The Evaluation of Australian Labour Market Assistance Policy

This thesis is comprised of a series of published papers relating to the evaluation of active assistance measures for the unemployed in Australia. It offers both applied evaluations of active assistance measures as well as critical assessment of the evaluation approaches that have dominated the literature and policy formation in Australia. "Active" assistance for the unemployed is distinguished from "passive" assistance, such as income support.The motivation behind the work lies in the fact that a very large amount of public expenditure is directed to active assistance for the unemployed. Over $2 billion dollars was spent on labour market programs at the height of the Working Nation package in each of 1995-96 and 1996-97, and $1.5 billion was allocated to "labour market assistance to jobseekers and industry" in the most recent (2001-02) Commonwealth budget. Despite this considerable past and ongoing expenditure, the evaluation effort in Australia has been far short of international best practice. As a consequence, there is no convincing empirical evidence as to how effectively these public resources are being used, or of the relative merits of various options in the design of active interventions for the unemployed.Ultimately, the goal of the research is to improve supply-side policies designed to address unemployment. As stated, it aims to do this through original empirical evaluations of programs and through critical assessment of existing evaluations and institutional arrangements.

The middle of the last century witnessed the beginning of information revolution, which since then has radically changed the life of the society. The information was identified as one of the most important resources for producing goods or creating services. Information technologies as well as information movement are not only important in developing economy but in other spheres of life too. The governments of developed countries understood that and made efforts to act the implementation of Information Technologies. European Union, that defined the priority for itself not to be behind the USA, has adopted the Lisbon Strategy, which one determinated the importance of the Information technologies either in private and public sector. These purposes are in the first place nowadays in Lithuania, it is planned to induce the spreading of the information technologies in the lasting work strategies, a big attention is given for increasing the number of personal computer and Internet users. An effort does not go wastles. According statistic, in the last six years increased the number of household that owned computers more than five times, the Internet users - seven times. However, there are still increasable big differences between cities and regions in Information Technologies. O estudo centra-se na produção dos serviços do transporte público urbano de pessoas, visando o desenvolvimento de uma nova metodologia e modelo para sua gestão, sustentado na mobilidade urbana e princípios do desenvolvimento sustentável. Esta concepção compreende a formação de áreas urbanas orientadas pela multisetorialidade, estruturação de redes, distribuição de atividades geradoras de viagens, responsabilidade social, integração, inclusão social, e ênfase na geração de espaços saudáveis para os cidadãos. Com base na análise da situação atual do transporte urbano, os dados secundários mostram o esgotamento dos modelos tradicionais de tratamento para a gestão de services desta natureza, aliada a uma abordagem restrita, orientada por soluções setoriais e funcionalistas, onde o transporte aparece como um fim em si mesmo.. Por outro lado, a revisão do estado da arte aponta a abordagem da sustentabilidade como potencial alternativa a promover mudanças positivas no que se refere à busca de soluções para problemas de transporte; não somente restrita ao entendimento do transporte sustentável a partir de soluções tecnológicas, mas fundamentalmente, segundo uma definição mais ampla, que enfatiza soluções integradas, incluindo melhorias na mobilidade urbana, desenvolvimento econômico, através de novos arranjos organizacionais. Neste sentido, referindo-se ao tratamento do transporte urbano como um instrumento ligado à cadeia de atividades diárias de vida dos cidadãos, o estudo propõe a criação de um modelo relacional, através da gestão compartilhada pelos diferentes Agentes envolvidos. Desta forma, níveis mais elevados de mobilidade urbana são promovidos através do transporte público ou modos não motorizados, com alcance de melhor qualidade de vida para a população das cidades. A abordagem teórica de redes interorganizacionais, e os conceitos de gestão da mobilidade explorando a relação entre o uso do solo, transporte e outros setores produtivos oferecem o suporte conceitual para a presente pesquisa desenvolvida com base qualitativa. Visando a ilustração teórica e o teste das condições para o desenvolvimento da nova metodologia de abordagem do problema e proposição de um novo modelo de gestão, um ensaio ilustrativo foi desenvolvido, aplicado em pesquisa empírica realizada na Comunidade da Maré, situada na Região Metropolitana do Rio de Janeiro. Através de técnicas de grupos focais e entrevistas em profundidade, os Agentes envolvidos nas atividades produtivas da rede de transporte foram identificados. Suas necessidades, limitações e percepções relacionadas à nova proposta de gestão intersetorial foram exploradas, de modo a subsidiar o estudo de factibilidade e vertente metodológica de implantação do novo modelo relacional proposto. As bases teóricas e as proposições da agenda intersetorial foram desenvolvidas e avalizadas junto aos stakeholders, originando-se o modelo de gestão: FÓRUM MÓBILE. Desta forma, a pesquisa analisa o potencial de novas formas de gestão para serviços de transporte público urbano de pessoas, com base em critérios de eqüidade econômica, social e ambiental. / The study focuses on the urban public transport service production, aiming the development of a new methodology and a managerial model, supported by the mobility and sustainable development principles that comprise the conception of the environmental urban areas oriented to multi-sectoriality, structuring networks, distribution of trip generating activities, social responsibility, integration and social inclusion and proximity emphasizing livable spaces for citizens. Based on the analysis of the current situation of urban transport, secondary data show the depletion of traditional models, underpinned by a narrow approach oriented only to transport issues. On the other hand, the state-of-the-art review points out that sustainability approach may require changing the way people think about how to solve transportation problems. A narrow definition of sustainable transport tends to favor individual technological solutions, while a broader definition tends emphasize integrated solutions, including improved travel choices, economic incentives, and new organizational arrangements. Referring to the treatment of urban transportation as an instrument linked to the chain of daily activities of citizens, the study proposes setting up a relational model, through the shared management by the various stakeholders involved, where higher levels of urban mobility are promoted through the public transport or not motorized modes achieving higher levels of quality of life for urban population. The theoretical approach of interorganizational networks and the concepts of the mobility management exploring land use and transport relationship give conceptual support to the current research developed on the qualitative basis. Aiming the illustration and testing of the conditions for the development of the new methodology to approach the problem and propose a managerial model, there is an example developed, applying the extensive survey at a specific location within the low-income community in the Metropolitan Area. Through the focus group techniques and in-depth interviews the agents that could be involved in the transport-activity network are identified and their needs, constraints and perceptions related to the new proposal are explored. This way the research examines the potential of new forms of management, based on the economic, social and environmental equity criteria.

Exploring Equality of Use and Access to Public E-services for People with Disability: A Study of Disability, Public e-services and IT Policies

Discussion of the equal use and access to public e-services for people with disability does not present a coherent picture of Information Technology (IT) policies, public e-services and disability. Current studies usually take care of one or two of these subjects together, for example use and accessibility issues of public e-services from the viewpoints of users with disability, or IT policies and guidelines regarding use and access to public e-services for all people, or limitations of technology in supporting people with disability to equally use and access public e-services. In this study, in order to explore the equality of use and access to public e-services for people with disability, I will apply a framework proposed by Orlikowski (1992). On this account, I will explore the equal use and access to public e-services from three aspects of experiences and expectations of people with disability, public e-services and disability features available on them, and IT policies in combination.

Consequently, South African community pharmacies are inundated with requests from the public for advice and treatment on a wide range of medical conditions, including sexually transmitted infections (STI's). Although community pharmacies are often the first port of call for undiagnosed STI, limited diagnostic skills and legally-imposed prescribing restrictions preclude pharmacists from providing the necessary clinical management. This thesis focuses on strategy of Government of the Czech Republic called Smart Administration and its implementation. Its goals are improving quality and satisfaction of citizens with public services, particularly using information technology. The main goal of this thesis is to evaluate the system of governance. Whole life cycle of the strategy is being analyzed. The practical part of the thesis starts with assessment of the aimed goals and its success indicators. Then the governance system is being analyzed, how the projects are being chosen for realization and what role official authority offices play in this process. The outcome from the analysis helps to design an organizational structure of project office, like the shared center of services. The strategy is also being evaluated using measurable success indicators. There's one real project examined and its goals are compared to the strategy goals to see the compliance and integrity with the strategy. There is also a survey conducted among the project holders with an aim to get to know, how the real projects are being governed, how successful they are, and to see the opinion of the project holders on the existing governance and possible changes. The thesis provides comprehensive overview of problems of the strategy with an accent to missing project management principles.

Changes in the Clinical Capacity of Local Health Departments and Continuity of Reproductive Health Services

Unauthorized reproduction of this article is prohibited. Objective: The role of local health departments (LHDs) as a clinical service provider remains a salient topic of discussion. As local and state health departments continue to migrate away from clinical services, there is need to understand the impact on these transitions on access to care in a given community. The purpose of this study was to examine the impact of clinical capacity reductions in LHDs on receipt of annual family planning visits among South Carolina women. Design: A rolling panel of women eligible for Medicaid between 2001 and 2012 was created. Receipt of an annual visit for each year of Medicaid eligibility was tracked over time. A typology reflecting changes in county capacity for clinical services was used as the independent variable. We estimated multivariate generalized estimating equation models, which examined changes in population-averaged probabilities (marginal means) of annual family planning visits over time by level of county typology. Results: Approximately 325 269 unduplicated women were included in the panel, with 25.18% receiving an annual visit in a given year. On average, receipt of annual visits in counties with notable reductions in LHD clinical capacity tended to be fewer over time (-0.022; 95% CI [confidence interval],-0.028 to-0.017) as among counties with reduced capacity that included a specific clinic closing (-0.032; 95% CI,-0.037 to-0.028). However, the magnitude of observed differences between county typologies was relatively small. Conclusions: Evidence of service discontinuity was present. However, differences occurred later in the study period following the economic recession. Our findings suggest that counties that reduced capacity did not lose ground but were unable to meet increasing demand from the economic recession relative to those that did not reduce capacity even when closing a clinic. As LHDs discontinue or significantly reduced clinical services, fulfilling the assurance role is important for transitioning women to other sources of care.
