This doctoral thesis provides a comprehensive treatise of contemporary modern methods of education including e-learning. In its preface the author presents its content, purpose, basis and objectives and sets the main goal of the thesis, namely an intention to analyse and evaluate the latest trends in e-learning, modern forms of education and use of information technology in organisation of studies. Sub-objectives of this dissertation relate to the structure of its prime objective and correspond with its individual chapters in which it presents the history of e-learning within the history of science and institutional education, evaluates the position of e-learning and other modern forms of education in the scope of political and legislative priorities of the European Union and of the Czech Republic and presents several core strategic and legislative documents covering this area also in connection with the concept of lifelong learning. The key theoretical part of the thesis contains a detailed overview of main theoretical issues related to e-learning and other modern forms of education in contemporary local and international literature. Možnosti řešení nezaměstnanosti v České republice a ve Francii / The Possibilities of solving of unemployment in the Czech Republic and in France

My thesis ,,Possibilities of solving of unemployment in the Czech Republic and in France" has the objective of insight to the issue of solving of unemployment from the perspective of the state and its employment policy, especially to instruments of active employment policy in our republic and in France. My thesis is divided into nine chapters. The research part of the thesis deals with theoretical knowledge from areas as labour market, employment, unemployment and employment policies on the level of European Union and on the level of given surveyed states. At its end I made a short preview to the issue of macroeconomical indicators and national economy that I later used in the practical part for brief characteristics of economical situation of the states and their chosen parts. As I have mentioned above, the practical part of my thesis deals with economical characteristics of both surveyed states and analysis of unemployment in them. Its main part is formed by my focusing on the comparison of possibilities of solving of unemployment in selected higher territorial self-governing units of the Czech Republic and France. Here I perform analysis of the labour market according to different criteria in the Czech region Highlands and in the French region Limousin. Then I define and create a comparison of the particular ways of solving of unemployment in these areas. In my thesis I further express my own assessment of effectiveness of the Active employment policy operating both in the Czech Republic specifically in the Highland region and in France in mentioned Limousin region. The very end contains mainly summary of knowledge gained at the practical part and statement how the set target was achieved.

It also explains new terms, mainly the key competence and profile topics and their position in school educational programmes it focuses on environmental education. It presents the conclusions of a research of this profile topic in practice of elementary schools of south bohemia region. It sums up the experience of a pilot school and its establishment {--} the ecology education centre.

Metodika analýzy a návrhu webu (MANW) / The web analysis and design methodology MANW

The main subject of this thesis is to prepare the web analysis and design methodology, MANW. The first part of the thesis is dedicated to the definition of the methodological framework on the basis of which the methodology will be built. The framework comes out from the methodological framework MEFIS which has been accustomed to comply with specific needs of the web application and websites development. The second part of the thesis is dedicated to the research of existing methodologies for web project implementation. Based on the research, the elements of the methodologies suitable for analysis and design are selected and then incorporated into the MANW methodology. The last part of the thesis is the description of the methodology itself and description of its characteristics and elements. The goal of the diploma thesis is to prepare a simple methodology for websites and web applications analysis and design which can be used in agile web development. The methodology is described by its phases, processes, roles, inputs and outputs and other elements which are defined in the elaborated methodological framework. The output of methodology processes are the data for implementation, deployment and operation of web solutions. It was necessary to define the term methodology and define a methodological framework first in order to work out the methodology itself successfully. Another starting point for methodology design was the research of existing methodologies which also serves as an introduction to the problems of web projects implementation and provides an overview of existing tools. Output of the thesis is the MANW methodology which is a synthesis of the working experience and of a methodological framework theory. This methodology is easily modifiable and thanks to the clear process definition it can provide the companies with an effective solution of web products analysis and design.

The thesis consists of 5 parts - an introduction, theoretical and methodological part, the description of the analyzed company, application of selected methods, and the conclusion. The product portfolio is analyzed with a business plan of the company. By application of the business plan is implemented innovation and modernization of two principal activities. The results of application of the business plan are assessed in terms of financial analysis. Application of the business plan will help in solving main problems of the analyzed company - low profitability and high costs.

Měření efektivity elektronické státní správy / Measuring the effectiveness of e-government

This paper describes problems of eGovernment and proposes way to measure e-Government services. Described is the state of the Czech eGovernment in detail to selected projects and in international comparison. The description shows that the development is still ongoing, but in a much slower pace than in the electronically advanced countries. Main identified problem is inconsequent strategic management and resortism, which is constraining deployment of cross-resort projects. Based on the description of the current situation and on the international experiences, author offers specific recommendations to future development of the electronization of public administration in the Czech Republic. In response on management problems is in this paper proposed and tested methodology for measuring the effectiveness of e-Government services. This methodology is an objective procedure of measuring the effectiveness of e-services which is providing feedback for service providers. Testing of methodology evaluates three services from taxation agenda and highlights their weaknesses, including the proposal of corrective solutions.

Chování lidí v projektech procesních změn / Human Behavior in Process Reengineering Projects

The aim of this work is to acquaint the reader with the theory of human resources management, process reengineering area and related expressions. The work identifies personal types or groups of persons involved in the process reengineering projects and availability of defined human resources on the Czech market. Theoretical knowledge is described on two real projects of process reengineering - in small and purely Czech company and in large multinational company. On these projects also participated teams of different HR composition and scale, which allow to show interesting differences. Two projects only are certainly not relevant for the sample of general conclusions, but they are very useful to demonstrate specific examples of theory in practice. In a reengineering process also occur some problems caused by the type of projects, by process maturity, but also by the composition of human resources involved in the project. Parts of this work are crisis plans too - proposals for solving these crisis situations. I believe that the progress of the project is also affected by the level of stress put on the human resources, which is found in the survey that is part of this work. The survey compares whether the effects of stress changes team roles of specific project participants, including the composition of the project team. The research results are the main contribution of this work. The basis of the research is the definition of the team roles by Belbin. The main part sof this work are the basic terms and current level of examination of this area, it also contains examples of real projects, research and crisis plans.

Diploma thesis "European collaborative defense projects and the military capacity of the EU" is dealing with the realization of cooperative projects and with their influence on the development of military capacities of the European Union member states. The author examines the economic and military advantages of international defense collaboration. The optimal way of collaboration leads to lower development and production costs, higher quality of the product and better competitiveness on the market. The author uses selected European programs to test how the results are achieved in reality. Further author identifies the goals of the European Defense and Security Policy as they were set up by the European Union. Mainly the so called Petersberg Tasks. The author examines which military capabilities the European Union needs to build in order to realize the full scope of the Petersberg Tasks and whether the realized collaborative projects enhance the capabilities of the Union for these tasks.

This thesis deals with the life-cycle cost of construction project. In the theoretical part the life cycle of buildings associated with the construction projects and each construction costs. The practical part is described the construction of 18 housing units in the village Zbýšov during the whole life cycle of the building. There are cost items defined in the development of the building from its beginning to its expected closure phase. In conclusion, the costs are discussed in more detail, analyzed and compared to a likewise a model project.
