Principals' Use of Data: A National Perspective

The traditional role of America's principals is changing. The educational reform movement defines principals as instructional leaders responsible for creating professional learning communities in which learning and quality instruction are priorities. National standards for school leaders include the use of data as a resource for instructional leadership. Additionally, new principals are entering the field rapidly. Previous research on the use of data by principals is twenty years or older. This study updates prior research and contributes to a national perspective of the use of data by principals. This study presents two research questions that guide (a) a description of how principals vary in their use of data and (b) the determination of the relationship(s) between predictor variables and principals' use of data. The method used was survey research and included both descriptive and correlational statistics. A national sample of principals randomly selected by the National Association of Elementary School Principals (NAESP) responded to a questionnaire developed for this study. Findings of the survey showed that principals are embracing the role of instructional leader and are using data in various ways. Additionally, this study determined that principals' attitudes, self perceptions, professional development experiences, characteristics of their school districts, and personal competencies with data proved statistically significant with influencing their use of data. However, characteristics of their individual schools where principals worked were not found to be statistically significant. This study is important because it provides useful information for planning both principal preparation programs that target aspiring principals and for planning continual staff development for practicing principals. / Ph. HIGH STANDARDS FOR ALL STUDENTS? THE KENTUCKY EDUCATION REFORM ACT AND IMMIGRANT HIGH SCHOOL STUDENTS

During the 1990s, standards-based reform became the predominant education reform inthe country. However, neither federal legislation nor state standards-based reform programshave focused much on addressing the needs of special groups. While, the explicit goal ofstandards-based reform was to raise academic achievement of all students, the implicit goal wasto change beliefs about specific groups of students, particularly students who traditionally havebeen perceived as "disadvantaged." This dissertation examines the implementation of standards-based reform policies withpopulations of limited English proficient (LEP) high school students to determine the strength of the Kentucky's policies to include LEP students and the capacity for those policies to influenceeducator beliefs about the abilities of LEP students. The study includes an analysis ofKentucky's reform policies and a case study of one high school English as a Second Languageprogram seen as a leader in implementing standards-based reforms. The case study approachprovided an opportunity to learn about the issues associated with educating LEP high schoolstudents in the context of standards-based reform from the point of view of those who arecharged with implementing these policies. The findings from this study suggest that it is notsufficient to include LEP students in state assessment and accountability systems. In order foraccountability systems to ensure strong student performance, they must also address inequities instudents' opportunities to learn to high standards. The success of Kentucky's policies, as well asother standards-based policies, depends on their ability to drive changes in educator beliefs aboutstudents' capabilities and to drive the creation of local conditions supportive of practicesconsistent with achieving the goals of the Kentucky Education Reform Act.

The impact of land redistribution on the livelihoods of beneficiaries : a case of Molwama Polokwane Province

Thesis (M. Dev.) -- University of Limpopo, 2016 / Land reform in a form of land redistribution has been implemented in developing countries including South Africa. Land reform in South Africa was introduced to address the effects of the racial discrimination practices of the apartheid government, which led to black people being denied access to land prior 1994. The objective of land redistribution is produce commercially viable land reform projects, which will be able to sustain livelihoods of the poor. However evidence from some studies suggest that a large number of these projects have failed. This study aimed to explore the impact of land redistribution programme on the livelihoods of beneficiaries of the Monyamani, Lwalalemetse and Maboi3 (MOLWAMA) farms in the Polokwane municipality, Limpopo province who have benefited from Settlement Land Acquisition Grant (SLAG) a sub-programme of land redistribution. A quantitative research design was used. Data were collected through a semi-structured questionnaire and analysed using the SPSS software. Since the main objective was to determine how the standard of living, the researcher used key indicators such as household income, access to services, production of food for food security, empowerment, security and health. The main findings of the research are that while beneficiaries indicated a positive change on their standard of living, it was evident that because the land was not optimally utilised, the benefits could be much higher but for a number of challenges that they were still experiencing. Beneficiaries highlighted a number of challenges which include water shortages, drought, financial mismanagement, conflict amongst beneficiaries, uncommitted beneficiaries, low wages, low representation of women and youth and lack of financial assistance. In order to resolve these challenges, the study recommends a number of policy interventions. Specifically, on building capacity of beneficiaries by providing entrepreneurship and financial management trainings. The government and other stakeholders should encourage the youth to participate in land reform projects and provide them with necessary skills which, will enable them to work productively. Provision of infrastructure such as access roads, water, electricity and markets is very crucial for successful and sustainable projects.

In the sixty-three years of the United Nations' existence the international stage has evolved significantly, and the world today is different from that when the original United Nations Charter was drafted. Therefore, it is only natural to expect the organization to evolve, in order to fully embrace the changes in the international community and to be able to address these changes efficiently. However, reform to the United Nations has been slow. This lack of change is due to various factors, particularly the lack of cohesiveness among member states and the inability of these to reach an agreement. Member states are unwilling to provide the organization with the power and respect it needs in order to carry out its mandates, therefore, the United Nations becomes an organization with a big to do list, and no way to carry it out. The United Nations may be outdated; however, it is far from being obsolete since it is an important player in the international community and serves endless imperative missions and mandates. It is up to the international community to decide what direction they want the United Nations to take and what the organization will become in the upcoming years. IN the meantime, this study will discuss the possibilities of reform regarding UN budget, the Secretariat and the Security Council. The United Nations is constantly underfunded which is a great limitation on what the organization can do and how well it can do it. Member states expect the organization to function while being starved of funds. Underfunding can be attributed to various issues, particularly the withholding of payments from members states, lack of alternative resources and the high operating costs of the organization. The United Nations works under the guidance of the United Nations Secretariat, which can be considered the organization's administration. Administrative reform is imperative to create a more efficient Secretariat, particularly the areas of staff qualification and the selection and role of the Secretary General; both areas play an essential role in promoting an efficient Secretariat. The Security Council was formed with special privileges to the five superpowers at the time of the Charter's drafting. However, as the international community evolved and power shifted, these privileges had been maintained. Security Council reform should redistribute power accordingly in order to represent the realities of the world today. This study will address the main areas of criticism within the organization: the Budget, the Secretariat and the Security Council, and match them with reform proposals introduced to the organization to address these specific criticisms. Once these criticisms have been matched to reform proposals this study will analyze the reasons why these reforms have failed to materialize over the years and how this has affected the organization. Furthermore, it will address the reasons for lack of action by member states and the possibilities of these reforms taking place in the near future. The goal of this study will be to further understand the reasons why the United Nations has come short of its expectations and how lack of reform is to blame.
