The study focuses on superpower relations with the Maghreb from independence until 1985. It contains eight chapters and conclusion together with a bibliography. The introduction defines the scope and objectives of the study, as well as discussing the methodology and techniques employed in the research. Chapter two gives a historical background to European relations with the Maghreb states and explains how the Maghreb became part of European political, economic and strategic objectives in the European multipolar system. Chapter three presents a theoretical basis for superpower relations with the Third World. Chapter four examines the historical relations between the Maghreb and the superpowers until the independence, and the role of the superpowers in Maghreb independence. Chapter five deals with political relations between the Maghreb and the superpowers and chapter six examines the economic relations between the superpowers and the Maghreb states. Chapter seven deals with superpower strategic relations with the Maghreb focusing on Mediterranean security, arms transfers, military bases and intelligence cooperation. Chapter eight examines superpower behaviour toward regional conflict and stability in the Maghreb. The final chapter contains a summary and conclusion and future prospects for superpowers relations with the Maghreb and the role of the EC in future relations.

We investigate the security and usability of Human-Interactive Security Protocols (HISPs); specifically, how digests of 4 or more digits can be compared between two or more sys- tems as conveniently as possible while ensuring that issues such as user complacency do not compromise security. We address the research question: given different association scenarios and modes of authentication in HISPs, how can we improve on existing, or design new, empirical channels that suit human and contextual needs to achieve acceptable effective security? We review the literature of HISPs, proposed empirical channels,and usability studies of HISPs; we follow by presenting the methodology of the research reported in this thesis. We then make a number of contributions discussing the effectiveness of empirical channels and address the design, analysis, and evaluation of these channels. In Chapter 4 we present a user study of pairwise device associations and discuss the factors affecting effective security of empirical channels in single-user scenarios. In Chapter 5 we present a user study of group device associations and discuss the factors affecting effective security of empirical channels in multi-user scenarios. In Chapter 7 we present a framework designed for researchers and system designers to reason about empirical channels in HISPs. The framework is grounded in experimental data, related research, and validated by experts. In Chapter 8 we present a methodology for analysing and evaluating the security and usability of HISPs. We validate the methodology by applying it in laboratory experiments of HISPs. Finally, in Chapter 6 we present a set of principles for designing secure and usable empirical channels. We demonstrate the effectiveness of these principles by proposing new empirical channels.

The current focus of the Global War on terror in the Middle East and in increased surveillance on U.S. borders has left a third border, the Caribbean, open to terrorist infiltration and attack. Large scale U.S. direct investment in the industrialized island nation of Trinidad and Tobago relative to the other islands in the region and Latin America, and the United State's current dependence on it for the majority of its liquefied natural gas imports, makes it an attractive target for terror. While there has been reasonable research on the effects of a domestic terrorist attack on the American economy, there has been little research on the effects of an attack on one of the United States critical energy sources. This thesis will examine this subject and analyze the possibility of such an attack and the projected dire consequences for Trinidad and Tobago, the region and U.S. energy security initiatives. This thesis explores how the Philippine-American security cooperation can contribute to building a sustainable peace in Mindanao by analyzing the proceedings and outcome of the 2002 RP-US Balikatan exercise at Basilan Island. Balikatan 02-1 was a counterterrorism cooperation wherein US military forces were deployed to the southern Philippines and provided training, equipment, and intelligence information assistance to the AFP in their combat operations against the Abu Sayyaf Group. Balikatan 02-1 successfully forced the ASG out of Basilan and this accomplishment facilitated humanitarian assistance and civic action projects that proved to be beneficial to the people of Basilan. Furthermore, Balikatan 02-1 helped restore a â new sense of peace and securityâ in the province. In view of these outcomes, this thesis asks how future Balikatan exercises may be conducted in order to contribute to a sustainable peace in the southern Philippines. This thesis argues that the RP-US Balikatan exercise series can be a tool for peace-building in Mindanao by means of concentrating its activities in the southern Philippines, as well as focusing on stabilization and reconstruction operations.
