As assessment of the recruitment, selection and retention of technical staff in the Limpopo Department of Agriculture

This research examined the problem of poor retention of employees with scarce skills in the Limpopo Department of Agriculture. Employees with scarce skills were selected to participate in the research which focused on recruitment, selection and retention. Recruitment, selection and retention of line employees with valued skills are a major crises facing many institutions. The problem of poor retention and turnover of line employees with scarce skills has far reaching consequences in that dissatisfaction with working conditions causes additional turnover. To some extent, the Department can control the turnover rate of its employees with scarce skills. The research assessed recruitment, selection and retention of line employees with scarce skills in the Limpopo Department of Agriculture. The research concentrated on the reasons for poor retention of line employees with scarce skills, the extent of turnover of employees with scarce skills, what process do the Limpopo Department of Agriculture follow in filling vacant post and what interventions and measures do the Department undertakes to ensure compliance to the recruitment policy. A questionnaire was used to collect data from managers and line employees with scarce skills. A hundred (100) questionnaires were distributed and 67 were returned. The findings revealed that Limpopo Department of Agriculture can do more in retaining its valued line employees (those with scarce skills). The challenge of scarce skills in the Department is compounded by the high demand of for instance engineers, state veterinarians and researchers in South Africa. There is a war on scarce skills in South Africa, Generation Y needs resources, better working conditions and a better salary to be retained. The research findings were evaluated and possible strategies for improving recruitment, selection and retention of line employees with scarce skills are recommended. The Department should design a career progression path policy. This would assist in retaining scarce skills in the public sector. / Public Administration and Management / M.A. (Public Administration)

O presente trabalho visa apresentar um panorama geral a respeito da terceira espécie de inadimplemento no Direito brasileiro, considerando os esforços da doutrina e da jurisprudência em nosso sistema jurídico no trato deste tema, bem como considerando aspectos relevantes colhidos na experiência estrangeira. Na tentativa de contribuir para debate, será apresentada uma proposição para a identificação dessa terceira espécie de inadimplemento no Direito brasileiro. / The present work aims to present an overview regarding the third kind of default in Brazilian law, considering the efforts of the doctrine and of the jurisprudence in our legal system in dealing with this issue, as well as considering relevant aspects gathered from the experience of foreign law. In an attempt to contribute to debate, a proposition will be presented for the identification of this third kind of default in Brazilian law.

Sensores virtuales para procesos con medidas escasas y retardos temporales

En este trabajo se aborda el problema de controlar un proceso cuya salida se muestrea de forma irregular. Para ello se propone utilizar un predictor que estima las salidas del proceso en instantes regulares de tiempo más un controlador convencional que calcula la acción de control a partir de las estimaciones del predictor (técnica conocida como control inferencial). La predicción consiste en estimar las variables de salida que se desean controlar a partir de las mediciones realizadas con diversos sensores utilizando para ello un modelo matemático del proceso. El filtro de Kalman permite hacer la predicción de forma óptima si las perturbaciones tienen una distribución gaussiana de media cero, pero con el inconveniente de requerir un elevado coste computacional cuando se utilizan diferentes sensores con retardos temporales variantes. En este trabajo se propone una estrategia de predicción alternativa de bajo coste computacional cuyo diseño se basa en el conocimiento de la disponibilidad de mediciones y de los retardos (del proceso, del sistema de medición o del sistema de transmisión de datos) y de la naturaleza de las perturbaciones. Los predictores propuestos minimizan el error de predicción frente al muestreo aleatorio con retardos variantes, perturbaciones, ruido de medida, error de modelado, retardos en la acción de control e incertidumbre en los tiempos de medición. Las diferentes estrategias de diseño que se proponen se clasifican según el tipo de información que se dispone de las perturbaciones y del coste computacional requerido. Se han planteado los diseños para sistemas monovariables, multivariables, lineales y no lineales. Asimismo, también se ha elaborado una forma más eficiente de incluir mediciones escasas con retardo en el filtro de Kalman, con el objetivo de reducir el coste computacional de la predicción.
