TECNOLOGIAS DE INFORMAÇÃO E COMUNICAÇÃO, REDE CIENTÍFICA E INOVAÇÃO COMUNICACIONAL: O CASO DO CONSÓRCIO ANTIFERRUGEM / INFORMATION AND COMMUNICATION TECHNOLOGIES, SCIENTIFIC NETWORK AND COMMUNICATION INNOVATION

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / This paper examines a possible alternative for dissemination of information and communication technologies in rural areas. In this sense, aimed to analyse, evaluate and validate some statistics metrics generated by Google Analytics software to the site of the Consórcio Antiferrugem. The analysis considered the metrics generated for the period of June 30, 2007 to June 30, 2011, during which the site of the Consórcio Antiferrugem totaled four cropping season of soybeans. From the metric data of the tool in use, we sought to identify some kind of user profile and certain pattern of use of the site. The results indicate that the site proves to be an innovation communication, since it plays a mobilizing role in the formation of a scientific network in combating a plant disease. To achieve the objective proposed in this work, we chose to conduct a search of the exploratory case study. To conduct the study, sought to relate the data to access the site with the sowing dates for soybean, planting sites, weather forecasts and increases or decreases in the applications of fungicides in crops. In addition, there was an interview with creator and responsible for building the current site of the Consórcio Antiferrugem, plant pathologist and professor at UFRGS, Emerson Del Ponte. Data access within the site are presented nationally and then broken down to the states of Mato Grosso do Sul and Rio Grande do Sul, which had their individual statistical studies. The study revealed that it is difficult to determine exactly who in the soybean production chain accesses the site, if they are mostly researchers, extension workers, laboratory workers or farmers. However, it was possible to infer that their users are seeking technological information through the Internet, becoming key actors in the chain of soybeans. These actors are considered to be decision-makers in their regions, and disseminate information locally and this causes the main objective of the site of the Consórcio Antiferrugem is reached. Thus, the scientific network generated by the Consórcio Antiferrugem proves to be much higher than that measured by the number of accesses to the site, once face to face dialogue between the actors of the chain contributes to the dissemination of information about the disease and the occurrence of focuses on the regions. / Propõe-se neste trabalho analisar uma possível alternativa de disseminação das tecnologias de informação e comunicação no meio rural. Neste sentido, teve-se como objetivo analisar, avaliar e validar algumas métricas estatísticas geradas pelo software Google Analytics para o site do Consórcio Antiferrugem. A análise levou em consideração as métricas geradas para o período de 30 de junho de 2007 a 30 de junho de 2011, período em que o site do Consórcio Antiferrugem totalizou quatro safras agrícolas da cultura da soja. A partir dos dados métricos da ferramenta em uso, buscou-se identificar algum tipo de perfil do usuário e certo padrão de uso do site. Os resultados indicam que o site mostra-se uma inovação comunicacional, uma vez que desempenha um papel mobilizador na formação de uma rede científica no combate a uma doença fitossanitária. Para alcançar o objetivo proposto neste trabalho, optou-se por realizar uma pesquisa de caráter exploratório do tipo estudo de caso. Para a realização do trabalho buscou-se relacionar os dados de acesso do site com as épocas de semeadura da cultura da soja, locais de plantio, previsões do tempo e aumentos ou reduções nas aplicações de fungicidas nas lavouras. Além disso, realizou-se uma entrevista com o idealizador e responsável pela construção do atual site do Consórcio Antiferrugem, professor da UFRGS e fitopatologista, Emerson Del Ponte. Os dados de acesso do site são apresentados em nível nacional e em seguida, discriminados para os Estados do Mato Grosso do Sul e do Rio Grande do Sul, que tiveram seus estudos estatísticos individualizados. O estudo revelou que torna-se difícil precisar exatamente quem da cadeia produtiva da soja acessa o site, se são em sua maioria pesquisadores, extensionistas, laboratoristas ou agricultores. No entanto, foi possível inferir que seus usuários buscam informações tecnológicas por meio da Internet, tornando-se atores privilegiados dentro da cadeia da soja. Estes atores são considerados formadores de opiniões em suas regiões, além de disseminarem informações localmente e isso faz com que o objetivo principal do site do Consórcio Antiferrugem seja alcançado. Desse modo, a rede científica gerada pelo Consórcio Antiferrugem mostra-se muito maior do que a quantificada pelo número de acessos ao site, uma vez que o diálogo face a face entre os atores da cadeia contribui na disseminação de informações sobre a doença e a ocorrência dos focos nas regiões.

The corpus is made of an extract based on the 2006 TV program broadcast Caminhos da Roça created and broadcasted since 2002 by EPTV Ribeirão (Empresas Pioneiras de Televisão) a Rede Globo affiliate in Ribeirão Preto/SP. The proposal was to analyse what is concerned to the form, language and journalistic s issues and subjects that specifically deal with Science and/or Technology s issues directed to agrobusiness and had also shown any contact between the researcher and the farm citizen. This qualitative nature study has used the methodology of Speech Analysis on the French Line (SA) and has identified S&T as a quite present subject in Caminhos da Roça. It has also been testified that though there is much dissemination S&T there is no study pattern of these issues and the approach varies in each episode; besides the fact that science is shown as a way of technology directed to the field. The used language by Caminhos da Roça deals with Science and Technology issues and it is mostly clear and simplified, moreover, the most present speech is defined as a mixture of technologic, informative and pedagogic.(AU) / Esta pesquisa examina o discurso de um programa televisivo regional brasileiro de canal aberto para identificar qual é a linguagem utilizada na abordagem de assuntos de Ciência e Tecnologia. O corpus compõe-se de um recorte baseado nas exibições do ano de 2006 do programa televisivo Caminhos da Roça - criado e exibido desde 2002 pela EPTV Ribeirão (Empresas Pioneiras de Televisão) afiliada da Rede Globo em Ribeirão Preto/SP. A proposta foi analisar, em relação ao formato, à linguagem e aos conteúdos as matérias jornalísticas que tratam especificamente de assuntos de ciência e/ou tecnologia voltadas para o agronegócio e que tenham mostrado algum contato entre pesquisador e cidadão do campo. Este trabalho, de natureza qualitativa, empregou a metodologia de Análise de Discurso de linha Francesa (AD) e identificou C&T como um assunto bastante presente no Caminhos da Roça. Constatou-se ainda que, embora haja muita divulgação de C&T não há um padrão de aprofundamento desses assuntos e que a abordagem varia de edição para edição, além da ciência ser mostrada em forma de tecnologia que se aplica ao campo. A linguagem empregada pelo Caminhos da Roça para o tratamento de assuntos de Ciência e Tecnologia é, predominantemente clara e simplificada e o discurso mais encontrado se define como uma mescla entre o tecnológico, o informativo e o pedagógico.(AU)

Telecommunications Technology Transfer/Diffusion Model Into Rural South Africa

Telecommunication is one of the keys to sustainable national development in South Africa. Where other kinds of public infrastructure have collapsed, mobile operators are reaching people in rural areas (without roads, rails, or a stable power supply). Telecommunication also is a fast moving high-tech field where technology transfers occur regularly. Technology transfer however is a complex subject where governmental regulations, social and cultural aspects, needs, expectations, aspirations, financial abilities, and technological capabilities play a major role. Therefore transfer models that neglect these aspects often cause ineffective utilization of technology. Telecommunication technology transfers between two parties at different hierarchical levels of technology know-how/utilization (as between multi-national companies and less developed countries (LDCs)/South Africa) often occur with limited or no advantages to the LDC. A transfer model is therefore needed to improve the situation and make technology transfers a process from which both parties can benefit simultaneously. This research attempts to supply advice and guidelines to the telecommunication industry of South Africa on how to improve the situation and conduct action in the future. The model was derived at through a background study and analysis, a literature study on existing transfer models, research on the current problem and a situation analysis on the basis of the model. A number of aspects present are not up to standard and should get special attention urgently. It is within the industry's power to correct these. The government also has a vital role to play to ensure sustainable growth and to allow telecommunications to play its part in national development. The situation can be improved through the use of the transfer model but also with a "simultaneous-situation-improvement-plan" which involves rural awareness, quality of education, crime reduction and a focus alignment when doing rural network expansion and/or investments Telecommunication can no longer remain just as a luxury to the few privileged in big civilised cities and a dream to the rural citizens. Design of a Recommender System for Participatory Media Built on a Tetherless Communication Infrastructure

We address the challenge of providing low-cost, universal access of useful information to people in different parts of the globe. We achieve this by following two strategies. First, we focus on the delivery of information through computerized devices and prototype new methods for making that delivery possible in a secure, low-cost, and universal manner. Second, we focus on the use of participatory media, such as blogs, in the context of news related content, and develop methods to recommend useful information that will be of interest to users. To achieve the first goal, we have designed a low-cost wireless system for Internet access in rural areas, and a smartphone-based system for the opportunistic use of WiFi connectivity to reduce the cost of data transfer on multi-NIC mobile devices. Included is a methodology for secure communication using identity based cryptography. For the second goal of identifying useful information, we make use of sociological theories regarding social networks in mass-media to develop a model of how participatory media can offer users effective news-related information. We then use this model to design a recommender system for participatory media content that pushes useful information to people in a personalized fashion. Our algorithms provide an order of magnitude better performance in terms of recommendation accuracy than other state-of-the-art recommender systems. Our work provides some fundamental insights into the design of low-cost communication systems and the provision of useful messages to users in participatory media through a multi-disciplinary approach. The result is a framework that efficiently and effectively delivers information to people in remote corners of the world.

Analysis of 5G Mobile Broadband Solutions in Rural and Remote Areas : A Case Study of Banten, Indonesia

Providing a broadband access anytime and anywhere is one of the visions of the future 5G network. However, deploying a reliable network connection in remote/rural areas has been a challenging task because of its wide area that needed to be covered and a low density of user compared to urban area. Different geography and traffic condition may need different system solution. In this thesis, we analyze several solutions to providing a broadband access network in practical remote and rural area in Banten, Indonesia: Leuwidamar (remote) and Panimbang (rural). Two approaches are discussed, first one is fulfilling futuristic traffic demand by having LTE System, and the second one is by having 5G System. We included three key technology components in a 5G network: occupying wide bandwidth in high frequency, applying UE-Specific Beamforming, and implementing Carrier Aggregation (CA) scheme. We also account a rain attenuation when deploying a network in high operating frequency, since Indonesia has a high rain rate thus it is important to be considered. We compared five cases of solution: Case 1 is Single Carrier (SC) LTE 1.8 GHz system; Case 2 is Carrier Aggregation (CA) LTE 1.8 GHz + 2.6 GHz; Case 3 is SC 5G 15GHz; Case 4 is SC 5G 28 GHz; Case 5 is CA LTE 1.8 GHz + 5G 15 GHz. Basedon the evaluation, in Leuwidamar scenario, Case 5 gives us the least number of BS needed in order to meet the futuristic requirement with only 1.6 x densification from the current network. In Panimbang, the least number of BS neededis offered by two cases, Case 3 and Case 5 without any additional BS needed(1x densification). However, the solution with the lowest energy consumption for both area is Case 3. This is due to the fact that the carrier aggregation scenario needs additional power to generate the second system. Furthermore, if we introduce cell DTX ability in the 5G network, the Case 3 can give us impressive amount of energy saving, with 97% saving for Leuwidamar and 94% saving for Panimbang, compared to Case 1 solution without any DTX Capability. / Att tillhandahålla bredbandsanslutning när som helst och var som helst är en av visionerna för det framtida 5G-nätverket. Att använda en tillförlitlig nätverksanslutning i avlägsna- eller landsbygdsområden har dock varit en utmanande uppgift på grund av det breda området som måste täckas och den låga täthetenav användare jämfört med stadsområden. Olika geografiska förhållanden och trafikförhållanden kan behöva olika systemlösningar. I denna avhandling analyserarvi flera lösningar för att tillhandahåller ett bredbandsnätverk i verkligt avlägset eller landsbygdsområde i Banten, Indonesien: Leuwidamar (avlägset) och Panimbang (landsbygd). Två strategier diskuteras, den första uppfyller framtida trafikbehov genom att ha LTE-system och den andra är genom att ha5G System. Vi inkluderade tre viktiga teknikkomponenter i 5G-nätverk: bredbandbredd och hög frekvens, tillämpar UE-specifik strålformning och implementeringav carrier aggregation (CA). Vi redovisar också en dämpning av regn när nätverket används i hög bärvågsfrekvens, eftersom Indonesien har en hög regnhastighet och det är viktigt att överväga. Vi jämförde fem fall av lösning:Fall 1 är Single Carrier (SC) eller Enkelbärare LTE 1.8 GHz system; Fall 2 är bärareaggregation (CA) LTE 1,8 GHz + 2.6 GHz; Fall 3 är SC 5G 15 GHz;Fall 4 är SC 5G 28 GHz; Fall 5 är CA LTE 1.8 GHz + 5G 15 GHz. Baserat på utvärderingen, i Leuwidamar-scenariot,ger Fall 5 oss det minsta antalet BSsom behövs för att möta det futuristiska kravet med endast 1.6 gångers förtätning från nuvarande nätverk. I Panimbang erbjuds det minsta antalet BS somkrävs i två fall, fall 3 och fall 5 utan ytterligare BS behövs (1 gångers förtätning). Lösningen med den lägsta energiförbrukningen för båda områdena är fall 3. Detta beror på att bäraraggregations scenariot behöver ytterligare effekt för att generera det andra systemet. Om vi introducerar cell DTX-funktionen i 5G-nätverket kan Fall 3 ge oss en imponerande energibesparing, med 97% minskning för Leuwidamar och 94% för Panimbang jämfört med Fall 1-lösning utan DTX-funktion.
