Samhällsplanering har idag ett starkt fokus på hållbarhet, såväl ekologisk, ekonomisk som social. Idag bor hälften av världens befolkning i städer vilket skapar ett behov av att förstå hur hållbara städer kan utvecklas och planeras. Att hälftena av världens befolkning bor i städer innebär dock att hälften av världens befolkning inte gör det. Trots det föreligger en urban norm, oavsett om området som planeras är urbant eller ruralt. I en urban planeringskontext, såväl globalt som lokal, uppkommer då frågan – vad är egentligen landsbygdens roll i en hållbar utveckling och hur arbetar regioner och kommuner i Sverige med Agenda 2030, som till stor del är skapat och producerat i en urban kontext? Syftet med den här studien är att undersöka och synliggöra hur landsbygd respektive stad beskrivs i en svensk planeringskontext i relation till Agenda 2030. I studien används en kvalitativ diskursanalys för att belysa vad landsbygdens roll tillskrivs vara i implementeringen och realiseringen av Agenda 2030 på en nationell, regional och kommunal nivå. Resultatet pekar på att det är svårt att bryta ideal och normer i samhällsplanering för ett hållbart samhälle. Ett bredare narrativ kring vad hållbarhet innebär i samhällsplaneringen behövs för att inkludera landsbygdens funktioner. Studien pekar därutöver på att lösningarna som ofta förordas för både urbana och rurala hållbarhetsproblem många gånger är urbana. / Today, sustainable rural and urban planning has a strong focus on sustainability, both ecologic, economic and social. Half of the worlds population now live in cities which has created a need to understand how sustainable cities can be developed and planned. The fact that half of the world’s population now live in cities does however mean that half of the world’s population doesn’t. Even so, there is an urban norm, no matter if the area that is being developed is urban or rural. In an urban planning context, both globally and locally, the question arises – what is the role of the rural in sustainable development, and how does regions and municipalities in Sweden work with the Sustainable Development Goals, which is created and produced in an urban context? The purpose of this study is to examine and highlight how rural areas and the city are being described in a Swedish planning context in relation to Agenda 2030. Qualitative discourse analysis is used in the study to highlight role of the rural in relation to the implementation and realisation of Agenda 2030 on a national, regional and municipal level. The result shows that it’s hard to break ideals and norms in planning for a sustainable society. A broader narrative around what sustainability can be in planning is needed to include rural areas and their functions. The study also shows that solutions that is being advocated for both urban and rural sustainability issues many times are urban.
