The Rigor of Negotiation; Why Public Private Partnerships are Effective

abstract: Public Private Partnerships (PPP) have been in use for years in the United Kingdom, Europe, Australia and for a shorter time here in the United States. Typical PPP infrastructure projects include a multi-year term of operation in addition to constructing the structural features to be used. Early studies are proving PPP delivery methods to be effective at construction cost containment. An examination of the key elements that constitute the early stage negotiation reveal that there is room for negotiation created by the governing documentation while maintaining a competitive environment that brings the best value available to the Public entity. This paper will examine why PPP's are effective during this critical construction period of the facilities life cycle. Calcium vapour deposition on semiconducting polymers studied by adsorption calorimetry and visible light absorption

A novel UHV microcalorimeter has been used to study the interaction between calcium and three polymers: MEH-PPV, MEH-PPP and P3HT. All three polymers behave differently in their reaction kinetics with calcium. On MEH-PPV we measure 45 μJ/cm² of heat generated in excess of the heat of bulk metal growth, 120 μJ/cm² for MEH-PPP, and 100 μJ/cm² for P3HT. Comparison of the MEH-PPV and MEHPPP data indicate that the initial reaction of calcium with MEH-PPV occurs at the vinylene group. We propose, based on hypothetical models, that calcium reacts with the vinylene groups of MEH-PPV with a reaction heat of 360 kJ/mol and at a projected surface density of 1.7 sites/nm², while it reacts with the phenylene groups of MEH-PPP in a two-step process with reaction heats of 200 and 360 kJ/mol respectively, at a projected surface density of 3.5 sites/nm². Optical absorption experiments, using either a 1.85 eV diode laser or a xenon lamp coupled to a scanning monochromator, have also been performed using the same calorimeter sensor. In the case of MEH-PPV, using the laser we find an optical absorption cross-section of 3E-¹⁷ cm² per incident calcium atom at low coverages. The change in absorptance at higher coverages correlates perfectly with the population of reacted Ca atoms determined calorimetrically. The size of the absorbance cross-section, and its position just within the band gap of the polymer, are consistent with the reaction being one of polaron formation. Calcium does not appear to dope P3HT, while the photon energy range of 1.5 to 3.75 eV used in these experiments is likely too small for probing polaronic energy states in MEH-PPP. / Science, Faculty of / Chemistry, Department of / Graduate

This thesis deals with economic impacts of the application of the Public-Private Partnerships in the Czech Republic. Public-Private Partnerships are the newest form of the cooperation between public and private sector in delivering of public goods. The theoretic part of the thesis comes close to the fundamental aspects of the Public private partnerships and their characteristics, to the reasons of participation of the subjects in the projects, to the forms of Public-Private Partnerships, their phases and to the differences between government contracts and Public-Private Partnerships. The second chapter deals with the legislation of the Public-Private Partnerships in the European Union, Czech Republic and chosen countries. The analytic part of the thesis deals with economic aspects of the Public-Private Partnerships, their advantages, disadvantages, benefits and potential risks. The aim of the thesis is to discuss presented advantages and disadvantages of the Public Private Partnerships and its possible impacts of the application in the Czech Republic.

The dissertation describes the current situation of Public Private Partnership (PPP), and then analyzes the development of this concept in the Czech Republic from 2004 to the present time, especially regarding to the implementation of Governmental policy in the field of Public Private Partnership declared in the key resolutions of the Government, institutional ensure and number and volume of the implemented projects. This dissertation also defines the main causes of failure of Public Private Partnership in the Czech Republic. Moreover, the thesis also includes a comparison of Public Private Partnership in the Czech Republic and in selected European countries (Slovakia, Croatia, Portugal) and formulation of the preconditions for successful implementation of Public Private Partnership in the Czech Republic in the future.

Claiming that the state of transport infrastructure is an important indicator of country´s competitiveness, not many would polemicize. The question of an appropriate method of ensuring the infrastructure financing can, however, raise disagreement. The reality of regular deficit financing of public expenditure, combined with a view of gradually declining support for transport infrastructure from the EU funds, provides space for alternative forms of infrastructure provision also in Central Europe. The aim of this work is to point out the financing via public-private partnerships (i.e. PPP), which is currently not very used form in the region. I will highlight the advantages, disadvantages and risks associated with this form by evaluating the cost side of concrete implemented PPP project in Slovakia (R1 expressway) and validate the hypothesis that despite the method of funding transport infrastructure through PPP projects is more expensive than the public procurement case, the "value for money" factor compensates the higher price.

The diploma thesis deals with the topic of the Private-Public-Partnership (PPP) projects, as a tool for mutual financing of the public projects by private sector. Its main goal is to confirm or disprove the hypothesis, that the PPP projects are more effective form of the financing of the public projects and solve the problem of the debt trap into which countries entered in last decades. The thesis also defines the problem of the PPP project, their advantages and disadvantages and possible risks, analyses their usage in the Czech Republic and compares the experiences from the Great Britain in first two decades of the 21st century. The theoretical part of the thesis copes with the topic of financing of the projects of public sector and PPP projects. The descriptive and comparative methods will be used. In the practical part of the thesis will be performed the comparison of the chosen projects by synthetic analysis and the recommendation for the Czech Republic will be formulated based on the findings.

Purchasing Power Parity and the Efficient Markets: the Recent Empirical Evidence

The purpose of the study is to empirically determine the relevance of PPP theory under the traditional arbitrage and the efficient markets (EPPP) frameworks during the recent floating period of the 1980s. Monthly data was collected for fifteen industrial nations from January 1980 to December 1986. The models tested included the short-run PPP, the long-run PPP, the EPPP, the EPPP with deviations from expectations, the forward rates as unbiased estimators of future spot rates, the EPPP and the forward rates, and the EPPP with forward rates and lagged values. A generalized regression method called Seemingly Unrelated Regression (SUR) was employed to test the models. The results support the efficient markets approach to PPP but fail to support the traditional PPP in both the short term and the long term. Moreover, the forward rates are poor and biased predictors of the future spot rates. The random walk hypothesis is generally supported.

This diploma thesis deals with the Precise Point Positioning (PPP) method in various variants. The thesis describes the theoretical foundations of the PPP method and the most important systematic errors that affect accuracy. The accuracy of the PPP method was evaluated using data from the permanent GNSS station CADM, which is part of the AdMaS research center. Data of the period 2018 – 2019 were processed. The results of combinations of different GNSS and the results of different observation periods were compared. Finally, the accuracy was verified at 299 IGS GNSS stations.

Tato diplomová práce si klade za cíl návrh hybridního lokalizačního zařízení, které je schopno lokalizace uvnitř i vně budov. Lokalizace uvnitř budov je dosažena pomocí technologie Ultra Wideband a venkovní lokalizace je provedena pomocí kombinace technologie RTK GNSS a PPP pomocí open - source softwaru zvaného RTKLIB. První část textu se zaměřuje na vysvětlení používaných technologií a výběr nejpřesnější technologie pro venkovní lokalizaci. Druhá část se zaměřuje ma vývoj potřebného hardware a software finálního zařízení a na integraci systému pro venkovní lokalizaci do systému pro lokalizaci vnitřní. Výstupem práce je plně funkční zařízení, které je schopné plynulé lokalizace uvnitř i vně budov. Funčnost celého zařízení je dokázána na finálních testech uskutečněných ve vnitřních i venkovních prostorách. Na závěr také práce zmiňuje možná vylepšení celého zařízení, která mohou být v budoucnu provedena.
