Optimization Models for Seaport Operations and Empty Container Management

This thesis aims to study and discover the main daily functional operations and sub-operations at typical container terminals, the terminal equipment deployed, container vessels and containerships, types of terminals, seaport logistics, seaport management, seaport performance and efficiency, and to present most of the problems that arise in the seaside and landside of terminals. It focuses on how reverse logistics can improve the management of returnable containers, and how to determine the optimum number of returnable containers. It also focuses on how to address empty container repositioning problems in maritime transportation, and how to optimize empty container movements among seaports and depots. Also, it focuses on how to optimize voyage routes for the containerships and vessels to transfer empty containers on shipping service networks. It aims to find the optimal service level, with optimal efficiency and service conditions, for the container stacking process in a seaport container terminal under the impact of synchronization and the sequence of daily operations and activities between the seaside and landside of terminals. Este trabalho compreende a análise e avaliação dos critérios de adjudicação de portos e terminais introduzidos pelo novo marco regulatório do setor portuário brasileiro. O objetivo principal consiste em avaliar se a aplicação na prática desses critérios deverá levar ao alcance dos objetivos da alteração do marco regulatório, a partir da MP 595/2012, depois convertida na Lei 12.815/2013: o aumento da oferta de capacidade e a redução dos custos portuários. A metodologia empregada consiste principalmente na revisão bibliográfica e na análise documental dos instrumentos legais e infralegais que regem o tema, bem como das minutas de editais e contratos dos primeiros arrendamentos de instalações que se prevê licitar sob os novos critérios de adjudicação. Dada a previsão de adoção de regulação econômica em parte significativa dos novos arrendamentos, discutem-se também aspectos da competição portuária e formas de regulação. Aborda-se ainda, resumidamente, outros aspectos que foram alterados a partir da MP 595/2012, especialmente a flexibilização dos requisitos para a outorga de autorização a terminais de uso privado e a centralização dos processos de arrendamentos nos órgãos setoriais (SEP e ANTAQ), em detrimento das autoridades portuárias. Conclui-se que os critérios de seleção a serem utilizados na prática em novos arrendamentos, a maior capacidade efetiva de movimentação e a menor tarifa, embora alinhados com os objetivos iniciais do novo marco regulatório, apresentam riscos à efetiva consecução desses objetivos. Enxerga-se um risco maior no caso das licitações com base na menor tarifa, em que a ausência de pisos para as tarifas nos leilões torna operadores verticalizados os vencedores naturais do processo nesse caso, a menor tarifa ofertada não deverá, na prática, resultar em menores custos aos usuários, já que a redução do valor no leilão pode ser repassada a outro elo da cadeia. / This study comprises the analysis of the criteria to be used in the concession of seaports and seaport terminals under the new Brazilian ports law. The studys main objective is to analyze if the application of these criteria will lead to the objectives that governed the change in the ports law, introduced by the Provisional Measure 595/2012, after converted in Law 12.815/2013: the increase of port capacity and the reduction of port costs. The methodology applied was mainly the research of the bibliography of the subject and the documental analysis of legal and infralegal instruments that govern the issue in Brazil, as well as the drafts of the bid documents of the first seaport terminals to be conceded under the new criteria. Aspects of port competition and regulation are also discussed, given the forecasted adoption of tariff regulation in a relevant part of the new port terminals concessions. The study also approaches other aspects that the Provisional Measure 595/2012 has changed, especially the reduction of the requirements for private terminals to be authorized and the centralization of seaport terminals concession procedures, which were former responsibilities from the Port Authorities, in federal bodies (SEP and ANTAQ). The conclusion of the study is that, despite being aligned with government initial objectives, the criteria to be applied highest throughput commitment or lowest tariff offer risks to the effective achievement of these objectives. The risk is higher in the bids based on the lower tariff, in which the absence of floors for the tariffs make vertically integrated players the natural winners of the bidding process in this case, the lower tariff offered will probably not result in lower costs for port users, once the reduction in the port tariff can be passed on to other links of the chain.

Gambling in British Columbia: a case study of Seaport centre

This thesis examines gambling in British Columbia and reviews the failed Seaport Centre casino proposal for downtown Vancouver. The third wave of gambling sweeping across North America started when the state of Nevada re-legalized casinos in 1931, and underwent a major boom with the introduction of the first state lottery this century in New Hampshire in 1964. Since this time, virtually every state and provincial government in North America has introduced some form of legalized gambling. This thesis examines the third wave of gambling, and the rise of the urban casino which began to emerge in the late 1980's and early 1990's. The rise of the urban casino provides policy makers significant urban planning considerations. First, a review is conducted of the literature on gambling, illustrating the new phenomenon in gambling - the urban casino. Second, an analysis and history of gambling in Canada and British Columbia is explored. Third, a case study on the Seaport Centre casino proposal for Vancouver's downtown waterfront is documented, illustrating the issues associated with urban casinos from a planning perspective. The thesis documents the history of gambling in North American society. The current gambling wave sweeping the continent has been described as the third wave of gambling. Driving the most recent wave of gambling has been governments revenue imperative, promotion of gambling interest from business and certain interest groups and consumers demand for gambling games. As casinos moved to the forefront of the gambling explosion, the rise of the urban casino provided complex urban planning considerations. The case study on the Seaport Centre casino proposal for Vancouver provides a good framework for understanding the issues associated with urban casinos, many of which are local in nature. While the Seaport Centre proposal ultimately failed, the comprehensive analysis the City of Vancouver conducted serves as a useful guide for policy makers to understand the issues associated with an urban casino.

As maiores dificuldades ao se avaliar o desempenho operacional portuário concentram-se na identificação e na expurgação das particularidades físico-operacionais que podem distorcer as comparações e mascarar algumas ineficiências. Por esta razão, a maior parte dos autores considera a produtividade em um nível macro de agregação de valores e atividades, o que dificulta a orientação de ações corretivas. O propósito deste trabalho é desenvolver um método de avaliação do desempenho capaz de subsidiar a identificação das melhores práticas e a determinação de metas operacionais efetivamente pertinentes para cada sistema. Para isso, elaborou-se uma estrutura de indicadores de desempenho capaz de identificar e expurgar os efeitos das particularidades dos terminais. O cerne da estrutura de indicadores sugerida é o atendimento aos navios por terminais especializados na exportação de minério de ferro, sob o ponto de vista do operador portuário. Seu desenvolvimento fundamenta-se em conceitos e instrumentos já consagrados de gestão por processos, gestão de organizações e gestão da qualidade. O escopo do trabalho compreende a proposição do método de comparação e o estabelecimento de metas aplicado em um estudo de caso no contexto de um grande operador portuário. Conclui-se que o método é simples e eficaz, na medida em que cumpre seu objetivo de aperfeiçoar o monitoramento e o controle do desempenho operacional, podendo ser um instrumento importante para o desenvolvimento dos operadores portuários e, porque não, do Brasil, que é carente em infraestrutura. / The greatest difficulty in evaluating the operational performance of seaports lies in the identification and treatment of physical-operational particularities that can distort comparisons and mask inefficiencies. For this reason, the majority of authors consider port productivity at a highly aggregated level of values and activities, which hampers the orientation of corrective actions. This study aims at developing a performance evaluation method capable of assisting with the identification of best practices and the determination of operational goals which are indeed relevant to each system. The core of the proposed structure of indicators is the servicing of ships in specialized iron ore export terminals, from the port operator standpoint. The structure is elaborated on well-established concepts and instruments of process management, organizational management and quality management. The scope of this study encompasses the proposition of comparison method and the definition of goals applied to a case study regarding a large port operator. The study concludes that the method is simple and effective, as it fulfills its objective of enhancing the monitoring and the control of operational performance. The method could be an important tool for the development of port operators and, perhaps, of infrastructure-deficient Brazil.

Despite their growing importance, these trends have rarely been analysed in concert however. Further, the issues of social and income diversity within this context have received less attention. In recognizing this void, this paper explores the use of participatory planning in brownfield developments, with an emphasis on social and income diversity. Through a review of the participatory planning theories of communicative action and the just city, strategies for promoting participatory planning and social and income diversity, are identified. A case study of Norra Djurgårdsstaden, a brownfield development in Stockholm, Sweden is employed to analyse these strategies. In undertaking the case study, data was collected through interviews and planning documents. This study found that the inherently high cost of redeveloping brownfield locations inhibits social and income diversity and requires an overt response to mitigate it. Participatory planning offers the possibility of engaging stakeholders who may otherwise be ignored, providing the opportunity to create a more inclusive development. It is also clear that an inclusionary goal must be part of a wider strategy, or is otherwise likely to be ignored.</p>
