The problematic part of the discussion on the changes of the world of the work and the performance of the State in a context of advance of the liberal ideas. The research involved the discussion on the Brazilian social situacion, of low economic growth, with the emergency of the activity of recycling materials collectors, from the valuation of the materials recycle for the industry of the recycling. Diverse determination had been analyzed for emergency of the recycling materials collectors, in special the dynamics between capital and work and its consequences in the world of the work making of a landmark on urban solid residues. The performance of the Instituto Lixo e Cidadania in the city of Curitiba/Pr was analyzed in the organization of recycling materials collectors in collective arrangements, with the objective to demonstrate the profile and the demands of the recycling materials collectors. The conclusions detach the importance of the formation politics for the recognition of this category as a pledge of effective social inclusion and respect to the basic rights of the workers. / A presente dissertação investigou sobre as formas de proteção ao trabalho dos catadores de materiais recicláveis na sociedade brasileira em especial no município de Curitiba/Pr. A problemática parte da discussão sobre as mudanças do mundo do trabalho e da atuação do Estado num contexto de avanço das idéias liberais. A pesquisa envolveu a discussão sobre o quadro social brasileiro, de baixo crescimento econômico, com a emergência da atividade de catador de material reciclável, a partir da valorização dos materiais recicláveis pela indústria da reciclagem. Diversas determinações foram analisadas para emergência dos catadores de materiais recicláveis, em especial a dinâmica entre capital e trabalho e seus reflexos no mundo do trabalho e na formulação de um marco regulatório sobre resíduos sólidos urbanos. Foi analisada a atuação do Instituto Lixo e Cidadania no município de Curitiba/Pr na organização dos catadores de materiais recicláveis organizados em arranjos coletivos, com o objetivo de demonstrar o perfil e as demandas dos catadores de materiais recicláveis. As conclusões destacam a importância da formação política pelo reconhecimento dessa categoria como garantia de efetiva inclusão social e respeito aos direitos fundamentais do trabalhador.
