The thesis is focused on the prevention of crises in the management of construction projects. Detailed methods of risk identification, risk analysis and treatment are described in detail. The thesis also explaines the methods of crisis management and the general expression of the crisis. Instruments of financial analysis have also been described to predict the dangers of a construction site. The aim of the dissertation is to confirm the significance of the hierarchy of risks in the process of their management. The second goal of the dissertation is to demonstrate the correlation between the crisis in the project and the crisis in the construction company.

The practical part is devoted to the basic design of the project to local roads in the municipality Plumlov - Žárovice and then financial assurance of this construction investment project. It selects several financing options for the project and the subsequent assessment of individual options. The outcome of this work is the selection of the best possible way of financing for the proposed project.

The theoretical part focusses on the explanation of basic terms from the field of public investments. Next it is describing assessment methods of the public investment projects and then it is analysing projects in the transport infrastructure in detail. The practical part is dealing with the assessment of the public project concerning the reconstruction of the road II/422 Podivín-Lednice based on price normatives which set the basic price including real costs for the realization of the buildings of the project given. Next this price is set higher according to building risks presumed. The second part of the thesis is dealing with financial and economic assessment of the project based on the analysis of costs and benefits realized in the electronic system MS2014+, which is used for filling and submitting electronic applications to support projects from structural funds of the European Community and from National resources between the years of 2014 and 2020.

A framework for benchmarking e-governance projects in developing countriesHatsu, Sylvester 12 1900 (has links)
Investigations reveal that the failure rate of e-governance projects in developing countries is between 35% and 50% whereby, 35% is classified as a total failure and 50% is considered a partial failure. Furthermore, previous e-governance frameworks lack reliable project discipline to deliver e-governance systems effectively to stakeholders for further exploits. This is one of the major reasons why e-governance projects fail to deliver the expected value to the citizenry and thereby, negatively impacting on socio-economic development.
The purpose of this study was to develop a framework for benchmarking e-governance projects for socio-economic development in developing countries. The Design Science Research methodology was relied upon for the purpose of the study in order to answer its various research questions.
Preliminary research investigations led to the identification of a range of critical success factors necessary for effective and efficient delivery of an e-governance project that fulfils expectations throughout the project lifecycle. Further investigations demonstrated that the foregoing critical success factors represent crucial and effective mechanisms for performing project assurance in the ambit of Monitoring and Evaluation. A generic framework for benchmarking e-governance projects was proposed. Further evaluation and validation exercises were undertaken on the framework through a survey involving a comprehensive sample of participants recruited from the Ghana ecosystem, a country considered a developing country. Experts who had comprehensive knowledge of challenges experienced when engaging in e-governance projects were also recruited from the international community as additional respondents in the survey. The study used a combination of simple random sampling and purposive sampling. Simple random sampling method was used to select 19 practising project managers, while purposive sampling method was employed to include e-governance experts in academic and research institutions as well as non-governmental organizations, with valuable insights concerning the research questions being addressed. The data collected was analysed using thematic analysis, and Pearson Chi-square test. The outcome of the evaluation and validation exercises produced an improved framework of which an appropriate prototyped proof of concept was developed for the purpose of enabling e-governance project stakeholders to perform project quality assurance throughout its lifecycle. Such as prototype, if implemented in real-life will go a long way in addressing many challenges faced in the entire e-governance project value chain from a prioritization, learning, cost, quality, time and impact perspectives.
The overall outcome of this study showed that despite the reality that the failure rate of e-governance projects remains high in developing countries, there is strong evidence indicating that the aforementioned situation could be circumvented. The research found that success is achievable by embarking on a rigorous process of monitoring and evaluation based on well-defined performance metrics that embody time, quality, budget and scope. As such, the significant minimization of the failure rate of e-governance projects in developing countries would become reality provided that sound monitoring and evaluation are performed in all phases of the project even after its deployment. / Information Science / Ph. Les spécialistes de la gestion de projet sont partagés entre ceux qui défendent l’importance des pratiques de la GRH dans le succès global des projets et ceux qui demeurent sceptiques quant à l’existence d’une telle relation. Notre étude a pour objectif d’enrichir ce débat en tentant de confirmer ou infirmer l’existence d’une relation entre la GRH et le succès des projets dans les pays en voie de développement (PVD).
La réalisation d’une étude dans les PVD, où les conditions (économiques, sociologiques, politiques, et cultuelles) sont différentes des pays industrialisés, permettra de savoir si la relation entre la GRH et le succès de projet varie en fonction des pays où le projet est implanté. Le choix de ce sujet de recherche est d’autant plus justifié que les études portant sur les facteurs de succès des projets dans les PVD, et en particulier sur la relation entre la GRH et le résultat de projets dans ses pays, sont plutôt rares.
Nos résultats ont révélé que, bien que la GRH ait une relation significative avec le succès des projets dans les PVD, elle présente la corrélation la moins forte avec ce succès par rapport aux autres facteurs de succès étudiés. Ce résultat surprenant peut être expliqué essentiellement par les caractéristiques des PVD qui affectent la gestion de projet et la gestion des ressources humaines dans cette catégorie de pays. Il pourrait s’expliquer également par les caractéristiques spécifiques à la GRH dans le contexte de projet.
Afin de mieux comprendre la relation entre les pratiques de GRH et le succès des projets dans les PVD, les recherches futures devraient accorder une attention particulière aux caractéristiques de la GRH propres au contexte de projet en général et au contexte de projet dans les PVD en particulier. / The specialists in the project management are divided between those who defend the importance of human resources practices in the project success and those who remain sceptics about the existence of such a relationship. Our study aims to enrich this debate and try to confirm or invalidate the existence of a relationship between the human resources management (HRM) and the project success.
The realization of a study in the developing countries where the economical, social, cultural and legal conditions are different from the industrialized countries will make it possible to verify whether the relationship between the HRM and the project success would vary or not according to the countries where the project is established.
Our results revealed that although the HRM has a significant relationship to the project success in the developing countries, it has the least strong correlation with this success. This surprising result can be explained essentially by the characteristics of the developing countries which affect the project management and the human resource management. This result could be also explained by the characteristics relating to the HRM in the project context.
In order to better understand the relationship between the HR practices and the project success in the developing countries, future research should pay attention to the characteristics of the HRM in the project context, particularly in the developing countries.
