'Scottishness', 'Partnership' and 'Efficiency' : exploring devolved school management and local government reorganisation within the local education system

This thesis explores the reorganisation of schools and education authorities in Scotland. National implementation of Devolved School Management (DSM) began in 1994. Two years later, Local Government Reorganisation (Reorganisation) occurred. Each policy signified a reorganisation of the education system. The thesis argues the need to consider the combination of DSM and Reorganisation in policy and practice, particularly for the roles and relationships of schools and education authorities. Therefore, the initiation, interpretation and implementation of DSM and Reorganisation over time and across 25 schools and 11 education authorities are researched. There is no previous research on this specific area of inquiry. Hence, the thesis is exploratory. The thesis develops debate about research and analyses of education policy. Influenced by and seeking to develop policy sociology, the method is qualitative. DSM and Reorganisation are interpreted within their historical, political, cultural, social, economic and institutional contexts. The need to explore issues of and linkages between structure and agency is debated. Consideration of discourse is developed to explore the nature of policies, perceptions of persons involved, the linkages to previous developments and the discursively articulated influence of structure and agency. It is suggested three central discourses characterise Scottish education policy. 'Scottishness' posits the distinctive, collective and egalitarian nature of Scottish education. The post-war 'Partnership' advocates a 'national system, locally administered' promoting 'equality of opportunity'. Both discourses have been challenged since the 1970s by an economic discourse of 'Efficiency' valuing market forces and managerialism. The thesis explores the developing and dynamic discourses and the perceptions and practices of policies at school and education authority levels. The perception and promotion of a 'Scottish dimension' within a British state and arguably global reorganisation of education indicates the complex inter-relationships between structure and agency, as articulated in discourses and affecting developing policies such as DSM and Reorganisation.

Observations of a regional education officer for catholic primary schools : implications for administrators

The study's primary purpose was, through the recorded observations of a Regional Education Officer (REO) working in Catholic primary schools over eighteen months, to draw out implications for local and central administrators for the maintenance and improvement of the schools' quality. Of particular interest was the question that since the schools were Catholic schools, would or should this make any significant difference to these implications. A secondary purpose of the study was the clarification and articulation for myself of what the main elements of the REO role might best be in practice. Analysis of diary entries and relevant Catholic Education Office documents was based on the writer's fundamental assumption that the merits of educational administrative decisions and actions should be judged in relation to the benefit these are to teachers and their students. The main conclusions of the study were: i) that the recognition by administrators of the special qualities of the personal and interpersonal relationships existing in schools would assist administrators in maintaining and developing the schools' quality; ii) that the religious faith aspect of the ideals of a Catholic school adds a deeper dimension to the special qualities of the personal and interpersonal relationships which are common to schools; iii) that such are the demands by staffs of schools for support and assistance, that the only ones who can realistically meet the bulk of such demands are staffs themselves, supporting and assisting each other through some form of regular collegial system; iv) that schools are more non-rational than rational organizations, and hence an emphasis on bureaucratic administrative processes will be detrimental to schools' effectiveness.

Nursery Rhymes are understood as popular demonstrations and express feelings of regionality, ascendancy and originality, reflecting the rooting of acquirements and everyday experiences of the individual and the social group of belonging. Characterized as cultural practices, the nursery rhymes carry elements that cross generations and move in time and space. This research aims to analyze the Social Representations (SR) of teachers and parents of students on the played and sung nursery rhymes within schools that belong to the Sistema Municipal de Educação de Chapadinha, in Maranhão. The Social Representations in this research acquire a main character, because they allow recognizing at the same time the importance of nursery rhymes as a cultural practice and a didactic teaching, which provides the appreciation of the local culture and the rescue of values that tend to disappear on the current modernity in which we live. The exploratory and descriptive research is guided by a plan that gathers as instruments of data collection semi-structured interviews with teachers, meetings with focus groups of parents of students, previously marked and organized according to their availability of time and space, as well as the analysis of official documents that establish the guidelines to be worked in the first and second years of elementary school (Escolas do Campo) of the city of Chapadinha, besides observation reports, resulting from remarks made in situ. The data comprehension was performed by content analysis underneath the theoretical perspective that guides this approach, providing as a result the understanding that nursery rhymes meet childhood needs of the students because as cultural practices where they find the possibilities that can guide their learning, socialization and intersubjective exchanges interests, which, for them, are significant because they see themselves and find themselves within the perspectives of experienced context. / As cantigas de roda, entendidas como manifestações culturais populares, expressam sentimentos de regionalidade, de ascendência e de originalidade, traduzindo o enraizamento dos saberes e das experiências cotidianas do indivíduo e do grupo social de pertencimento. Caracterizadas como práticas culturais, as cantigas de roda carregam elementos que perpassam as gerações e se movimentam no tempo e espaço. Esta pesquisa se propõe a analisar as Representações Sociais (RS) de docentes e de pais de alunos sobre as cantigas de roda brincadas e cantadas no âmbito das escolas pertencentes ao Sistema Municipal de Educação de Chapadinha, no Maranhão. As Representações Sociais, nesta pesquisa, adquirem um caráter central, pois permitem reconhecer, a um só tempo, a importância das cantigas de roda como práticas culturais e didático-pedagógicas, que propiciam a valorização da cultura local e o resgate de valores que tendem ao desaparecimento na atual modernidade em que se vive. A pesquisa exploratória e descritiva orienta-se por um plano, que reúne como instrumentos de coleta de dados as entrevistas semi-estruturadas com os professores, os encontros com os grupos focais dos pais de alunos, previamente marcados e organizados de acordo com suas disponibilidades de tempo e de espaço, bem como a análise dos documentos oficiais que estabelecem os saberes a serem trabalhados nos 1 e 2 anos do ensino fundamental das Escolas do Campo da cidade em questão, além de notas de campo, resultante de observações realizadas in loco. A interpretação dos dados foi realizada por meio da análise de conteúdo, sob a perspectiva teórica que orienta esta abordagem, oferecendo como resultado a compreensão que as cantigas de roda atendem às necessidades lúdicas dos alunos, porque, como práticas culturais, nelas encontram as possibilidades que podem guiar os seus interesses de aprendizagens, de socialização, de trocas intersubjetivas, que, para eles, são significativas, porque se vêem e se encontram dentro das perspectivas do contexto vivenciado.

The problem of this study was to survey and report the perceptions of superintendents of school districts in Region 10 regarding programs of service offered by Region 10 Education Service Center. The superintendents of all public school districts in Region 10 were included in the survey study. All school districts concerned were grouped into one of three categories, according to size. The primary purpose of the study was to determine the perceptions of superintendents in Region 10 regarding programs of service offered by Region 10 Education Service Center, and to make the results available for use in planning future center operations.

Educação do campo : formação continuada de professores do Programa Escola Ativa em Buriti (MA)

Na Educação do Campo existem peculiaridades contextuais durante o processo de ensino, que se constituem, na maioria das vezes, em classes multisseriadas e em condições de trabalho que possibilitam a aprendizagem de maneira diferenciada. A implantação, no Brasil, do Programa Escola Ativa (PEA), em meados dos anos 1990, foi inspirada em um programa similar já executado na Colômbia há duas décadas. A presente pesquisa objetivou analisar as diretrizes educacionais norteadoras e o processo de Formação Continuada de professores do campo do PEA, campo empírico dessa problemática, tendo em vista que tal programa se apresenta como uma proposta de política educacional de qualidade para a Educação do Campo. Buscou-se, também, verificar as questões relativas à formação dos professores, bem como às ações públicas e civis para a Formação Continuada, instituídas em contextos econômicos, políticos e socioculturais específicos, que precisam ser considerados no que se refere ao PEA. A investigação, com abordagem qualitativa, teve como procedimento de coleta de dados a realização de entrevistas semiestruturadas com professores da Rede de Ensino Público do Município de Buriti (MA) envolvidos no Programa Escola Ativa. Os resultados obtidos apontam que, embora a proposta de Formação Continuada contribua para o desenvolvimento pessoal e profissional dos sujeitos, há desafios a serem enfrentados, uma vez que a dicotomia cidade/campo perpassa todo o processo de criação e de desenvolvimento do Programa, e que há eixos norteadores que enfatizam a Formação Continuada como uma das ações para alcançar os objetivos de melhorias na Educação do Campo. / In the Regional Education there are contextual peculiarities during the teaching process, which constitute most of the time in multigrade classes and working conditions that enable how to learn differently. The deployment of the Programa Escola Ativa (PEA) in Brazil in the 90s was inspired by a similar program already implemented in Colombia two decades ago. This study aimed to analyze the educational guidelines and the process of Continuing Education for teachers from PEA, empirical field of this discussion, considering that such a program is presented as a policy proposal for quality education to the Regional Education. We also tried to verify issues related to teacher training, as well as the public and civil actions for the Continuing Education, established in economic, political and sociocultural specific contexts that need to be considered with regard to the PEA. The research, using a qualitative approach, had as a procedure of collect data semi-structured interviews with teachers from the network of public education of the city of Buriti (MA) involved in the Programa Escola Ativa. The results show that, although the proposal of Continuing Education contributes to personal and professional development of individuals, there are challenges to be faced, since the dichotomy city/country encompasses the whole process of creation and development of the Program, and there are also guiding principles that emphasize the Continuing Education as one of the strategies to achieve the goals of improvements in the Regional Education.
