments to make poverty alleviation efforts more demand-driven and therefore more relevant to the people they are meant to benefit. The argument is that because the poor know about poverty first-hand, they would be in a position to revive local government's capacity to respond effectively to their needs. But this does not come without a price. Because of the complexity of public management, participative democracy is liable to slow down the process of governance. It may also become advantageous to the interests of some people or groups of people at the expense of others if attention is not paid to the representation and consideration of all the voices in the community–to name two drawbacks. For this reason, it is essential to the realization of an effective bottom-up approach to anti-poverty policy-making that certain conditions are in existence and practical issues of involvement are worked through. Accordingly, it is the intention of this study to focus on two particular areas (conditions and practical issues that would facilitate the process of involving informally housed communities in the design of local government policies that affect their lives), which are investigated with particular reference to the South African context. Drawing upon a series of field surveys and a broad selection of relevant works of scholars from both the international and local scene, the picture that emerges is that there needs to be a proper level of government's commitment, capacity and legally binding responsibility coupled with a healthy degree of community's motivation, ability and organizational capacity in order to involve the poor in local governance efficiently. The study has also found that there needs to be proper forms of involvement (the most relevant of which are identified as an ombudsman, public meetings and residents' committees) that are to be employed with attention to such issues as stakeholders to be engaged, degree of participation, timing of involvement and topics for which public debate may be sought. / Development Studies / D.Litt. et Phil. The impact of the new co-operative act on employment and poverty reduction: a case study of sorghum producers in the Eastern Cape province

In general, traditional co-operatives suffer from free-rider, horizon, portfolio, control and influence problems that starve them of both equity and debt capital. Evidently, the factors which constrain agricultural development also inhibit co-operative development in the former homelands. These factors include socio-economic as well as political factors operating in the environment of the cooperatives. In addition to these external factors, co-operatives have several internal problems such as inefficient management and lack of understanding of the co-operative concept and principles. The New Cooperative Act No. 14 of 2005 was an attempt at addressing these fundamental problems. The purpose of this study was to analyze the extent towhich cooperatives organized on the basis of this new Act have performed and to ascertainwhether or not they have met the expectations of the policy makers. In order to address these issues a structured questionnaire was used to interview 100 farmers. Farmers were divided into two groups, one group consisting of fifty members and the other fifty non-members; all these farmers were randomly selected from Ndonga and Maqhashu in Lady frère. The study investigated and profiled the socio-economic situation of the communities of Ndonga and Maqhashu with particular emphasis on the employment and poverty situations, as well as the income earning opportunities in the communities. It also undertook a comparison of the members and non-members of the co-operatives in terms of their production results under the sorghum production programmes in the two communities.The data were analyzed by means of descriptive and inferential statistics which explain some measures of central tendency and dispersion as well as levels of significance. A t-test of independent samples was used to compare the means for the sorghum yields and revenues for non-members and members of the co-operative. Gross margin analysis was also used to determine the financial implications of cooperation for the smallholders. In addition, a multiple regression model and a discriminant function were fitted to determine the factors explaining the differences in performance of members and non-members of the cooperative society. The Gross Margin analysis shows that the cooperatives are operating at a loss, meaning they produce less with high production costs. However, the results also show that the Ndonga and Maqhashu sorghum co-operative did not benefit only its members but the whole community through significant job creation for the local population.

Rural households livelihoods' strategies and opportunities with regard to farming: a case of Intsika Yethu Local Municipality

South Africa and other developing countries are grappling with high levels of poverty as a result of slow to negligible rural development. Irrigation development is one essential component that can be used to address the challenges faced by smallholder farmers in rural areas. In the President‟s “State of the Nation Address” in 2011, the President of South Africa outlined measures to reduce hunger and poverty in communal areas through enhanced government‟s expenditures in rural infrastructure developments, especially for such amenities as irrigation and roads, with a view to promoting food security. The broad objective of this study is to assess livelihood strategies and opportunities with regard to farming in Qamata area of Intsika Yethu Local Municipality. The stratified random sampling method was applied in order to choose a sample of 70 household that were interviewed by means of semi-structured questionnaires. Out of these, 53 belonged to the irrigation project and 17 farmers were non-irrigation farmers. The results show that women play an active role in agriculture. The Multiple Regression model was used to assess the relative importance of different livelihood strategies adopted by both irrigation and non-irrigation farmers in improving household food security and welfare in Qamata. More specifically, the study assessed the impact of different livelihood strategies on production of butternut, goats, maize and poultry (Chicken) in Qamata. The results show increased agricultural production, crop diversification and higher incomes from irrigation farming as compared to dry land farming. Irrigation farming has enabled many households to diversify their sources of income and therefore include activities and enterprises that contribute to enhanced household welfare. The study showed that household size is crucial in crop production, followed by gender of the household head. The government and research institutes need to come up with programmes to train people on ways to produce crop and livestock products more efficiently.

An assessment of the impact of local economic development on urban poverty alleviation: a case of the Buffalo City Metropolitan Municipality

Local Economic Development has in recent years, gained wide spread acceptance, as a locality-based response to economic challenges. It is now firmly on the agenda of many national and local government and key international agencies. Adopting a desk study approach, reviewing extensive literature on LED, the study sought to establish the impact of LED strategy employed by Buffalo City Municipality, and assess the extent to which it has alleviated poverty. The study shows that the Buffalo City Metropolitan Municipality (BCMM) LED strategy has limited impact on poverty alleviation due to a myriad of factors, which reinforce and interact with each other thereby limiting development and trapping residents in poverty. The thesis argues that there is significant room for a paradigm shift from predominantly pro-growth to pro-poor LED, and the need to adopt a comprehensive LED strategy that seeks to include of both pro-growth and pro-poor strategies. Both cannot operate without the other in the bid to promote development in Buffalo City, mainly with Agriculture, Tourism, and SMME having significant potential to bring about local economic development. Moreover, the promotion of Private-Public Partnerships play an integral role in the socio-economic development of Buffalo City, and more so the participation of local people is even more fundamental, which will give them the opportunity to take charge of their own development. Therefore, the study suggests a new LED agenda, which is pro-poor, holistic, and moves away from ‘piecemeal’ project based LED activities, and adopts comprehensive economic programmes so that LED has significant impact on poverty alleviation.

Government-sponsored community development projects as poverty alleviation tools: evidence from Mdantsane, East London

The study investigates whether government-sponsored community development projects in the township of Mdantsane, Buffalo City Metropolitan Municipality, South Africa, have achieved the intended goal of alleviating poverty among the beneficiaries. The specific outcomes of poverty alleviation are: improved income, acquisition of new skills, reduced dependence on welfare grants. Four urban farming projects were selected, namely: Buffalo City Organic Producers, Sakhisizwe Nursery, Lusindiso Farmer’s Trading Co-operative and Mbombela Co-operative. Focus group discussions and a mini survey were conducted with project beneficiaries, while relevant government officials were interviewed. Conceptual insights were drawn from community development theory. The findings showed that the broader context within which the projects occurred was characterised by a pro-poor social policy, relative availability of resources with which to translate it into action, and a measure of entrepreneurial potential amongst community members. However, while one of the projects showed some promise (in the sense that beneficiaries acquired new skills and had a generally positive attitude despite not enjoying any improved income status), all the others appeared doomed and trapped in dynamics such as: excessive government control of the management of the initiatives, ineffective project monitoring, and the mischaracterisation of the initiatives by both the government and the beneficiaries. A distorted sense of ownership and perverse community participation seemed to prevail, which in turn robbed the initiatives of their poverty alleviation potential. The study thus concluded that specific benefactor-beneficiary dynamics are crucial for the success of a given anti-poverty intervention. A robust pro-poor social policy, availability of resources with which to translate it into action, and local entrepreneurial potential do not in themselves bring about success; they must operate in a certain way and be undergirded by certain principles for them to become a powerful mechanism for alleviating poverty. It is against this background that the researcher offers some recommendations.

A comparison between household wealth across the wealth spectrum in South Africa

South African households are concerned with their financial wellness. This is evident through the recent social unrest, violent labour strikes and protest against government policies such as the demand for free higher education. The South African government’s redistributive policy to transfer funds from the financially well to the increasing number of financially unwell households are narrowing as the financially well households are declining in proportion to the total households. It is palpable that the situation is critical and decisive intervention is needed from the South African government, the private sector and labour unions. The main objective of this study was to investigate the main differences between households on the bottom end of the wealth spectrum compared to those on the top end in order to identify differentiating characteristics of the various groups in order to suggest targeted policy recommendations for the South African government to improve stability and increase the number of financially well households. In order to achieve this objective, the study was done in two phases. Phase 1 consisted of a traditional literature review where the balance sheet composition and characteristics across disaggregated households on a local and international level was examined. The purpose of phase 1 was to gain insight into the trends and characteristics of different categories of households internationally and in South Africa. Phase 2 consisted of secondary data analysis which was performed in three sub-phases. In sub-phase 2.1 the household balance sheet was used to determine the per asset and liability class contribution to total assets and liabilities for each of the disaggregated financial wellness categories. Each asset and liability class component was ranked according to its contribution percentage within each of the financial wellness categories. The outcome of the ranking highlighted differences in the asset and liability classes’ contribution to total assets within each financial wellness grouping. Sub-phase 2.2 evaluated the optimality of the household balance sheet composition of a financial wellness category in relation to the next financial wellness category by making use of game theory. The last sub-phase (2.3) iv examined possible reasons, through correlation, for the sub-optimality found in phase 2.2. The results of the study indicated differences in each financial wellness category asset and liability compositions in the household balance sheet. Age, gender and number of household members did not affect household wealth in this study. In contrast, income level, employment status, home ownership, education and marital status affected household wealth. Game theory indicated that the highest financial wellness category (Anchored Well) did not have the strongest balance sheet. The understanding of poverty by poverty-alleviation project participants

The war on poverty is South Africa's priority and challenge. Many poverty alleviation programmes have been established in South Africa in an effort to overcome poverty. However, poverty alleviation projects have had little impact on the poverty profile of the country. Poverty continues to be pervasive, intractable, and inexcusable. The purpose of this study was to gain insight into the personal definition of poverty as constructed by the poor themselves. In this study the researcher's main argument was that sustainable poverty reduction calls for effective strategies based on clear and consistent concepts and approaches. Different ways of understanding poverty lead to different ways of dealing with it. A common and clear understanding of poverty helps build a common agenda with development partners, linking specific causes of poverty in each setting with sustainable policies and action. A qualitative study was conducted with fifteen (15) poverty-alleviation projects participants from three (3) different projects. Data was collected with the use of an interview guide. The participants' responses revealed that poverty, like beauty, is in the eyes of the beholder. The participants attached varying and interesting meanings to explaining the concept of poverty.
