The learning organisation and productivity : a case study of the Athlone detective serviceBrand, J. J. (Johannes Jurgens) 03 1900 (has links)
Thesis (MPA)--Stellenbosch University, 2002. / ENGLISH ABSTRACT: The transformation of the South African Police Service (SAPS) did not simply brought about
a change in name; it meant a different new style of policing. A completely new concept of
how a police service should function within a democratic society, had to be developed and
learnt. One of the significant changes was the transformation of the old South African Police
Force into the SAPS. Included in this process was the amalgamation of the eleven police
agencies into one organisation.
The transformation process had a major impact on productivity in the different components of
the SAPS, as evidence suggests that change is difficult and that resistance may be expected
whenever change involves a significant impact on the traditional behaviour, power, authority,
culture and structure within an organisation. The objective of training is to achieve a change
in the behaviour of those employees who are undergoing training. The SAPS therefore had to
start using training programmes to ensure that all employees accept the change process easier.
The researcher attended the Station Management Programme (SMP) at Stellenbosch
University in 1999. The first module presented at the SMP comprised the concept of a
learning organisation. After successfully completing the SMP, this management mechanism
was implemented at Athlone Detective Service. This detective service is one of the
components at the Athlone po lice station, which in turn forms part of 1096 po lice stations in
South Africa. The high volume of cases on hand was one of the main reasons why it was
decided to experiment there with the five disciplines of the learning organisation, as proposed
by Peter Senge, at the beginning of July 1999.
In Chapter one the research problem is identified, namely whether a learning organisation can
be used to improve productivity at detective services. The objectives of this study are firstly
to prove how the five disciplines of a learning organisation were implemented at Athlone
detective service in order to increase productivity. Secondly, this study will give guidance to
the other detective services in the SAPS on how to improve their own productivity.
Related literature is reviewed in Chapter two, and these references are made applicable on the
SAPS, and more specifically on the Athlone detective service in Chapter three. The gathering, analysis and interpretation of data are discussed in Chapter four. The data for this
research has been gathered by means of computerised data, which has been collected from the
Criminal Administration System (CAS) of the SAPS, and by means ofa questionnaire, which
was distributed among the personnel at Athlone detective service. The collected data is
analysed statistically and interpreted in this chapter to establish whether the disciplines of a
learning organisation had an impact on productivity.
The main focus points of each chapter are firstly summarised, while recommendations are
made on the effective management thereof in Chapter five. A conclusion is also given in this
last chapter.
Ingesluit in hierdie proses
1096 ander polisiestasies in Suid-Afrika.

Thesis (MPA)--Stellenbosch University, 2003. / ENGLISH ABSTRACT: The General Elections of 27 April 1994 lead the country to a new democracy which caused
changes in the political-, social- and constitutional domain in South Africa. This brought about
new winds of change in the Public Sector too. The South African Police Service (SAPS) is
also identified as a component of the Public Sector and this lead to an investigation of service
delivery standards which are rendered to local communities by the SAPS. The hypothesis is
that personal placement in the SAPS can have an effect on the organisation's service delivery
standards.
Various concepts were investigated and defined. Methodological considerations and research
methods were applied as guidelines to the underlying principles, for possible answers to the
research problem. A theoretical base was established as foundation of a practical
investigation. Recruitment, selection and personnel placement are discussed with various
references to current legislation includes aspects such as affirmative action and the
implications it could have on service delivery. A final practical investigation included the
distribution of questionnaires to police members and members of the public in the policing
areas under discussion. The answers were processed where upon recommendations were
made for the improvement of service delivery in the SAPS.
Research was completed in the East Metropole, Cape Town to establish what effect personal
placement could have on service delivery in the South African Police Service. The specific
policing area (referring to the Area East Metropole) is used as a practical case study as if
appears that currently personal placement within the SAPS could be implemented more
effectively in order to enhance service delivery to all communities in the East Metropole. Due
to personal shortages within the SAPS, these communities encounter problems such as
increases in crime on a daily basis. The research process was encouraged by problems
experienced by members of the SAPS and the public. Although the research outcome cannot
be ruled as a success or failure, it was an attempt to focus on the effect that crime have on
the lives of members of the SAPS and communities within the Area East Metropole.
navorsingsprobleem.

An explorative study of the training needs of investigating officers interviewing young victims of sexual abuseCoetzee, Colette 03 1900 (has links)
Thesis (MEdPsych (Educational Psychology))--University of Stellenbosch, 2005. / There is deep concern nationally and internationally about the increasing numbers of sexual offences against children. South Africa is one of the countries with a very high incidence of child sexual abuse. Child sexual abuse is very traumatic for most children: research reveals that the negative psychological impact of child sexual abuse persists over time and even into adulthood. Disclosure of sexual abuse is often very traumatic for the victim and the response of the investigation officer is crucial as inappropriate responses to disclosure can inhibit the child's healing process, jeopardize the subsequent legal proceedings and expose the child to secondary traumatisation. This study explores the training needs of investigating officers of the South African Police Services with regard to interviewing young victims of sexual abuse. The rationale would be that if investigating officers were adequately trained in interviewing sexually abused children the trauma will be lessened for the child victim and their families.
A qualitative study was conducted. Two groups of participants were used in the study: Investigating officers working for the SA Police Service and social workers working for various non-governmental organizations. Participants were purposefully selected. Data were produced by the use of questionnaires and interviews semi-structured. The interviews were analysed thematically. The seven themes that emerged from the data analysis were: reporting of sexual abuse, investigation of sexual abuse, knowledge of sexual abuse, practical skills, attitudes of investigating officers, children with disabilities and support for investigating officers. The data from the questionnaires were also analysed quantitatively.
The findings from the study indicate that investigating officers need more in-depth and extensive training on how to interview sexually abused children.

Validation of an adapted version of the Coping Orientations to Problems Experienced questionnaire (COPE) in the South African Police Service / Hester Antoinette VisserVisser, Hester Antoinette January 2005 (has links)
Members of the SAPS come into contact with violent crimes on a daily basis. They also have to
deal with changes on an organisational level, as well as large amounts of administrative work.
The Coping Orientations to Problems Experienced Questionnaire (COPE) was completed by
police members in the North West Province, and eight items focusing on emotion-focused
coping were added. The objectives of this study were to assess the construct validity and internal
consistency of the COPE in the SAPS, with added scales for emotional processing and emotional
expression. Another objective was to conceptualise coping, and specifically coping within the
policing context from the literature. Finally, analyses of the differences between the coping
strategies of different demographic groups in the SAPS were conducted.
A cross-sectional survey design was used. The study population (N=229) included samples of
police personnel across the North West Province. In addition to the COPE, a biographical
questionnaire compiled by the researcher, was administered. The dispositional version of the
COPE was used, consisting of 53 items. Eight additional items which measure emotional
processing and emotional expression were also used.
Initial analysis revealed the COPE subscales to be unreliable. Subsequent analysis indicated that
two coping mechanisms which reflected emotionality in broad terms were employed by SAPS
members. These factors were termed Active Emotional Expression and Emotional Reappraisal,
and showed acceptable Cronbach Alpha coefficients. Item bias analysis was conducted and two
items indicated uniform bias, and another two non-uniform bias. Tucker's phi coefficients for
Active Emotional Expression and Emotional Reappraisal were all acceptable, indicating
equivalence for both the Afrikaans and "other" languages groups. With regard to the two coping
factors, no significant differences were found between the created language categories, or
gender. Differences between the coping strategies of police members with different ranks, marital states and salary categories were also not significant.
Recommendations for the organisation and future research were made. / Thesis (M.A. (Industrial Psychology))--North-West University, Potchefstroom Campus, 2006.

Background: In 2003, the National Commissioner of the South African Police Service gave instructions
that all the new student constables should undergo a personnel capacity-building programme as part of
their basic training. This led to the development of the Self-Management Programme by Police Social
Work Services. This programme IS, since July 2004, an integral part of the empowerment of more than
8000 recruits annually.
A comprehensive study into the short and long-term effects of the programme on recruits, as well as its
overall return on investment (ROI), was started in 2004. In this document, only the results that were
achieved with the measurement of the programme's decision-making and purpose-in-life components
will, however, be covered.
Objectives: The study had a twofold purpose. The first was to measure the short and long-term effect of
the Financial Management, Planning of Goals, Self-knowledge, Problem-solving and HIV/AIDS
Awareness modules on recruit's knowledge, attitude and behaviour. It, secondly, endeavoured to
measure the programme's return on investment coefficient.
Method: The study utilised an experimental research design, as well as focus groups and
triangulation. It involved an average of 400 experimental group respondents, 120 control group
members, 12 focus group participants and 14 presenters per module. A total of 23 questionnaires and a focus group schedule was designed and utilised in the generation of data.
Results: All five modules had a practical significant effect on the respondents' knowledge, attitude and
behaviour and improved their personal and professional functioning considerably. The "decision-making"
and "purpose-in-life" components, as well as the programme as a whole, also produced a very
high return on investment. It, therefore, implies that the Self-Management Programme should be seen as
both a very effective capacity-building tool and a financial asset for the South African Police Service. / Thesis (Ph.D. (MW))--North-West University, Potchefstroom Campus, 2006.

For years social workers have been involved in the investigation of child abuse cases, which includes the sexual abuse of children. The forensic social worker primarily engages with the investigation of child sexual abuse allegations and their involvement begins when a criminal case of alleged child sexual abuse is registered with the police. The core function of forensic social workers is to objectively assist the South African Police Service (SAPS) and the judicial system during the investigation of crimes against children, which includes cases of alleged sexual abuse of babies.
The aim of this study was to determine the role of the forensic social worker in cases of sexual abuse of babies in the Boland. A qualitative research procedure was followed and data was gathered through in-depth interviews with three state prosecutors working in regional courts in Worcester, Ceres and Paarl. In-depth interviews were also conducted with three SAPS forensic social workers in these areas. The results of the investigation were summarised according to certain themes.
The results of the study indicate that the successful prosecution and conviction of offenders of the sexual abuse of babies are limited, because a baby is unable to deliver testimony. The crucial role of the qualified forensic social worker in the investigation of these cases was highlighted in the study. The participants found the thorough investigation of collateral sources and the interpretation of information gathered by forensic social workers of great value. As an expert witness the forensic social worker can therefore play a prominent role in the conviction of offenders of sexual abuse of babies. / Thesis (MA (SW (Forensic))--North-West University, Potchefstroom Campus, 2013
