The Maatua Whangai Programme O Otepoti from a caregiver perspective

This research critically engages with the history and practice of Maatua Whangai within Aotearoa/New Zealand. Specifically it focusses on Maatua Whangai O Otepoti, examining the discourses of care-givers within this context. Further, this research is constructed within a Maori world view of both traditional fostercare practices and State interpretations of those practices. Case studies of the discourses of caregivers within the Maatua Whangai Programme are described and articulated in terms of kaupapa Maori research methods. The data generated identifies the discourses of the caregivers and their desire to have their voices heard. In contrast, the discourse of the state is examined in the light of reports such as Puao-Te-Ata-Tu (1986), and the work of Bradley (1994) and Ruwhiu (1995). It is argued that any shift in the current dominance of power relationships surrounding the Maatua Whangai Programme and fostercare practices in relation to Maori would entail a strengthening of ties between service providers, Iwi and the Crown. <p>In 1990, a government commission was formed with the task of improving care and services to persons with serious psychiatric disabilities. The government bill that resulted from the work of the Commission constitutes an attempt to clarify the responsibility of the municipal social services for residential and occupational services. The Swedish Mental Health Reform came into eff ect in 1995. The aims of the thesis are to describe, analyze and critically review the planning and implementation of the Reform and to present it within a historical perspective on caregiving.</p><p>The thesis consists of two case-studies: One encompassing fi ve municipalities and their method of planning and implementing the Reform. The second is about a vocational rehabilitation project for persons with psychiatric disabilities which began in connection with the Reform. In addition to the two component studies, the substance of the report is composed of comprehensive written material. In the analysis it becomes evident that the report of the Commission is a document characterised by a strong ideology and one that takes a position regarding the questions of division of responsibility and work methods. The Commission’s problem lies in diffi culties in delineating and defi ning the target group.</p><p>The result from the studies shows that the boundaries of responsibility between the social services and psychiatric care organization have become clearer, but grey zones continue to exist in the areas of rehabilitation and outpatient care.</p><p>Few local policians, and a very small part of the local administrations were involved in the implementation of the Reform — the responsibility has rested with certain key individuals. The implementation has not been promoted by specifi c strong professions, and many eff orts to re-educate personell have been half-hearted and based on “old” knowledge. Personnel in the new settings express uncertainty, as they are unclear as to the expectations of the organization — those who were recruited from psychiatric care often feel degraded and insuffi ciently utilized.</p><p>User- and family organizations have, in connection with the Reform, built up and developed their activities by means of earmarked funding provided by the state. As a result, an alternative knowledge base has developed in relation to work with the psychiatrically disabled.</p><p>A conclusion is that the implementation of the Reform has been diffi cult, but that it is far from a complete failure. There are just too many positive experiences. However, much of the success must be attributed to the funding by the state. </p><p>The long-term discourse will take shape and depend on how enduring the early initiatives prove to be.</p>

Abstract   Many researchers in social work believe that in today's society require the interaction between organisations takes place on social problems. This study examined the interaction between the police, social services and schools. The purpose of this study are as follows; the aim is to investigate the interaction between social services, the police and schools about young people aged 12-18 years who are at risk for abuse and crime. My questions are: How do the different professions interact regarding young people at risk for abuse and crime? How do they meet young people in their daily work? What obstacles can the different professions see in interaction? What effects do the different professions see in interaction? The study is a qualitative study conducted with semi-structured interviews. Respondents have been two from each organisation. The theory used in the analysis of empirical data is new-institutionalismen. New-institutionalism is a theory developed from organizational theories. Research emanating from organizations influence from the outside world has been designated a new - institutionalism. The new institutionalism is based on individuals, and environmental impact on the organization, as well as their interaction The results of the study mean that different privacy laws are an obstacle in the interaction and also lack of resources is a barrier. The importance of housing has been discussed in several disciplines as a basic need, a fundamental human right, and a source of economic and social security; but the social housing system in Ontario has been downloaded from higher levels of government to municipalities with little to no increase in funding or program governance. In this thesis, I argue that the policies and programs that govern the social housing system in Ontario focus on a service provision perspective that maintains the status quo, particularly the stigma attached to social housing projects and homeless people. Using interviews with activists and a review of the literature, I suggest that activists have a role in changing the way this service-oriented perspective works by bringing forward the realities of homelessness in the public realm to alter social thought, agendas, and actions.

Att förebygga hot och våld mot socialsekreterare / To prevent threat and violence towards social welfare secretaries

The aim of the study was to examine if and how the social service and the social welfare secretary provides against threat and violence in the encounter with clients. The study is qualitative and carried out with six semi-structured interviews with social welfare secretaries and participation observations at the social welfare offices in three municipalities. The theoretical starting points used were symbolic interactionism and strange loops. The result shows that social service and social welfare secretaries both use measures to prevent threat and violence to occur. The precautionary measures mainly used by social services are ; looked doors, alarm device, loose objects removes and interview rooms are furnish in purpose for the social welfare secretary to flee the room at urgent need. Measures used by the social welfare secretary where focusing on their manner of behaving in their encounter with clients. Some of the important factors where to act respectful, professional, calmly, honestly and to posses`knowledge. The result also shows that measures such as looked doors, removing loose objects and the use of alarm device might be perceived by clients as insulting, provocative, a feeling of being inferior and losing control of their situation. The study implies that an increased knowledge of if and how the surroundings and the precautionary measures used by social service affect clients. The aim should be to create a more open then closed social service office.
