Among those municipalities whose origins were founded by their transition from the old Way of troops, is Palmeira part of this project. Thus, this research work aims to understand the relationship between the city and the project in question, checking their particularities, such as your physical Cultural Heritage, the implementation process and project development and optical municipal policy on tourism . In addition to research data pre-existent, this paper presents a collection of data obtained through interviews (with city government officials, councilors, Commercial and Industrial Association, the Association of Municipalities of Campos Gerais and others involved), and questionnaires conducted with general population to understand the relationship established between them and the development of the project in the municipality. However from this study realized a few factors that presents difficulties for consolidation in Palmeira Project (PR), among them are the lack of population and lack of incentive on the part of municipal administrators. / O Projeto Regional Rota dos Tropeiros lançado em 2004, surge na perspectiva do Programa Nacional de Regionalização do Turismo, que tinha por objetivo principal descentralizar o Turismo, promovendo sua regionalização, neste caso abrangendo 16 municípios dos Campos Gerais do Paraná. Entre esses municípios cuja suas origens foram fundamentadas pela passagem do antigo Caminho das Tropas, está o município de Palmeira faz parte desse projeto. Sendo assim, este trabalho de pesquisa, tem por objetivo compreender a relação entre a cidade em questão e o Projeto, verificando as suas particularidades, aspectos físicos como o seu Patrimônio Cultural, o processo de implantação e desenvolvimento do projeto e a ótica política municipal sobre o turismo. Além de pesquisa de dados pré-existente, este trabalho apresenta uma coleta de dados obtidos através de entrevistas (com funcionários da prefeitura municipal, vereadores, Associação Comercial e Industrial,Associação dos Municípios dos Campos Gerais e demais envolvidos), e questionários realizados com a população em geral, para entender a relação estabelecida entre os mesmos e o desenvolvimento do projeto no município. Entretanto a partir da realização deste estudo perceberam-se alguns fatores que impõe dificuldades para consolidação do Projeto em Palmeira (PR), entre eles estão o desconhecimento da população e a falta de incentivo por parte dos gestores públicos municipais.
