La multiplication des atteintes corporelles et sérielles causées par les produits fait de l'organisation de la sécurité des produits une préoccupation sociétale majeure. Au delà de l'expansion des risques des produits, c'est l'impuissance des États, matérialisée par l'insuffisance ou l'inadaptation des moyens juridiques de prévention, qui est cause. C'est également l'activité économique qui est au banc des accusés. Et si l'appétence d'une sécurité des produits doit être comblée, s'il faut préserver la vie et la santé contre le danger des produits, le bon sens s'impose : mieux vaut prévenir efficacement que guérir, réparer ou punir. C'est pourquoi, il ne s'agit guère plus d'une prévention à la demande, mais d'une prévention imposée, à travers notamment, les exigences des Nations unies, de l'OMS, des accords SPS et OTC de l'OMC et surtout de l'UEMOA dont la subtilité témoigne de l'étendue des responsabilités des pouvoirs publics ivoiriens et des opérateurs économiques. Les premiers, garants de l'ordre public interne, doivent substituer au cadre juridique et institutionnel lacunaire un système intégré de maîtrise des risques avérés ou incertains des produits. Les seconds, garants de l'innocuité de leurs produits, sont soumis à l'épreuve d'une internalisation de la gestion des risques qui leur permettra assurément de limiter les coûts d'une responsabilité civile objectivée. / The proliferation of serial and personal injury by products implies product safety as a major societal concern. Beyond the expansion of product risks, it's States incapacity, evidenced by the lack or the inadequacy of legal means of prevention that matters. It is also the economic activity that is in question. And if the need for product safety must be filled, whether to preserve life and health against the dangers of products, common sense is required: Prevention is better than effective cure, reparation or sanction. Therefore, it is little more than prevention at the request, but imposing a process, particularly through the requirements of the UN, WHO, of the SPS and TBT WTO and especially to UEMOA whose subtlety reflects the extent of the responsibilities of the Ivorian government and economic forces. The formers are responsible for internal public order and should reform the incomplete legal and institutional framework of an integrated risk control of products. The laters are responsible for the safety of their products, and are prompted to the internalisation of risk management that will certainly allow them to limiting the costs of liability.

Social media analysis for product safety using text mining and sentiment analysis

No / The growing incidents of counterfeiting and associated economic and health consequences necessitate the development of active surveillance systems capable of producing timely and reliable information for all stake holders in the anti-counterfeiting fight. User generated content from social media platforms can provide early clues about product allergies, adverse events and product counterfeiting. This paper reports a work in progress with contributions including: the development of a framework for gathering and analyzing the views and experiences of users of drug and cosmetic products using machine learning, text mining and sentiment analysis; the application of the proposed framework on Facebook comments and data from Twitter for brand analysis, and the description of how to develop a product safety lexicon and training data for modeling a machine learning classifier for drug and cosmetic product sentiment prediction. The initial brand and product comparison results signify the usefulness of text mining and sentiment analysis on social media data while the use of machine learning classifier for predicting the sentiment orientation provides a useful tool for users, product manufacturers, regulatory and enforcement agencies to monitor brand or product sentiment trends in order to act in the event of sudden or significant rise in negative sentiment.

Market forces and aircraft safety: a daily stock market return analysis

The relationship between market forces and product safety in the context of the commercial passenger air travel market was investigated. The analysis was based on a detailed review of the events surrounding three airline accidents, each resulting in a substantial number of fatalities, and the subsequent investigations. The presence or absence of statistically significant market impacts of the accidents on aircraft manufacturers and airlines was determined using a combination of event analysis and the market model of modern finance theory. For a period following each accident, daily and cumulative abnormal stock market returns (i.e., returns not explained by pre-accident market trends) were calculated for the three domestic commercial aircraft manufacturers, the airline involved, and the major airline carrier industry. The results indicated that market forces exist that provide an incentive for manufacturers and airlines to devote resources to product safety, even though it is not possible for consumers to rationally evaluate the level of safety being provided, due to the inherent complexity of the products. The calculated market impacts generally conformed to expectations, in terms of sign and significance, and varied depending on the primary cause of a particular accident. However, the results with respect to the individual airlines involved in each accident did not support the hypotheses in several cases, indicating that other market, regulatory, or judicial factors may have had an impact on the calculated abnormal stock market returns. With a type of analytical quantitative approach, applied research purpose and observational nature, using the procedures of bibliographical research, documentary and field research, with a questionnaire closed with multiple choice questions as a research instrument, the present work was applicated in the city of Pelotas, Rio Grande do Sul state, Brazil, in the year 2018, in a sample determined by 474 consumers between 20 and 74 years, thus forming the results of the social perception about the theme. As results found, it was observed that the imported way of live, capitalist, consumerist, and unconcerned with the "rest of the world" presents itself negatively potentiated by the historic of our colonized, slavery society of low education and culture, using (or being used by) a late capitalism, where social relationships emerge even more because of the superficiality, ostentation and appearance that consumption offers. In this matter, the consumption universe and theconsuming act have been predominantly thought, but not exclusively, as a reproduction form of an asymmetric relations system of power and domination.Where social vulnerabilities present themselves more intensely, and education and general culture are more precarious, the ready package of capitalist consumerist has even more effect as it finds no antithesis to its values, or resistance to its globalized forces. The brazilian society is configured as a consumer society and shows itself highly functional to the dominant logic. The brazilian consumer presents a highly consumerist and alienated profile in relation to their own health and safety, analysing the consumption decision process. This same consumer does not feel safe or supported by the State and has the perception that the Brazilian State does not effectively perform its original, and non-delegable, competence of social protection in the consumerist field. Seems like thegovernment fails in the execution of health actions and policies, safety, education and consumer awareness, adopting, in this context, a political option of stimulating consumerism as a form of tax generation and economic growth. This option, masquerade of social policies, has as real beneficiaries the large multinationals and holders of the transnational capital that invades the country. In addition, the State does not supervises the commercial media regarding the provision of correct and complete information related to product safety associated with the advertising of products available for consumption. Acting in this way, the Brazilian State is exclusively functional to the dominant logic of capitalist social relationships in detriment of social development,not accomplishing the necessary and inexcusable state guarantee of social protection regarding health and safety of the consumers, configured as fundamental diffuse and social rights, which are objects of the compulsory state guardianship. / O presente trabalho pesquisouse, de acordo com a percepção social, o Estado brasileiro se faz presente e exerce efetivamente sua competência de tutela estatal, por meio de políticas públicas de segurança do consumidor, como forma de proteção social. Com tipo de abordagem quantitativa analítica, finalidade de pesquisa aplicada e natureza observacional, utilizando os procedimentos de pesquisas bibliográficas, documental e pesquisa de campo, com questionário fechado com questões de múltipla escolha como instrumento de pesquisa, o presente trabalho se utilizou de dados colhidos na cidade de Pelotas, Estado do Rio Grande do Sul, Brasil, no ano de 2018, em amostra determinada por 474 consumidores entre 20 e 74 anos, formando assim os resultados da percepção social acerca do tema. Como resultados encontrados, se observou que o importado modo de viver, capitalista, consumista e despreocupado com o “resto do mundo” se mostrou potencializado negativamente pelo histórico de nossa sociedade colonizada, escravocrata, de baixa escolaridade e cultura, utilizadora de (ou utilizada por) um capitalismo tardio,onde as relações sociais emergem ainda mais pela superficialidade, pela ostentação e pela aparência que o consumo pode oferecer.Nesta seara, o universo do consumo e o ato de consumir têm sido pensado predominantemente, embora não exclusivamente, como uma forma de reprodução de um sistema de relações assimétricas de poder e dominação. Onde as vulnerabilidades sociais se apresentam de forma mais intensa e a educação e cultura geral são mais precárias, o pacote pronto do consumismo capitalista surte ainda mais efeito ao não encontrar antítese aos seus valores nem resistências às suas forças globalizadas. A sociedade brasileira se mostrou configurada como sociedade de consumo e mostra-se altamente funcional à lógica dominante, com o consumidor brasileiro apresentando um perfil bastante consumista e alienado em relação à sua própria saúde e segurança, no processo de decisão de consumo. Esse mesmo consumidor alegou não se sentir seguro ou amparado pelo Estado e possui a percepção de que o Estado brasileiro não desempenha, com efetividade, a sua competência original e indelegável de proteção social no âmbito consumerista, mostrando-se ausente nesta seara, sem promover a execução de ações e políticas de saúde, segurança, educação e consciência do consumidor mas, pelo contrário, adotando a opção política do estímulo ao consumismo como forma de geração de tributos e crescimento econômico. Opção esta que, transvestida de política social, mostrou que possui como reais beneficiários as grandes multinacionais e detentores do capital transnacional que invade o País. Ademais, concluiu-se que o Estado mostra-se omisso na fiscalização da mídia comercial no que concerne à oferta de corretas e completas informações atinentes à segurança de produtos juntamente com a publicidade dos produtos dispostos ao consumo. Agindo assim, a atuação do Estado brasileiro mostrou-se exclusivamente funcional à lógica dominante das relações sociais capitalistas em detrimento ao desenvolvimento social, negando a necessária e inexcusável garantia estatal de proteção social em relação à saúde e segurança dos consumidores, que se configuram como direitos fundamentais difusos e sociais, sendo objetos obrigatórios da tutela estatal.

An investigation of the antioxidant properties of some culinary herbs and their potential application in a cosmetic preparation

The reported study tested some herbs for their efficacy as antioxidants. The herbs and combinations thereof were analyzed for antioxidant activity using two comparative methods: the beta-carotene bleaching method and through measurement by the Rancimat apparatus. The efficacy of the antioxidants was also tested in a cosmetic base cream. The concentration of the natural antioxidant vitamins, such as vitamin C, vitamin E and beta-carotene was determined by analytical methods. The methods used for analysis provided adequate results for interpretation. All herbs exhibited antioxidant activity, at comparable levels. The two methods used for analysis showed variable results, as previous researchers have shown. In terms of antioxidant potency, the herbs were ranked as follows: fenugreek > coriander > oregano > sage (beta-carotene bleaching method), oregano > sage > coriander > fenugreek (Rancimat method). Oregano and sage were good synergists, when combinations of herbs were used. Fenugreek, unlike the other herbs under investigation, is a prooxidant when used at higher concentrations. A direct relationship was observed between the concentration of herbs and antioxidant potency for sage, oregano and coriander. Fenugreek which is prooxidant at higher concentrations, should be used as an antioxidant independently rather than a synergist. This was the most important finding in the reported study. Similar antioxidant activities of the herbs were observed in the base cosmetic formulation. The reported study has provided an adequate base for further quantitative research into the innovative topic of antioxidants.

The impact of hospital surveillance programmes on the incidence of adverse drug reaction reporting in a South African teaching hospital

Post-marketing surveillance refers to any non-experimental or observational study, method, or monitoring strategy that is applied to obtain information on drug experience (primarily adverse) after a drug has been approved for clinical use. One of the major problems in post-marketing surveillance studies is the lack or under-reporting of drug experiences by health care professionals. This study was developed to describe the impact of three different prescription event monitoring programmes on the reporting of adverse drug reactions (ADR's) in the hospital situation. The intensive ADR monitoring programme and two voluntary ADR monitoring programmes which followed were conducted in the medical wards of an urban teaching and referral hospital. All patients admitted to the designated wards were monitored by a dedicated pharmacist in the intensive programme, ward pharmacists in the first voluntary programme and by medical and nursing staff in the second voluntary programme. The pharmacist monitored a cohort of patients prospectively in two medical wards for a period of three months. The patient's record was linked with any suspected ADR. All details, i.e. patient drug orders, characteristics and ADR description, were recorded and then reported. From 228 patients monitored, 25 cases have been reported. The impact of the intensive ADR monitoring programme was a reporting rate of 11 percent. Reports were received on ADR's of a particularly mild, common and pharmacologically predictable (type A) nature. The first voluntary ADR monitoring programme comprised the reporting of suspected AD R's and the recording of drug orders for the patients and the patient characteristics. The ward pharmacists monitored for suspected AD R's in all patients during their regular ward rounds. Six cases were reported in a population of 1506 patients monitored during the three months. The reports were mainly on moderate to severe suspected AD R's of pharmacologically unpredictable (type B) nature. The rate of reports received by the surveillance unit in this study was 4 reports per ward pharmacist per annum. The second voluntary ADR monitoring programme comprised the prospective monitoring of 1555 patients by medical and nursing staff during their stay at the designated medical wards during the three month period. Patients were monitored for any ADR and when an ADR was suspected, the patient characteristics and drug orders were recorded and reported to the surveillance unit. Ten cases were reported represented by six reports from doctors and four by sisters. The reporting rate was 2 reports per doctor in four years and 3 reports for each member of the nursing team in 5 years. Reports were mainly received on moderate to severe suspected ADR's of a pharmacologically unpredictable (type B) nature.
