Koherens mellan militära strategier : Är det möjligt i en föränderlig säkerhetspolitisk situation?

In less than 20 years the orientation in Swedish security politics changed drastically from only prioritizing their own national defense to a solidarity proclamation to the neighboring countries. This is due to the constant shifting in the international political environment. These changes also meant a major impact on the lower strategies such as the resource and operational strategy. The resource and operational strategies changes in different time perspectives. The military strategy can be changed with just one government resolution while the resource strategy takes years to change. The purpose of the essay is to examine how the coherence between those two strategies looked when they constantly have to adjust to the changing international political environment. The result of the analysis shows that during the current time for each strategy there were in fact sufficiently satisfactory coherence between the resource and the operational strategies. This is due to the very specific international political environment that were during each time period.

Kan strategisk autonomi skapas genom logistik?

This study investigates how the supporting strategies of Swedish armed forces (SWAF) logistics and materiel procurement contributes to the crea-tion of national strategic autonomy. In a case study design, official strategy documents and actions of the Swe-dish government and authorities are examined through the lens of Mintzberg and Waters (1985) theory of strategy development combined with the appli-cation of logistical theories in a military context. The study is using three el-ements of analysis to structure the data: international collaborations; sus-tainment and freedom of action.The study finds that actions and collaborations indicate an emerging strategy that implements aspects of strategic autonomy. The upcoming analysis and decision on SWAF funding and constitution in the Swedish parliament has the potential to transform the developing strategy into a deliberate strategy of strategic autonomy.The study indicates a strategic dilemma in the choice between self-sustainment and being a reliable partner in collaborations.
