Argumenta-se que, no atual contexto de contrarreformas da política de Previdência Social, a implementação da competência legal do Serviço Social, enquanto serviço previdenciário de direito do trabalhador, sofre sérias restrições, quadro que expressa um paradoxo vivenciado pelos profissionais de Serviço Social desse espaço ocupacional na atualidade: a recomposição do quadro de profissionais a partir do ano de 2009 num contexto de desconstrução e esvaziamento do conteúdo do serviço previdenciário oferecido à população. A pesquisa permitiu concluir que no período analisado o trabalho dos assistentes sociais concentrou-se em atendimentos técnicos individuais, realizados no interior do INSS, relativos à avaliação social para requerentes do Benefício de Prestação Continuada da Assistência Social em fase de concessão, em detrimento de qualquer outro tipo de atividade, como as ações grupais, a realização de visitas técnicas, participação em eventos ou atividades de capacitação, realização de pesquisa social, entre outros. Entende-se que essa tendência atual do trabalho dos profissionais de Serviço Social no âmbito do INSS não está alheia às mudanças expressas no processo de contrarreforma das políticas sociais em curso no nosso país na atualidade, que, sob os ditames neoliberais, conduzem a uma atuação do Estado voltada para a privatização das políticas de previdência e saúde, e expansão da política de assistência social. Essas determinações produzem impacto no trabalho dos assistentes sociais do INSS, que, como observado nesta pesquisa, tem suas atividades profissionais centradas em ações relativas ao um benefício da assistência social. Assim, constitui-se como desafio ao profissional desse espaço ocupacional superar a polarização de suas atividades e elaborar estratégias que fortaleçam a especificidade de seu trabalho no âmbito da política de Previdência Social. / This paper has the objective to identify implementation of material expressions of the legal competence of the Social Work of Social National Institute of Social Security (INSS), in accordance with Article 88 of Law 8.213 / 1991, from 2009 to 2014. It is argued that, in the current context of counter reformations of Social Welfare policy, the implementation of legal competence of Social Work, as a social security service of worker´s right, suffers severe restrictions. That frame expresses a paradox experienced by social workers from this occupational place on the present: the recovery of the professional staff from the year 2009 in the context of deconstruction and emptying of the contents of the social security service offered to the population. The research showed that in the period under review the work of social workers focused on individual service calls, performed inside the INSS, concerning social evaluation to applicants of the Benefício de Prestação Continuada of Social Assistance in the concession phase, rather than any other type of activity, such as group activities, performing technical visits, participation in events or training activities, conducting social research, among others. It is understood that this current trend of the work of social workers within the INSS is not unrelated to the changes expressed in counter reformation process of social policies in progress in our country today, who under the dictates of neoliberal, leads to a State action toward the privatization of social welfare and health policies, and expansion of social assistance policy. These resolutions have an impact on the work of INSS social workers, who, as observed in this study, has his professional activities focused on actions related to a benefit of social assistance. Thus, it constitutes a challenge to the professional of this occupational space overcome the polarization of its activities and develop strategies that strengthen the specificity of their work under the scope of the Social Welfare policy.
