I samarbete med NCC har en studie utförts, där syftet är att undersöka orsaken till varför underentreprenörerna inte alltid följer de allmänna ordnings- och skyddsreglerna. Studien berör även hur inställningen till reglerna ändras hos underentreprenörerna beroende på hur de följs av medarbetarna på respektive projekt. Dessutom undersöks hur ofta underentreprenörerna agerar när medarbetare utsätter sig själv eller andra för fara på arbetsplatserna.En omfattande litteraturstudie har utförts där relevant material har använts för att bredda kunskapen samt för att verka som underlag till en kvantitativ metod. Information har samlats in genom mailkontakt med underentreprenörernas kontaktpersoner, samt i två enkätundersökningar där NCC:s arbetsledare och underentreprenörer har deltagit.Efter analys av resultatet och jämförelser med litteraturstudien har åtgärdsförslag diskuterats fram. Förslagen kan leda till att NCC kan fortsätta skapa en bättre arbetsmiljö samt förbättra arbetet mot deras nollvision.I studien konstateras att det finns många faktorer som påverkar inställningen till de allmänna ordnings- och skyddsreglerna hos underentreprenörerna. En faktor är hur reglerna följs av NCC:s arbetsledare på arbetsplatserna. Vidare bör samverkan förbättras mellan alla de parter som är verksamma på arbetsplatsen, för att uppnå en trygg och säker arbetsmiljö. / In collaboration with NCC, a study has been made. The study´s intention is to investigate the reason why the subcontractors don´t always follow NCC´s public order and safety rules. The study also explores how the attitude to the rules of the subcontractors changes, depending on how the rules are followed by the employees on each project. It will also cover how subcontractors act when employees put themselves or others at risk at workplaces.A comprehensive literature study has been made, where relevant material has been used to expand the knowledge and to function as the foundation for a quantitative method. Information was collected through email contact with the subcontractors contact persons and in the two surveys where the supervisors of NCC and subcontractors participated.Suggestions for measures have been discussed based on the result and comparison with the literature. These suggestions may help NCC to continue to create a better working environment and improve the work against their vison.In the study, it is clear that there are many factors that influence the attitude towards the public order and safety rules of the subcontractors. Furthermore the cooperation between all the parties that are involved at the workplaces needs to improve, in order to achieve a safe and secure working environment.

En byggarbetsplats är en osäker arbetsmiljö där tillbud och olyckor avlöservarandra trots att arbetsmiljöarbetet styrs av lagstiftning för att förebygga en dåligarbetsmiljö. Ordnings- och skyddsregler är ett viktigt medel i kampen till att nå enacceptabel nivå där olyckor och tillbud inte förekommer ofta. Syftet med examensrapporten är att undersöka byggföretaget Peabsefterlevnadsgrad i stort gällande ordnings- och skyddsregler på byggarbetsplatsenför att minska olycksfall och tillbud. Genom att bryta ner syftet till ett nåbart målskapades tre frågeställningar och de berör efterlevnaden av ordnings- ochskyddsregler, användandet av hjälpmedel och fysisk tränings samtförbättringsmöjligheter för att öka efterlevnaden av ordnings- och skyddsregler. Metoderna som har använts är litteraturstudie, fallstudie, enkätundersökning ochintervjuer. Den största delen i rapporten är enkätundersökningen och de andrametoderna kompletterar undersökningen. Rapporten visar att en dålig efterlevnadsgrad av ordnings- och skyddsregler tillstor del beror på en bristfällig kommunikation mellan arbetsledning ochhantverkare men även att attityder samt chefs- och ledarskap påverkarefterlevnaden. Både hantverkare och arbetsledning har delgett att de inte alltidefterlever de regler som finns på arbetsplatsen. Lösningar som föreslås är attförbättra chefs- och ledarskap som kan motivera och delge information på etttydligt sätt, dvs. en kommunikationsförbättring. För att förändra individersbeteende och gruppkulturer kan företag använda sig av sociala modeller som stegför steg förändrar ett felaktigt beteende. På varje arbetsplats ska det finnas hjälpmedel för att underlätta vissaarbetsmoment men dessa används inte i den utsträckning som det ska.Enkätundersökningen visar att detta främst beror på tidspress som gör attgenvägar skapas för att spara tid samt att hjälpmedlet inte finns tillgängligt närmomentet ska utföras. Peab erbjuder sina anställda friskvårdsförmåner för attvärna om den fysiska hälsan då det behövs en viss fysik för att klara av momenten. Resultatet visar på att detta inte utnyttjas i den mån det bör göras men enkäten visar att de flesta är medvetna om förmåner som erbjuds. Det är viktigt att alla anställda förstår innebörden av ordnings- och skyddsreglerför att påverka sin arbetsmiljö till att bli en säkrare arbetsplats. / A construction site is an unsafe work environment where incidents and accidentshappens frequently even when the working environment is controlled by thegovernments regulation to prevent a poor working situation. To prevent accidentsand incidents to occur the rules of regulation and safety is an important tool in thestruggle to achieve an acceptable level. The purpose of the examination report is to examine the construction companyPeab in general due to compliance rate with the rules of regulation and safety onthe construction site to reduce accidents and incidents. By breaking down the objective into an achievable goals three questions werecreated and they are about the compliance with the rules of regulation and safety,the use of facilities and physical fitness, and improvement opportunities toenhance compliance with rules of regulation and safety. The used methods are literature review, case study, questionnaire survey andinterviews. The largest part of the report is the survey and the other methods arecomplementary investigation. The report shows that a low compliance level of the rules of regulation and safetyis mostly depending on the lack of communication between supervisors andcraftsmen but there are other reason such as attitudes, managerial and leadershipthat affects compliance. Both craftsmen and supervisors have admitted that theyare not always complying with the regulations that exist in the workplace. Toimprove the situation some solutions are proposed which are improving themanagement and leadership that can motivate and communicate information in aclear manner, which means a communication improvement. In order to changeindividual behavior and group cultures, companies can use social models thatgradually change an incorrect behavior. At every workplace there should exist means to facilitate certain steps but they arenot used as much as they could be. The survey shows that this is mainly due totime pressure that encourage creation of short cuts to save time and that thedevice is not available at the moment when its needed. Peab offers its employees’health care benefits to protect the physical health when it is required a certainphysique to cope with steps in the production. The results show that this is notutilized to the extent which is required even though the survey shows that mostemployees are aware of the benefits that are offered. It is important that all employees understand the meaning with the rules ofregulation and safety in order to influence their working environment to become asafer workplace.
